BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, MARCH 16, 1978
1 The Board of Public Works and Safety of the City of Richmond, Indiana met in
2 regular session March 16, 1978 at the hour of 9:00 a.m. in the Municipal
3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb
4 present. The following business was had, to-wit:

6 Mr. Webb moved to approve the 'minutes of the previous meeting, seconded by
7 Mr. Anderson and on unanimous voice vote the motion was carried.

1111 9 Mayor Cliff Dickman made a statement concerning the lack of parking facilities
10 on the City Building parking. lot. For the past year, the City has been
11 cooperating with employees of the Court House in sharing the City parking
12 lot. There are no spaces remaining for persons doing business with the City.
13 The Mayor suggested the Board of Works give courtesy passes for these County
14 employees to park on the 7th Street lot beginning Monday, March 20, 1978.
15 These passes will be good during business hours. The City lot will be
16 policed starting Monday and parking restrictions will be enforced. Chief
17 Charles Chris recommended the passes be worded allowing any City employee
18 who chooses to do so, be allowed to park on the 7th Street lot. Department
19 of Transportation Director Jerry Haynes stated they are trying ,to get new signs
20 posted on the City lot by Monday stating employees only.

22 Mr. Anderson moved to accept the recommendation of the Mayor which. is that
23 the City parking lot is reserved for City employees using stickers issued
24 by the City police and courtesy passes be issued to all governmental employees who
25 so desire them for the 7th Street parking lot and effective Monday, March 20, 1978
26 enforcement on the City lot including the two (2) hour public parking area will
27 start, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

29 Mrs. Geneva Musselman, 726 North 20th Street returned concerning her request for
30 parking in the 700 block of North 20th Street. Councilman Marion Williams questioned
31 if the sidewalk was constructed on land owned by Mrs. Musselman and noted the
32 vacant lot is the result of demolition by the City and was not put back in
33 proper condition. Mr. Anderson stated the Board and Capt. Loper had been to the
34 area yesterday and his observation is that there is parking off of the alley to the
35 right and left of .the house. Mr. Meredith stated theOalley is improved and
36 permission was given by the Traffic Division for on-street parking during the
37 heavy snow. Mr. Meredith suggested gravel be put along the pavement of the alley
38 to eliminate a drop-off, gravel be put back at the curb cut off of 20th and the
39 hump in the,vacant lot be looked at.

41 Capt. Loper stated he still recommends on-street parking be denied.

43 Mr. Anderson moved to accept. Capt. Loper's recommendation as to on-street
44 parking and urged Community Development Director Tim Ryder to grade the alley
45 properly and to gravel the curb cut off 20th Street, seconded by Mr. Webb and
46 on unanimous voice vote the motion was carried.

48 Mr. Meredith stated he received a bid for pest control after the deadline.
49 Since this bid was not timely, it was disqualified; also, the Board found the
50 bid of D & T Enterprizes to be disqualified due tothe fact there is a City
51 employee who is a partner in this company. The Board has examined the North
52 10th Street Bridge and finds at this time there is not a problem_with birds
53 and the nature of the area has changed since the bridge was first treated. They
54 determined there is no need to have this area treated for bird control. He
55 recommended the Board not award a bid for this bridge treatment at this time. Mr.
56 Webb so moved, seconded by Mr. Anderson and on unanimous voice vote the motion
57 was carried.

59 Mr. Meredith recommended the bid of Rogers Pest Control be accepted for treating
60 the City Building and Fire. Houses. They were the low bidder for the City Building
61 and the same price of another bidder for the Fire Houses..

1 Mr. Webb moved the pest control contract be given to Rogers Pest Control, seconded
2 by Mr. Anderson and on unanimous voice vote the motion was carried.

4 Mr. Meredith set a 'bid. date of April 6, 1978 at 9:00 a.m. for receiving bids for
5 tree removal on City Streets. Mr. Ryder announced Community Development is not
6 planning tree removal this year.

8 Mr. Webb moved to approve the curb cut request on South "C" between 15th and 16th,
9 of Paul & Carolyn_ Gatzek, 301 South 15th Street, seconded by Mr. Anderson and
10 on unanimous voice vote the motion was carried. This request has the approval
11 of Traffic, Engineering, and Plan.

13 Commercial Manager of RP&L Robert Rees presented a request for new street lights
14 on North "G", "H", & "I" between 10th and 12th Streets and North "G" from 12th
15 to 15th Street as these areas are improved, by Community Development.

17 Mr. Anderson moved to accept the recommendation of the Street Light Committee,
18 seconded by Mr. Webb and on unanimous voice vote the motion was carried.

20 Mr. Tim Ryder requested approval of plans and specifications to set a bid date
21 for construction of sidewalks., curbs, and sewers in North Richmond on North llth
22 and North. "G", "H", & "I" from 10th to 12th Streets.

24 Mr. Webb recommended approval of plans and specifications for this projects,
25 seconded by Mr. Anderson and on unanimous voice vote the motion was carried.

27 Mr. Meredith set a bid date of March 30, 1978 at 9:00 a.m.

29 Mr. Tom Porfidio, Wayne County Action, has requested the Board construct a guard
30 rail on the street going up, to Newman's Hill. Mr,.. Meredith recommended that this
31 request be .taken under advisement. Mr. Webb so moved, seconded by Mr. Anderson,
32 and on unanimous voice vote the motion was carried.

34 Chief of Police Charles Chris .recommended, hiring Michael Lloyd Rice and Randy
35 Joe Kolentus as Probationary Police Officers, effective March. 20, 1978. These
36 applicants have been approved by the Police Merit Commission.

38 Mr. Anderson moved to accept the recommendation of Chief Chris for these two (2)
39 applicants, seconded by Mr. Webb and on unanimous voice vote the motion was carried.

41 Mr. Meredith, announced the City has been studying the possiblity of having
42 the lawn of the City Building treated by a professional firm and there are
' 43 two (2) companies in Richmond who do this work. One is not eligible to work. for
44 the City as one of the City employees is also a member. of the firm. Due
45 to the cost being below the amount needed for advertising and receiving bids, it
46 is not necessary to bid this service. Mr. Meredith recommended the Board accept
47 Chemlawn's proposal to make four (4) applications during the year at an annual
48 cost of $1,074.00. Mr. .Webb so moved, seconded by Mr. Anderson and on unanimous
49 voice vote the motion was carried.

51 There being no further business on motion duly made, seconded and' passed, the meeting
52 was adjourned.
