2 met in regular session.February 9, 1978 at the hour of 9:0.0. a..m.. in .
3 the Municipal Building in .said. City. Mr. Meredith presided.with Mr.
4 Anderson and. Mr. Webb.. present. The following.business was had,. to-wit:

6 Mr. Webb moved to approve the minutes.of the previous meeting as pre-
7 pared, seconded by Mr. Anderson and on unanimous voice vote the motion
8 was carried. .

10 Mr. Meredith announced the-re is no formal agenda for today's meeting.

12 Mr. Tom Austerman, a member of the Rose Festival Parade Committee, re-
13 quested approval of the parade route to be held on Sunday, June 25, 1978
14 from 22nd and Main.to 10th and North "A". They will use .the same route
15 as in the two (2) previous years. They are making an.application. with
16 the State Highway to close .the streets and are trying to expand the
17 hours of closing. The parade would last .from 2:00 until _approximately
18 3:30 and they would like to be lined up by 11:00 a.m. , starting line
19 up at 8:00 a.m. They have requested Main Street be closed from Henley
20 Road instead of 22nd Street so this area can be used for line up.

22 Captain Scott Loper, of the Police Traffic Division, recommended appro-
23 val of the route, stating. there have been no problems in the past;
24 however, he. wants to meet with the committee concerning times. He,
25 therefore, requested the Board not act upon the recommended closing
26 • times of 8:30. a.m. to 3: 30 a.m. as traffic would have to be re-routed
27 from Henley Road during .these times.

29 Mr. Austerman stated the units will go north on 10th Street to North "E"
30 and back to the park as in the past. There will be bleachers on the
31 sidewalk on North "A" between llth and 10th.

33 Chief of Police Charles Chris reported he has talked with the
34 committee and the plan for seating has been revised and will not take
35 up the area that it has in the past.

• 37 Mr. Anderson moved to approve the parade route as stated above with
38 times to be worked out with Capt .'Loper and subject to State Highway
39 approval, seconded by Mr. Webb and on unanimous voice vote the motion
40 was carried.

42 City Engineer George Webb read a letter from the State. Highway Commission
43 concerning the resurfacing of the Con-rail overpass on .U.S . 2.7. The
44 Commission will receive-bids for this project on February 14, 1978. The
45 routing of traffic during construction has been worked out; however, a
46 formal approval of traffic route will be needed at the time of the start
47 of construction.

49 Mayor Clifford Dickman. stated- he, met. with the Governor yesterday and -
50 the Governor stressed the urgency of the _ene ;gyrshortage and the need to
51 conserve. The Governor stated he may .invoke his rights _and force people
52 who have coal to share coal with. people who do not. The average coal
53- supply in the State is forty (40) days, so this forces Richmond into
54 having only a forty (40) day supply.

56 .The possibility of cutting back street lights.and requesting merchants to
57 turn off large outdoor. advertising signs was suggested by.Mr.. Meredith.

59 Mr. Austerman, President of Common Council, suggested a meeting between
60 RP&L, Mr. Huffman and the Board of Works.
