BOARD OF DUBLIC woms. & SAFETY OF THE
CITY OF RICHMOND, INDIANA, DECEMBER 22, 1977
1 The Board of Public Works and Safety of the City of Richmond, Indiana, met
2 in regular session, December 22, 1977, at the hour of 9:00 a.m. in the
3 Municipal Building in said City. Mr. Meredith presided with Mr. Anderson
4 and Mr. Webb present. The following business was had, to wit:

6 Mr. Webb, moved to approve the minutes of the previous meeting as prepared,
7 seconded by Mr. Anderson and on unanimous voice vote, the motion was carried.

9 Mr. Meredith read a letter from the C.R. Richardson Home School Association
III 10 Executive Board stating, in part, accidental injury to students exists in
11 traveling to and from school. Due to increasing numbers of new students moving into
12 the area and the density of the vrudent population in the Richmond Housing
13 Authority apartments at South 16th Street. The Home School Association regards
14 the intersection at South 13th and "G" Streets as a high safety hazard area.
15 It is, therefore, requested that the Board of Public Works and Safety consider
16 placing a crossing guard at this intersection to regulate traffic during the
17 hours when school children are crossing. Mr. Anderson suggested this should
18 be taken under advisement, as there is a question whether the intersection should
19 read "J" instead of "G" and for study by the Department of Traffic Safety. Mr.
20 Anderson stated the Department of Law is checking the City's liability of the
21 guards employed by the City. Mr. Meredith stated they are covered under the
22 City's liability as they are City employees. Mr. Meredith announced this
23 matter is taken 'under advisement.

25 Mr. Meredith read the following letter from Robert B. Goodwin, Executive
26 Secretary of the City Planning Commission:

28 Please be advised that Richmond City Planning Commission conducted
29 a public hearing on December 20, 1977, on the petition of Rev.
30 Francis Daniels requesting vacation of South 10th Street from the
31 north side of Parry Street to the south side of South "L" Street.

33 All persons interested or affected by the request were given
34 an opportunity to speak. The petitioner spoke in favor of
35 the request and no one appeared in opposition.

37 There were ten (10) letters sent to adjoining property
38 owners. Five (5) were returned in favor and one (1) in
39 opposition to this request.

41 The Commission voted unanimously to recommend approval of
42 the request; 6-0

44 Mr. Goodwin stated he received a telephone call from Mr-. .John Sayre, Attorney
45 for the property owner in opposition, requesting. the Board postpone their
46 decision on this matter for a week for him to appear before the Board. Mr.
47 Anderson stated this request should have approval of the Police and Fire
48 Departments as far as emergency situations. Rev. Daniels stated anyone has
49 had the opportunity to appear and he has followed all procedures and
50 policies. Mr. Webb noted this vacation is subject to an easement_'' on the
51 entire right-of-way. Mr. Meredith announced this matter is taken under
52 advisement.

55 the meeting was adjourned.
