HomeMy Public PortalAbout12-15-1977 7 7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, DECEMBER 15, 1977 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session December 15, 1977 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: ' 5 6 Mr. Webb moved to approve the minutes of the previous meeting as prepared, 7 seconded by Mr. Anderson and on unanimous voice vote the motion was carried. 8 9 Mr. Meredith announced the Board meeting for next week, December 22, 1977, 11 10 will,be held in the Mayor's office instead of the Board room, as there will 11 be voting on the Conservancy District being held in the Board room. 12 13 Mr. Meredith announced the request for acceptance of streets and curbs in 14 Meadow Park had been taken under advisement until the Board had surety. 15 This has been furnished and Mr. Anderson finds everything in proper form. 16 Mr. Anderson moved in accordance with the municipal ordinance requiring a 17 three (3) year maintenance bond, that the Board accept the surety which 18 was provided to them, seconded by Mr. Webb and on unanimous voice vote 19 the motion was carried. 20 21 The fiscal plan for Ordinance No. 3285, which deals with 18.455 acres, commonly 22 known as the Grant property was taken under advisement at the previous meet- 23 ing. Mr. Bob Goodwin, Plan Director, resubmitted this plan with the following 24 changes noted: 25 26 1. License of massage parlors 27 2. Accounting and budgeting through the Controller's office 28 3.Delineatingservices offered by the Engineering Department 29 4. Removed human rights commission 30 31 Mr. Anderson moved that the Board adopt the fiscal plan and send a letter 32 to Common Council recommending that, if they approve the annexation ordinance, 33 that the fiscal plan be adopted by resolution to assure services to the annexed 34 area, seconded by Mr. Webb and on unanimous voice vote the motion was carried. 35 36 Mr. Meredith stated that the Welcome sign which was put up by the Chamber of 37 Commerce on Chester Boulevard and then turned over to the City is next to a 38 lot that truckers have been using and the truckers are backing into it. 39 He stated contact had been made with the owners of the property and they 40 have given permission to install posts to protect the sign. He requested the 41 Board grant approval to install these posts. Mr. Anderson moved to grant 42 approval to install guard posts to protect the Welcome to Richmond sign on 43 Chester Boulevard, seconded by Mr. Webb and on unanimous voice vote .the 44 motion was carried. 45 46 Mr. Anderson moved to approve the request of Capt. Scott Loper, Department of 47 Traffic Safety, to remove the No Turn on Red sign located at No. 5th & "D" 48 Streets, which prohibits northbound traffic on No. 5th from turning east on 49 No. "D" Street during the red cycle of the automatic signal, seconded by Mr. 50 Webb and on unanimous voice vote the motion was carried. 51 52 There being no further business on motion duly made, seconded and passed the 53 meeting was adjourned. 54 55 Donald E.
