CITY OF RICHMOND, INDIANA, AUGUST 11, 1977
1 The Board of Public Works and .Safety of the City of Richmond,
2 Indiana, met in regular session August 11, 1977 at the hour
3 of 9:00 a.m. in the Municipal Building in said City. Mr.
4 Meredith presided with Mr. Anderson and Mr. Webb present.
5 The following business was had, to-wit:

7 Mr. Webb moved to approve the minutes. of the previous meeting
8 as. prepared, seconded by Mr. Anderson and on unanimous voice
9 vote the motion was carried.

11 Reverend Robert Minton of Hole Family Church, presented a
12 request to receive permission to move a dwelling from 831
13 West Main Street to 819 S.W-. "A" Street. It will be necessary.
14 to trim a tree and to remove temporarily a snail tree planted
15 by the owner between the street and sidewalk. Building .
16 Commissioner Charles Roberts reported the move will approximately
17 be four hundred fifty feet (450') across an alley and a street.
18 There are- wires which will have to be raised. Park Superinten-
19 dent Don McBride stated the 'Park Department has no objections
20 and he will get a statement to effect to Mr. Roberts today.
21 This request is contingent upon the outcome of a request to
22 be before the Board of Zoning Appeals this evening. Capt.
23 Scott Loper of Traffic requested twenty-four (24) hour notice
24 be given his department before the move is made.

26 Mr. Anderson moved to approve the request, seconded by Mr.
27 Webb and on unanimous voice vote the motion was carried.

29 Mr. Anderson moved to accept and file proof of publication for
30 . Community Development's Bealview project, seconded by Mr. Webb
31 and. on unanimous voice vote the motion was carried.

33 The following bids were received and recorded: A&D Excavating
34 $122,194.00;. Eastern Indiana Asphalt, Inc. $151,960.10; Cain
35. Lakes Gravel $144,226.49. -

37 Mr. Webb moved these bids be. taken under advisement for study
38 and recommendation, seconded by Mr. Anderson and on unanimous
39 voice vote the 'motion was carried.

41 Mr. John H. Johnson, . 1005. North 15th Street, representing
42 Shi.loh Baptist Church requested--closing :of:_North "H" Street
43 from 15th to the alley toward 14th for a church-sponsored Fun
44 Day on Saturday, August 13 from 10:00 a.m. to 7:00 p.m. Capt.
45 Loper gave the approval of Traffic.

47 Mr. Anderson moved to approve the request, seconded by Mr.
48 Webb• and on unanimous voice vote the motion was carried.

50 Mr. Anderson examined proof of publication for tree removal
51 for the City of Richmond and accepted from the newspaper
52 publications the ad of Community Development.

54 Mr. Anderson moved to accept and file proof of publication,
55 seconded by Mr. Webb and on unanimous voice vote the motion
56 was carried.

58 The following bids were received and recorded: Miracle Tree
59 Service. Mr. Meredith noted the Non-Collusion Affidavit had
60 not been signed; therefore, this bid was rejected; Odis Lady
61 bidding on both. City trees and Community Development trees
62 $34.00 per tree..

64 Mr. Anderson moved to accept the. bid of Odis Lady, seconded
- 65 by Mr. Webb and on unanimous voice vote. the motion was carried.

1 Ms. Barbara Barnhizer, Contract Specialist for Community
2 Development, recommended awarding the Needmore Project
3 to Cain Lakes Gravel, who was found to be the lowest
4 and best bidder.

6 Mr. Anderson moved the bid be awarded to Cain Lakes
7 Gravel, seconded by Mr. Webb and on unanimous voice vote
8 the motion was carried.

10 Mr. Anderson moved to approve the recommendation of
11 Chief Charles Chris to send Detective Joseph Nimitz to
12 the Indiana Law Enforcement Academy's Death Investigation
13 course, Plainfield, Indiana, on August 29 through
14 September 2, 1977, seconded by Mr. Webb and on unanimous
15 voice vote the motion was carried.

17 Mr. Webb moved to approve the recommendation of Chief
18 Charles Chris to send Officer Phillip Dunnington to the.
19 Indiana Law Enforcement Academy's Burglary Investigation
20 course, Plainfield, Indiana on August 29 through
21 September 2, 1977, seconded by Mr. Anderson .and on unanimous
22 voice vote the motion was carried.

24 Mr. Webb moved to approve the.recommendation of Chief
25 Charles Chris to send Lucinda Wright and John Blevins to
26 the Indiana Law Enforcement Academy's Dispatchers
27 Course, Plainfield, Indiana on August 22 through August
28 26, 1977, seconded by Mr. Anderson and on unanimous voice
29 vote the motion was carried.

31 Mr. Anderson moved to approve the recommendation of
32 Chief Charles Chris to send Dog Wardens Marvin Brewer,
33 Arthur Clouse and Philman Bickel to Purdue University's
34 Workshop for Animal Control Officers at West Lafayette,
35 Indiana on August 22 through August 24, 1977, seconded
36 by Mr. Webb and on unanimous voice vote the motion was
37 carried.

39 Mr. Anderson moved to approve the recommendation of Chief
40 Charles Chris to appoint David Monger as a Special Police
41 Officer - Earlham College with powers limited to the
42 boundaries of Earlham College effective August 11, 1977,
43 seconded by Mr. Webb and on unanimous voice vote the
44 motion was carried.

46 Capt. Loper announced the„ 4-way stop signs at North 12th
47 and "J", approved by the State Highway, have been erected.

49 There being no further business, on motion duly made,
50 seconded and passed the meeting was adjourned.
