THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND, INDIANA,
APRIL 21,2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,April
21, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Kara Noe, Purchasing; Sherrie Richey, Code Enforcement; Derek Hill, Director of Code
Enforcement; Sherry Hemmingway, Benefits Administrator; Bill Henry, Code Enforcement; and
Media.
APPROVAL OF MINUTES
Ms.Palmer moved to approve the minutes of April 14,2022, supported by Mr.Evans.Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for April 22, 2022 in the amount of Two
Hundred Twenty Thousand Fifteen Dollars and ninety two cents ($220,015.92), supported by Ms.
Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for April 22, 2022 in the amount of Eight
Hundred Seventy Five Thousand Seven Hundred Eleven Dollars and twenty cents ($875,711.20),
supported by Ms. Palmer. Upon a vote viva voce,the motion carried.

Ms. Palmer moved to accept the Proof of Publication, supported by Mr. Evans.

o PUBLIC HEARING
Ms. Robinson opened the floor for Public Hearing. There being no one for or
against the Public Hearing was closed.
The bids were taken under advisement.

CONTRACTS
• CONTRACT NO. 69-2022—YOU CALL WE HAUL
City retains Contractor to perform services in connection with the cleanup of 813 Liberty
Avenue that was deemed by the Richmond Unsafe Building Commission to be
noncompliant and ordered to be cleaned up. Services shall include the cleanup and removal
of trash, debris rubbish,junk,junked vehicle parts, and inoperable vehicles.
Not to exceed$3,400.00
Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.

• CONTRACT NO. 70-2022—REDDOG ENTERPRISES,INC
City Contractor to provide mowing services for the City-owned right-of-way properties for
the City to be determined by the Department of Code Enforcement. Each property has a
fixed price.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
CHANGE ORDERS -None
ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 31-2021 — CENTERSTONE
SOLUTIONS,
City and Contractor entered into Contract No. 31-2021 on April 12, 2021, where the
Contractor is to provide professional consultation advisory services for the Employee
Assistance Program (`BAP") for the Human Resources Department of the City. This
addendum clarifies and corrects the compensation amount to be calculated at $1.50 per
employee per month for each calendar year of the agreement.
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
