HomeMy Public PortalAbout10-13-1977 s,s BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, _-OCTOBER 13, 1977 1 The Board of Public Works and Safety of the City of Richmond_ 2 Indiana. met in rpnular session October 13. 1977 at the hour 3 of 9:00 a.m. in the Municipal Building in said City. Mr. Meredith 4 presided with Mr. Anderson and Mr. Webb Present. The following 5, business was had to wit: 6 7 Mr. Webb moved to approve the minutes of the previous meeting R as prepared, seconded by Mr. Anderson and on unanimous voice 9 vote the motion was carried. 10 11 The Department of Traffic Safety requested Board approval to 12 install a stop sign in place of the yield sign at North 30th 13 Street and Park Avenue. This stop sign will restrict the flow 14 of traffic from Park Avenue which will be westbound and give 15 right-of-way to N. 30th Street. This area is becoming more 16 populated and additional signage is necessary at this time. 17 18 Mr. Anderson moved to accept the recommendation of Captain Loper, 19 seconded by Mr. Webb and on unanimous vouce vote the motion was 20 carried. 21 22 The Department of Traffic Safety requested Board approval to 23 restrict parking to no parking on the improved section of road- 24 way of No. 20th Street from Hawkins Road to No. 19th Street. Each 25 resident in this area does have a curb cut for access onto the 26 road. Letter modified by Mr. Anderson for no parking on both 27 sides of street. 28 29 Mr. Anderson moved to accept the recommendation of Captain 30 Loper as modified, seconded by Mr. Webb and on unanimous voice 31 vote the motion was carried. 32 33 The Department of Traffic Safety requested Board permission to 34 install a stop sign in the north-south alley between So. "A" 35 and the parking garage on So. 7th and So. 8th Street. The pur- 36 pose of this stop sign is to regulate traffic that travels 37 from the south to north. This in turn will permit a smooth 38 flow of traffic for the buses that come in on So. 8th and leave 39 on So. 7th. St. 40 41 Chief Chris requested letter be modified subject to alley be- 42 coming 2-way alley. Move for approval of Captain Loper's 43 recommendation with modification made by Mr. Anderson, seconded 44 by Mr. Webb. 45 46 Jerry Haynes questioned where stop sign would be placed con- 47 cerning buses turning and right-of-way problem. Mr. Anderson 48 voted.against motion on floor to install stop sign at end of alley- 49 should be specific in nature as to where it should be. 50 51 Matter should be delayed until can be discussed with Traffic 52 Department and Street Department. This will also give Council 53 time to make this a two-way alley and also what position we are 54 in if alley approved and there is no sign. 55 56 Mr. Anderson made motion we accept recommendation with further 57 modification subject to consultation with the Traffic and Street 58 Departments-modifications are alley becoming one way, consultation 59 with Street Dept. on placing signs, seconded by Mr. Webb and on 60 unanimous voice vote the motion was carried. Board of Works Minutes Cont'd October 13, 1977 Page 2. 1 Mr. Webb requested street markings per SIECO Contract of one year 2 ago in which to obtain funds for street marking project involving 3 approximately 30 miles of city stroots in Richmond In. State 4 Highway Commission informed City on June 29th they anticipated approval 5 of this project. We have received final draft from SIECO 6 to implement project. 7 8 Mr. Webb pointed out that the agreement is subject to approval 9 by State and Federal Highway Administration. It is to be funded 10 100% with Federal funds. Mr. Webb moved we enter into this 11 agreement to get streets marked in 1978. Mr. Anderson questioned 12 contract on city's responsibilities on problems arising from 13 marking streets. 14 15 Mr. Webb moved to accept contract, seconded by Mr. Anderson 16 and on unanimous voice vote the motion was carried. 17 18 Mr. Webb moved to approve the curb cut for General Telephone and Paust 19 Printers at North 10th and "A" Streets, seconded. by Mr. Anderson 20 and on unanimous voice vote the motion was carried. This has been 21 checked by Planning, Traffic and Engineering Departments. 22 23 Mr. Webb moved to approve the curb cut petition for H & P Tool and 24 Die Co. , 6i'0 South "G" Street, seconded by Mr. Anderson and on unani- 25 mous voice vote the motion was carried. This has been checked by 26 Planning, Traffic and Engineering Departments. Curb is presently 27 boulder curb which people are driving over - parking area adjacent to 28 this area. 29 30 Mr. Webb requested Northwest "T" between Williamsburg Pike and North- 31 west llth Street (street corrected from 12th to llth) be accepted. 32 Magaw Construction furnished maintenance bond for City of Richmond 33 for three (3) years. 34 35 Mr. Webb moved to approve, seconded by Mr. Anderson (on corrected 36 motion) and on unanimous voice vote the motion was carried. 37 38 Formal agenda concluded. 39 40 Letter from David Worth Dennis Jr. High School read by Clerk thank- 41 ing Board for helping them make their "Spirit March" on Sept. 21 a 42 great success. 43 44 Mr. Orville Ross (Kemper Cabinets) presented a letter requesting clos- 45 ing of South "L" Street across the C & 0 Railroad tracks in the vicinity 46 between South 5th and South 7th Streets for excavating from noon October 47 13 to noon October 14. 48 49 Mr. Anderson moved to approve with modification that Street Department 50 and Police Department help with barricades and placing signs, and news 51 media notify public and emergency services of street closing, seconded 52 by Mr. Webb and on unanimous voice vote the motion was carried. 53 54 Mr. Roberts requested Board of Works contact Phyllis Mize for condemna- 55 tion of her property at. 917 North llth Street.. Mr. Meredith recommended 56 two (2) weeks notice - she is to appear at 9:30 a.m. October 27, 1977. 57 58 There being no further business on motion duly made, seconded and 59 passed the meeting was adjourned. 60 61 Donald E.
