HomeMy Public PortalAbout02-15-1978 - Special Emergency Session EMERGENCY SPECIAL MEETING BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 15, 1978 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in special 2 emergency session February 15, 1978 at the hour of 9:00 a.m. in the. Municipal Building 3 in said City. Mr. Anderson presided, in the absence of Mr. Meredith with Mr. Webb 4 present. The following business was had, to- wit: 5 6 Mr. Anderson stated this is an emergency meeting called under Indiana's Open Door Law. 7 All proper media have been notified of this meeting. 8 III9 The purpose of this meeting is to adopt a resolution concerning the street lights of 10 the City of Richmond, Indiana. 11 12 Mr. Anderson read the following resolution: 13 14 RESOLUTION NO. 1-1978 ' 15 - 16 WHEREAS, an emergency situation exists now with respect to the availability- of the 17 electric power by Richmond Power and Light of the City of Richmond, Indiana, and said 18 emergency may exist in the future for reasons which cannot now be determined; and 19 20 WHEREAS, it would be in the best interest of the City of Richmond, Indiana, and its 21 citizens to adopt emergency rules for the curtailment of electric service in the 22 emergency situation; and 23 24 WHEREAS, the Board of Public Works and Safety of the City of Richmond, Indiana, is 25 responsible for the street lighting of the City of Richmond, Indiana; and 26 27 WHEREAS, the Board of Public Works and Safety of the. City of Richmond, Indiana, hereby 28 determines that it would be in the best interest of the citizens of the City of 29 Richmond, Indiana, and of the Richmond Power and Light to approve curtailment rules on 30 street lighting and to hold an emergency meeting, suspending all rules in conflict 31 therewith, at which two-thirds of the members of the Board of Public Works and Safety 32 are in attendance, for the consideration and adoption of this resolution and are in 3 unanimous agreement with all matters herein set out; 4 5 NOW THEREFORE, RE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY 36 OF RICHMOND, INDIANA: 37 38 That Richmond Power and Light as the supplier of electric energy to the street lights 39 of the City of Richmond, Indiana,,adopt the most feasible method to implement emergency 40 curtailment rules in cooperation with the Richmond Police Department subject to any 41 orders for the Public Service Commission of the State of Indiana. 42 43 44 Chief of Police Charles Chris stated a departmental meeting was held Monday to 45 determine what steps to take. He then met with Mr. Hankosky of RP&L, who had made 46 determinations of light control. The Police Department and RP&L are in agreement as 47 to the inplementation of this resolution, subject to any particular problems which may 48 occur for change. RP&L will cooperate with the Police Department as to any emergency 49 changes. 50 51 Department of Transportation Director Jerry Haynes stated this plan will include 52 reducing of lighting on public parking lots, the parking garage and any public lots 53 under City jurisdiction. 54 - 55 This will be an approximate fifty percent (50%M reduction starting today. The main 56 reduction will be on thoroughfares where lights will be disconnected from one side. 57 Residential areas will not be affected at this time. .8 _ 9 There being no further business on motion duly made, seconded and passed, the meeting 0 was adjourned. 61 62 Edward N.
