HomeMy Public PortalAbout06-30-1977 /1 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JUNE 30, 1977 1 The Board of Public Works and Safety of the City of Richmond 2 Indiana, met in regular session June 30, 1977 at the hour of 3 9:00 a.m. in the Municipal Building in said City. Mr. 4 Meredith presided with Mr. Anderson and Mr. Webb present. 5 The following business was had, to-wit: 6 7 Mr. Anderson moved to approve the minutes as prepared, seconded 8 by Mr. Webb and on unanimous voice vote the motion was carried. 9 10 Mr. Anderson moved to approve the contract with Norm Shute for 11 coordination of activities to rehabilitate South 7th Street 12 Park, seconded by Mr. Webb and on unanimous voice vote the 13 motion was carried. 14 15 Mr. Anderson read the opinion by the City Attorney concerning 16 the bid on hot bituminous concrete layed, and recommended the 17 low bid be accepted. 18 19 Mr. Anderson moved to accept the bid of Trojan as being the 20 lowest bid, seconded by Mr. Webb and on unanimous voice vote 21 the motion was carried. 22 23 Commissioner of the Bureau of Buildings Charles Roberts reported 24 on the following three (3) condemnations: 25 26 1. Failure to comply by Lloyd and Dorothy Herold 27 concerning property at 2111 So. 14th Street. 28 29 2. Hoosier Building & Supply Corporation on North 30 16th after July 15th, will have building 31 renovated and brought up to code. 32 33 3. Richard Smith property located at 411 South 34 9th. 35 36 Mr. Anderson moved to set a hearing for Lloyd & Dorothy 37 Herold for July 21, 1977 at 9:15 a.m. to appear before the Board, 38 seconded by Mr. Webb and on unanimous voice vote the motion was 39 carried. 40 41 Mr. Anderson moved, on recommendation of Mr. Roberts, property 42 owner, being Hoosier Building & Supply Corporation, have time 43 within the discretion of the Building Inspector 'to complete 44 restoration of property, seconded by Mr. Webb and on unanimous 45 voice vote the motion was carried. 46 47 Mr. Anderson moved to proceed with condemnation on the Smith 48 property under the procedures outlined in the statutes, seconded 49 by Mr. Webb and on unanimous voice vote the motion was carried. 50 51 Mr. Anderson moved to approve the recommendation of Chief Charles 52 Chris that Dispatcher Dorothy Lineback be sent to the Indiana 53 Law Enforcement Academy Dispatcher's Course, at Plainfield, 54 Indiana, on July 5th through 8th 1977, seconded by Mr. Webb 55 and on unanimous voice vote the motion was carried. 56 57 Chief Chris requested changing Section 2, Paragraph D of the 58 Merit Plan of the City of Richmond, also known as City Ordinance 59 3187-1977 for the amended version to read: "No more than four 60 (4) members of the Commission may be affiliated with the same 61 political party. For purpose of this subsection policital 62 affiliation should be determined by declaration." This 63 request is based on activities conducted by the Nonimation- 64 Election Committee of the Richmond Police Department while 65 fulfilling their obligations in developing candidates for the 66 commission as they found that Section 2, Paragraph D, is highly 67 restricted and non-workable. /2' Board of Works Minutes Cont'd June 30, 1977 Page 2. 1 Mr. Webb moved that the Board of Works make a resolution 2 recommending that Common Council amend Ordinance No. 3187- 3 1977 to incorporate the recommendation of Chief Chris, 4 seconded by Mr. Anderson and on unanimous voice vote the 5 motion was carried. ' 6 7 Chief Chris stated that, on complaints of Linda Rogers and 8 Stanley Williams, Officer Collins Dickerson is serving a 9 seven (7) day suspension for violating rules by using 10 profane langugae. He will return to duty July 3, 1977. 11 12 Mr. Meredith welcomed back Capt. Scott Loper who stated 13 the school he attended was very good and will be beneficial 14 to the City and the Police Department. 15 16 Mr. Webb presented a recommendation from the Street Light 17 Committee of Common Council to install the following 18 lights: 19 20 1. Install 2 lights - -Campbell & Frances Ave. 21 1 = 175 watt post top @ $5.69/mo. and 22 1 - 250 watt on wood pole @ $6.07/mo. 23 24 2. Install 5 lights - So. 22nd below "L" St. 25 5 - 175 watt post top @ $28.45/mo. 26 27 3. Install 3 lights - Park Lane 28 3 - 175 watt post top @ $17.07/mo. 29 30 Total $57.28 less removal of one light @ $6.07 for a total 31 increase of $51.21/mo. 32 33 Mr. Webb moved the recommendation of the Street Light 34 Committee be approved, seconded by Mr. Anderson and on 35 unanimous voice vote the motion was carried. 36 37 Ms. Martha Mitchell, 422 Richmond Avenue, presented a 38 petition from property owners on 400 block of Richmond 39 Avenue for large trucks parking on the street. Sgt. Ron 40 Williams will observe the area and requested Ms. Mitchell 41 contact his department with any additional complaints. 42 43 Mr. Frank Otto stated he has a prospective client for the 44 third floor of the 600 Building and asked if there would 45 be forty (40) parking spaces available on the city-owned 46 7th Street parking lot, Legion lot or parking garage on a 47 monthly rental. Mr. Otto was told that space could be made 48 available on the lots or garage. 49 50 There being no further business on motion duly made, seconded 51 and passed the meeting as adjourned. 52 53 Donald E.
