HomeMy Public PortalAbout03-02-1978 BOARD OF PUBLIC. WORKS_AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 2, 1978 1 The Board of Public .Works and Safety of the. Ci.ty of Richmond, Indiana met 2 in regular session March 2, 1978 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous regular meeting as 7 prepared, seconded by Mr. Anderson and on unanimous voice vote the motion was II/ 8 carried. 9 .10 Mr. Anderson moved_,to accept and file proof of publication for receipt of 11 three (3). bids: for'the reconstruction of the corner of N.W. 5th Street and 12 Richmond Avenue on the west side of the street, seconded by Mr. Webb and on 13 unanimous voice vote the motion was carried. 14 15 The following bids were received and recorded: 16 .17 Cain Lakes Gravel. - $37,630.54 18 Mote Construction, Union City $48,484.31 - 19 Rigsby Excavating, Brownsville $39,865.74 20 21 Mr. Webb moved these bids be taken under advisement, seconded by Mr.. 22 Anderson and on unanimous voice vote the motion was carried. The bids will 23 be studied by Community Development and awarded at the next meeting. 24 • 25 City Plan Director Bob Goodwin stated .he had checked the area. of Hidden 26 Valley in reference to the parking of. a construction trailer, and the streets 27 have not been accepted; and are therefore not under the jurisdiction of the 28 Board of Works.. Mr. Ed Nicholson should be. contacted. . . 29 . 30 Captain Scott Loper, of the Police Traffic Division, read a letter 31 recommending the removal of a traffic signal located ,at the intersection of 32 South 5th Street and South "B". Street. 33 34 Mr. Anderson moved to accept the recommendation of the Department of Traffic 35 Safety, and Mr. Webb. seconded, and on unanimous voice vote the motion was 36 carried. 37 38 The Clerk will notify Richmond Power and Light, authorizing removal of the 39 signal. 40 . ' 41 Chief Chris read a letter requesting that Sergeant Ron Williams, Richmond 42 Police Department, Traffic and Safety Division, be sent to the Traffic . 43 Institute, Northwestern University, Evanston, Illinois to attend the 44 "Supervision of Police Traffic Law Enforcement" course, March 6 through March 45 17, 1978. 46 • 47 Mr. Webb moved to approve the request of Chief Chris to send Ron Williams to the 48 Traffic Institute, seconded by Mr. Anderson and on unanimous voice vote the 49 motion was carried. ' 50 51 Chief Chris read a letter.requesting enforcement detail in the Downtown area 52 involving civilian. personnel. There has lately been an abuse of the parking 53 areas. . He recommended two .(2) CETA employees be hired and that Council 54 establish these positions. 55 56 Mr. Anderson.moved to approve the recommendation as outlined in Chief Chris' III 57 letter, seconded by Mr...Webb and on unanimous. voice vote the motion was carried. 58 59 Mrs . Geneva Musselman, of 726 North 2Oth Street, requested on-street parking 60 privileges. She stated there was not enough parking spaces for their 61 vehicles, and that theirs was the only property on the west side of the street. / 04 Board of Works Cont March 2, 1978 Page 2 1 Captain Loper recommended .this, be taken. under. advisement for study. 2 3 Don Meredith said the.Board of Works will take the request under advisement 4 until the next regular mee.ting. • 5 6 Mr. Anderson moved the report of the Bureau. of Buildings. for the month of 7 February 1978 be. accepted and placed on file, seconded by Mr. 18I_ebb: and 8 on unanimous voice vote the motion was carried. 9 10 Mr. Meredith instructed the Clerk to notify bidders that the Board of. Works 11 will accept bids. at the next regular meeting for pest control of the City 12 Building, Fire -Rouses and under the 10th Street Bridge. 13 14 There being no further business on motion duly made, seconded and passed, 15 the meeting was adjourned. 16 17 Donald E.
