HomeMy Public PortalAbout06-17-1977 - Special Session S— • BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDI'ANA, DUNE 17, 1977 1 The Board of Public Works and Safety of the. City of Richmond, 2 Indiana, met in special session June 17, 1977 at the hour of 3 9:00 a.m. in the Municipal Building in said City. Mr. Meredith 4 presided with Mr. Anderson' and Mr. Webb present. The following 5 business was had, to-wit: 6 7 Mr. Anderson moved to approve the minutes of the. previous. 8 meeting, as corrected, seconded by 'Mr. Webb and on unanimous voice 9 vote the motion was carried'. 10 • 11 Mr. Meredith announced the first item on the agenda, Southeast 12 Parkway and A Street intersecton, will be postponed until next' 13 week. 14 15 Mr. Everett Reece, 3221 Avon Lane,-representing American Legion 16 Post 65, appeared before the' Board stating the interest of the 17 Post to acquire the city-owned ground to the north of the Post 18 and west of the alley. Mr. 'Meredith stated this request will be • 19 taken under advisement and reginested Sgt. Ron Williams check to see 20 how much this area is now used during the day. 21 • • 22 Mr. Rod Phenis, Engineering Department of General Telephone, 23 requested permission to close North 16th Street between Main and 24 North "A" to repair telephone cables for four (4) to five. (5) 25 hours. . Sgt. Williams recommends this be done on a Tuesday or 26 Wednesday morning. Mr. Webb' moved that this. request be granted 27 with parking removed on Main between 15th and 16th on the North 28 side during construction o traffic can be routed north on 15th 29 Street until North 16th can be opened on a Tuesday or Wednesday 30 morning and that the Clerk-of the Board mail a copy of these 31 Board minutes to'Mr. Bill Rinard of the State. Highway Commission 32 at Greenfield, seconded by-Mr. Anderson and on unanimous voice 33 vote. the motion was carried. 34 35 Mr. Anderson moved to approve. the request of Fire Chief Paul 36 Mullin and a recommendation to Common Council by ordinance to 37 combine. the positions of Deputy Fire. Marshall and Drillmaster, 38 seconded by Mr. Webb and on unanimous voice vote the motion was 39 - carried. Chief Mullin stated this position would be an educational 40 officer who would train the men and also work in fire prevention. 41 42 Director of Community Development Tim Ryder presented a contract 43 for professional services with Old Richmond, Inc. for certain 44 activities in regard to Community Development activities. 45 Community Development has been under a similar contract for the 46 last year which has now expired. Owners of property in Old 47 Richmond under this contract can obtain loans for renovation 48 of the exterior of their houses. Mr. Ryder recommended 49 reentering into this contract for one. more year. 50 51 Dr. Gertrude Ward, R. R. 1, Centerville, Secretary of Old 52 Richmond and Mr. Patrick Steele, R. R. 1, Cambridge City, a 53 Board member of Old Richmond spoke in favor of this contract. 54 55 Mr. Meredith announced this request is taken under advisement 56 and will be acted on next week. 57 58 Mr. Ryder stated Community Development is going to renovate and 59 rehabilitate the Northwest 7th Street Park and feel they. need a 60 coordinator to carry out the plans. Mr. Norm Shute volunteered 61 and will be this corrdinator. The Park Board agrees with the 62 plans. Mr. Ryder presented a contract for this project:_'.for five 63 dollars. ($5.00) per hour payable on completion for four-hundred 64 twenty-five (425) calendar days. This project was approved in 65 . 1976 with Richmond's second year block grant application. Speaking 66 for this contract was Mr.`>=Matt Stegall, 403 South 10th Street. . 67 Mr. Meredith stated this contract is taken under advisement. Since. two (2) of the: Hoard 'members were absent, these 4 bids were sealed in an additional envelope for opening at this 5 meeting. 6 7 Mr. Anderson examined the proof of publication for the Community 8 Development project and found it to he in order. 9 10 Mr. Anderson moved to accept and file this proof of publication, 11 seconded by Mr. Webb and on unanimous voice vote the motion 12 was carried. 13 14 The following bid was: recorded: 15 16 Ernie Cain=of Cain. Lakes Gravel $95,628.84 17 18 This hid was taken under- advisement to be reviewed by Community 19 Development: and anyone. they have. In an advisory capacity and by 20 the City' Engineer for their recunnendations next week. 21 22 Mr.Anderson examined the proof of publication for the bids for 23 ' Street Department materials and found it to be in order. 24 25 Mr. Anderson moved to accept and .file. this proof of publication, 26 seconded by Mr. Webb and on unanimous voice. vote the motion was 27 carried. 28 29 The following bids were. recorded: Trojan Asphalt, Inc. for hot 30 bituminous products; Middleboro Store Corp. for stone; Richmond 31 Concrete Corp. for ready mixed concrete and washed gravel and 32 san; Cains Lakes Gravel for ready' mix concrete, gravel and sand; 33 Clark Oil Co. , Inc for slurry Seal emulsion; Bitucote Products 34 Co. for asphalt emulsion and slurry seal emulsion; Warfield Oil 35 Co. , Inc. for gasoline, diesel fuel and heating oil; American 36 Aggregates Corporation for stone, gravel and sand; Elstro Oil 37 Products for gasoline., diesel fuel and heating oil; Magaw 38 Construction, Inc. for bituminous products:. 39 40 These bids 'are,._taken under advisement for review by the'City 41 Engineer and Mr. Hayes of the Street Department. 42 43 - Mr. Bill Hockerman, Wayne Dairy, requested approval of site 44 plans presented to the. City. Engineer with suggested modifications. 45 Mr. Goodwin stated these. were approved by the Plan Commission 46 last Tuesday. 47 • 48 Mr. Webb moved for approval of Wayne Dairy's modified plot plan, 49 seconded by Mr. Anderson and on unanimous voice vote the motion 50 was carried. 51 52 Mr. Webb reported he had talked with Mr. Bill Rinard of the 53 State Highway and the State is planning to resurface and-rehab. 54 the U. S. 27 Bridge (North 10th Street overpass) with the work 55 taking place this fall or early next year. 56 57 Ms. Juanita Johnson, representing Southside Baptist Church, 58 requested a parade in the vicinity of the church and Needmore 59 addition announcing bible school at this church. This request 60 is for 2:00 p.m. Saturday, June 18, 1977. 61 62 Mr. Anderson moved for approval of this parade request subject 63 to the route being approved by the. Traffic Division, seconded 64 by Mr. Webb and on unanimous voice vote the motion was carried. 65 66 In answer to an inquiry by Ms. Sally Williams, 682 South llth, 67 and Ms. Linda Rogers, 920 "M" as to the status: of the Collins 68 Dickerson investigation, Mr. Meredith stated this case is still 69 under advisement. 70 71 There being no further business on motion duly made, seconded 72 and passed,.:the meeting was adjourned.
