HomeMy Public PortalAbout02-02-1978 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF.RICHMOND, INDIANA, FEBRUARY 2, 1978 • 1 The Board of Public Works and Safety of the City of Richmond, Indiana met in regular 2 session February 2, 1978 at the hour of 9:00 a.m. in the Municipal Building in said 3 City. Mr. Meredith presided with Mr. Anderson and Mr. Webb present. The following 4 business was had, to-wit: 5 • 6 Mr. Webb moved to approve .the minutes of the previous regular and special 7 meetings as prepared, seconded by Mr. Anderson and on unanimous voice vote the 8 motion was carried. 9 10 Councilman Marion Williams •appeared before the Board for the purpose of trying to 11 come up with a workable solution of what is designated as a street or alley in the 12 Northwood Apartments. The location of this area is. between North 14th and 15th 13 between North "G" and "H" and North 14th and "J". He stated this is City property. 14 He stated this area is not an the snow cleaning schedule of the City and the City 15 would have to name it .a street to get anything done. This was a designated alley 16 at the time the apartments were built. There is no other access to these 17 apartments. People can't get out and emergency equipment cannot get in. Trash 18 has not been picked up in this area for four (4) weeks. 19 20 Mr. John Fienning, Administrator of Northwood .Apartments stated that in 1970 21 when construction was first started the access to the apartments was an alley for 22 North 15th Street, so at that time the alley was blacktopped and this was the access 23 from "G" and "H". The Street Department is not scheduled to plow this access. 24 People cannot get out and the Sanitation Department cannot get it. He would like 25 to initiate to get this access way designated as a City street as it is not now 26 on any scheduled snow route to be cleaned.. Mr. Fienning noted in answer to a 27 . question by Mr. Anderson that he is with the Housing Authority and is governed 28 by the Housing Authority Board of Commissioners. Mr. Gayle Gardner is the 29 attorney for this Commission. Mr. Fienning answered in the affirmative to Mr. 30 Meredith's question that his request is to get, these. two (2) access alleys 31 dedicated and on the snow removal route for fire protection, protection of the 32 City and trash removal. 33 34 Mr. Bob Goodwin stated normally developers are responsible for taking care of the 35 streets. 36 37 Mr. Webb questioned the legal authority of this Board to go in and do this type. 38 work. The 'City can only go into dedicated alleys. 39 40 Mr. Anderson recommended Mr. Fienning get in touch with Attorney Gayle Gardner to 41 resolve= this legal question, as the City could face liability. 42 • 43 If this alley is dedicated, it should be on the schedule to be cleaned, as other 44 alleys. 45 46 Mr. Meredith recommended'Mr. Webb or Mr. Goodwin check and find out if this_ is a 47 dedicated alley. If not dedicated, they should get in touch with Mr. Fienning and 48 have Mr. Gardner state the proceedings to see it does become a dedicated alley. 49 If it is dedicated, Transportation Director Jerry Haynes should be notified to 50 put it on the schedule. 51 52 Mr. Meredith stated this matter is taken under advisement until it is determined 53 whether or not these alleys are dedicated. 54 55 Director of Community Development Tim Ryder presented a contract for legal services 56 between his department and Kolger, Knoll, and Sowers for general legal services. They 7 have need for this service when buying property and George Sowers has served. as their 8 attorney for the last two (2) years. He would like to renew this contract. Mr. 9 Anderson moved to accept the contract, seconded by Mr. Webb and on unanimous voice 0 vote the motion was carried. q Board of Works. Cont. February 2, 1978 _ Page 2 1 City Plan Director Bob Goodwin stated the Hoard re.ferre.d a petition from Ms 2 Louise Jett for the closing of South 10th Street between South "L"- and Parry to 3 the Plan Commission, which heard this petition on January 25,1978. The petitioner 4 was not present and Mr. Meredith represented her in this matter. The Commission 5 heard five (5) letters; from those in favor and there were three (3) persons in 6 attendance against. The Commission voted six (6) to zero CO) to deny this petition. 7 Mr. Anderson moved to accept the' recommendation of the Plan Commission, seconded 8 by Mr. Webb and on unanimous voice vote the motion was carried. 9 10 Mr. Webb moved to accept the recommendation of Chief of Police Charles Chris 11 to promote Detective Joseph Minitz to the rank of Lieutenant (Detectives) effective 12 January 30, 1978, seconded by Mr. Anderson and on unanimous voice vote the motion 13 was. carried. This; .is a temporary appointment pending final testing under the 14 Police Merit Commission. 15 16 Mr. Anderson moved to accept the recommendation of Chief Chris to promote Patrolman 17 Denzel Williams to the rank of Detective, effective January 30, 1978, seconded 18 by Mr. Webb and on unanimous voice vote the motion was. carried. 19 20 Mr. Anderson moved to accept the recommendation of Chief Chris for retirement of 21 Richard Irvine from the Richmond Police Department effective February 1, 1978, 22 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 23 24 Mr. Webb moved to accept the recommendation of Chief Chris to transfer Mr. Terry 25 Brant from the Maintenance Department (Greenwood Apartments) to Special Police. 26 Officer of the. Richmond Police Department (Security Guard) Greenwood Apartments, 27 - effective February 6, 1978, seconded by Mr. Anderson and on unanimous voice vote 28 the motion was carried. 29 30 Chief Chris reported he and the police mechanic have studied the bids for..the 31 thirteen (13) police cars and recommend the low bid of Fred First Ford, which. 32 meets or exceeds all specifications, be accepted. Chief Chris: stated it will 33 take approximately $700 to replace certain equipment, so additional monies will 34 be needed. Decals alone are $400. 35 36 Mr. Webb moved the bid for the thirteen (13) police cars be awarded to Fred 37 First Ford, seconded by Mr. Anderson and on unanimous voice vote the motion was 38 carried. - 39 40 Chief Chris stated the Richmond Police Department appreciates the assistance. ' 41 and, cooperation of citizens and other City Departments during the blizzard. He 42 thanked citizen volunteers and car dealers for the use of their equipment. 43 The Police Department received several comments of appreciation mid the Chief 44 would like to pass these on to citizens and departments who made this possible. 45 46 Mr. Meredith voiced thanks from the Board of Works, to citizens who volunteered time 47 and equipment. He stated it is heart warming to see citizens respond as they did. 48 The Police Department and Street Department, with the cooperation of other 49 departments, did an outstanding job. 50 51 Mr. Meredith stated that during the blizzard emergency, the City, on an 52 emergency basis, entered into informal contracts with contractors for heavy snow 53 removal. The contracts are now formally drawn and he requested the Board 54 enter into these contracts. Mr. Anderson moved to approve execution of contracts 55 of several contractor who were employed during the emergency snow removal program, 56 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 57 58 Mr. Anderson moved to approve the Bureau of Buildings report for January 1978, 59 seconded by Mr. Webb and on unanimous voice vote the motion was carried. 60 61 There being no further business on motion duly made, seconded and passed, the 62 meeting was adjourned. 63 Donald E.
