BOARD OF PUBLIC WORKS AND SAFETY OF THE .
. CITY OF RICHMOND, INDIANA, MARCH 23, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana met in
2 'regular session March 23, 1978 at the hour of 9:00 a.m. in the Municipal Building
3 in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb present. '
4 The following business was had, to-wit:

6 Mr. Webb moved to approve the minutes of the previous meeting, seconded by Mr.
7 Anderson and on unanimous voice vote the motion was carried.

III9 Mayor Clifford Dickman announced that from April 3 through April 17 will be
10 City-wide clean up days in Richmond. This will involve the Sanitation,
11 Transportation and Park Departments along with any other departments which can
12 assist. People must 'bag'-' trash..: and place' . properly for pick-up.

14 Mr. Anderson. moved to approve the Mayor's recommendation for the annual clean-up
15 from April 3 through April 17, seconded by Mr. Webb and on unanimous voice vote
16 the motion was carried.

18 Rev. Francis Daniels stated Sunday, April 2 at 3:00 p.m. the Memorial Committee
19 for the Martin' Luther King celebration is requesting a permit to parade from
20 the back parking lot of Richmond High, School on S.W. 2nd down S .W. "D" to the
21 Earlham College Fieldhouse. There will be no vehicles in the parade which will
22 consist of approximately 500 persons. The speaker for the event will be Martin
- 23 Luther King, Sr. He requests the Police Traffic Division block north-south
24 cross streets for this parade.

26 Mr. Anderson moved to approve the parade permit subject to working out the'
27 parade route with the Police Department, seconded by Mr. Webb and on unanimous
28 voice vote the motion was carried....

30 Mayor Clifford .Dickman read a proclamation acclaiming April 2, 3 and 4 Dr. Martin
31 Luther King, Jr. Day throughout the City of Richmond.

33 The Clerk read a request from Attorney Ronald Cross on behalf of the Richmond
34 Community School Corporation for vacating .an. alley and public street described as
35 follows:
36 • -Being. all of that part of North "D" Street situate between the
37 _ East. line of North Nineteenth Street and the west line of North
. 38 ' Twentieth Street in the. City of .Richmond, Indiana.

40 ALSO, being all of that part of a twenty foot alley which is
41 situate between. North Nineteenth Street and North Twentieth
42 . and is. north of: the' South line of North "D" Street, and South_
43 of the South line of North "E" Street in the City of Richmond, .
44 . ___ ‘ ' Wayne County, Indiana.

46 • _ Subject to. all easements of record. _ .

48 Mr. Anderson moved this matter be referred to the Plan Commission, seconded by
49 . Mr. Webb. Before the final .vote, Mr. Webb recommended; the statement. "subject to
50 all easements of record" be changed to "subject to grant of easements for all
51 utilities :on present right-of-way". Mr. Meredith stated this change should be
52 brought out at the meeting of the Plan Commission. On;unanimous voice vote the
53 motion was carried.

55 Mr. Meredith stated the Board eliminated timed parking south of South "A" and north .
56 of.North "A". He received a call from a business which is requesting:5ne_ Cl). hour
57 parking in front of their business in the 100 block of South 6th- Street. He
58 drove by this location and -at the times he drove by, there were parking places
59 available. He doesn't feel the Board should establish a one (1) hour parking limit
60 in this area. Capt. 'Scott Loper stated he recommends denial of reinstatment of
61 parking based on .Mr. Meredith's observation and the fact the business has parking
62 in the rear of their business.

1 Mr. Anderson moved to deny the reestablishment of the one (1) hour parking,
2 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

4 Department of Transportation Director Jerry Haynes proposed two (2) adjustments
5 in City bus routes: (1) Due to construction of the new 20th Street bridge, could
6 provide service to an area that had previously been restricted (2) provide route
7 to I.U. East. This would be an addition of two routes.and a delition of one short
8 route in the Reeveston area. He asked a tentative effective date of April 1 and
9 stated, if this date was not feasible, a . date of April 8 will be. Mr. Vic
10 Frisch, a member of the Advisory Committee of I .U. was: in attendance and concurred
11 with Mr. Haynes' recommendation for I.U. East.

13 Mr. Anderson moved to accept the recommendation of the Department of Transportation
14 as to the Northeast route, the North route and the deletion of a short run to
15 Reeveston, seconded by Mr. Webb and on_unanimous voice vote the motion was carried.

17 Mr. John Beales presented two (2) platts for approval: (1) Mitchum Estate
18 Subdivision - on the South side of Backmeyer at the intersection of Backmeyer and
19 the corporate limit (2) Replat of lots 21, 22, 23 and 24 in Park Wood Estates
20 Subdivision Section 2 - east of 30th Street and north of Park Avenue.

22 Mr. Webb moved for approval of request (1), seconded by Mr. Anderson and on
23 unanimous voice vote the motion was carried.

25 Mr. Webb moved to approve the replat (2) , seconded by Mr. Anderson and on
26 unanimous voice vote the motion was carried.

28 Chief Charles Chris, on a request from the Richmond High School Athletic Department,
29 recommended providing two (2) officers for escort service to the New Castle
30 regional basketball tourney as in the past. He recommended Capt. Harter and
31 Officer McDugle for this service.

33 Mr. Webb moved Chief's request be granted, seconded by Mr. Anderson and on
34 unanimous voice vote the motion was carried.

36 Mr. Anderson moved to accept the recommendation of Chief Charles Chris for
37 the retirement of Delbert Davis from the Richmond Police Department effective
38 March 29, 1978, seconded by Mr. Webb and on unanimous voice vote the motion
39 was carried.

41 Mr. Anderson moved to accept the recommendation of Chief Charles Chris for the
42 hiring of Jerold Hillard and Raymond Ogle as Probationary Police Officers effective
43 March 27, 1978, seconded by Mr. Webb and on unanimous voice vote the motion was
44 carried. These applicants have been approved by the Police Merit Commission.

46 There being no further business on motion duly made, seconded and passed, the
47 meeting was adjourned.
