HomeMy Public PortalAbout09-15-1977 `7 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 15., 1977 1 The Board of Publi.c Works and Safety of the City of Richmond, 2 Indiana, met in regular session September 15 , 1977 at the hour 3 of 9:00 a.m. in the Municipal Building in said City. Mr. 4 Meredith presided with Mr. Anderson present. Mr. Webb was out 5 of town. The following business was had, to-wit: 6 7 Mr. Anderson moved to approve the minutes of the previous re- 8 gular meeting and the .spaci.al.meeting held on September 7, 9 seconded by Mr. Meredith and on unanimous voice vote the motion 10 was. carried. 11 12 Mr. Meredith moved to approve the request of Mr. Estell Hannah, 13 Prinicipal of Dennis Junior High School for their band and 14 student body to have a "spirit march" on the streets from Dennis 15 to Lybolt field on September 21, 1977, leaving Dennis at 3:00 16 p.m. , seconded by Mr. Anderson and on unanimous voice vote the 17 motion was carried. This request has the approval of Capt. 18 Scott Loper. 19 20 Mr. Anderson moved to approve the curb cut request of Mr. Shafter 21 Sprinkles,, 122 South 16th, for a cut at a new dwelling being 22 constructed at 833 South 15th Street, seconded by Mr. Meredith 23 . and on unanimous voice vote the motion was carried. This request 24 has approval of Engineering, Plan and Traffic Departments. 25 26 Community Development Director Tim Ryder requested a bid date of 27 -September 29, 1977 at 9:00 a.m. be set for materials for asphault 28 and paving in various Community Development neighborhoods. These 29 bids will include furnishing and delivering asphault as well as 30 laying and rolling, grading, clean-up and tac cost which is a 31 complete job from the paving contractor. 32 33 Mr. Meredith moved to establish Thursday, September 29 at 9:00 34 a.m. to receive bids for these Community Development materials, 35 seconded,by Mr. Anderson and on unanimous voice vote the motion 36 was carried. 37 38 Mr. Jerry Haynes, Motor Vehicle Highway Department, requested 39 bids be received on September 29, 1977 at 9:15 a.m. for three 40 03) vacuum leaf machines for his department. Mr. Meredith 41 . moved to set this date and time for receiving these bids, 42 seconded by Mr. Anderson and on unanimous voice vote the 43 motion was carried. • 44 45 Plan Director Bob Goodwin presented a copy of the fiscal plan 46 for the proposed annexation of Center Township to the Board 47 members and requested consideration of adoption of a resolution 48 to Council which would include furnishing city services and 49 a recommendation that taxes from this area be put in a separate 50 fund to be used exclusively for this area. 51 52 Mr. Anderson moved that the Board of Works take under advisement 53 to study further the recommendation for a resolution to go to 54. City Council recognizing responsibility of the Board of Works 55 in certain area providing services to proposed annexed areas 56 and the subject that taxes collected in the area annexed be 57 impounded for special purposes of providing governmental and 58 proprietary services to those areas, seconded by Mr. Meredith 59 and on unanimous voice vote the motion was carried. 60 61 Mr. Anderson-moved that pursuant to the policy expressed by the 62 Common Council of Richmond, Indiana, in Common Council's 63 Resolution #21-1977 which was attached to Ordinances #3202-1977 64 and #3203-1977 for the purpose of implementing the fiscal plan 65 to provide city services to inhabitants of newly annexed areas, 66 the Board of. Public Works and Safety of Richmond, Indiana, 67 . hereby adopts the report of the Street Light Committee and 68 orders the street lights recommended in said report be installed 69 on South 23rd Street, between L Street and Wernle Road, 4L) Board of Works Minutes Cont'd September 15, 1977 Page 2. 1 seconded by Mr. Meredith: and'=on. unanimous voice vote the 2 motion was. carried. -- - - - 3 4 Police Chief Charles Chris reported on the need for 5 crossing guards for the Finley-Warner school area. 6 The Police Department has run serveys and, beginning 7 Monday, it is planned to make adjustments in the 8 location of guards. Guards will be stationed at South 9 6th and "A" and North 6th and "A" by taking one guard 10 away from the Crestdale Crossing and the North 10th 11 Street and "G" Street crossing. The Board fully concurs 12 with this recommendation. 13 14 There being no further business on motion duly made, 15 seconded and passed the meeting was adjourned. 16 17 , Donald E.
