Park Commission Chair Ann Thies presided. 1) Call to Order Commissioners present: Commissioners absent: Also present: Ann Thies, Ben Benson, Brian Kingsley, Madeleine Linck, Janet White, and Paul Jaeb Beth Nielsen Jodi Gallup and Steve Scherer 2) Introduction of New Members The two new Park Commissioners, Janet White and Paul Jaeb, introduced themselves to the Park Commission. Then the other Park Commissioners introduced themselves to Janet White and Paul Jaeb. 3) Appointment of Officers Ben Benson nominated Ann Thies as Chair. The nomination was seconded by Madeleine Linck. Motion passed unanimously. Madeleine Linck nominated Ben Benson as Vice Chair. The nomination was seconded by Brian Kingsley. Motion passed unanimously. Madeleine Linck nominated Paul Jaeb as Secretary. The nomination was seconded by Janet White. Motion passed unanimously. 4) Additions to the Agenda: Ann Thies requested adding a discussion on recognition and thank you letters for past Park Commissioners. A motion was made by Madeleine Linck, seconded by Ben Benson to add a discussion on recognition and thank you letters for past Park Commissioners under 10(d). Motion passed unanimously. 5) Approval of the Minutes • December 17, 2008 Regular Meeting - 8 (b) — She stated that the Three Rivers Park District horse patrol.... - 8 (b) — Thies was concerned about the small parking area and the accessibility to park horse trailers. A motion was made by Madeleine Linck and seconded by Brian Kingsley to approve the minutes with the noted changes. Motion passed unanimously. 6) Public Comments (on items not on the agenda): None Medina Park Commission Meeting Minutes January 21, 2009 Medina City Hall Page 2 of 4 7) Goal Setting Session Linck suggested writing a column for the website or possibly the city newsletter on natural resources. Smith stated that she would bring this up at the City Council's Annual Goal Setting Session. Kingsley suggested putting small articles in the newsletter that would direct people to read the rest of the information off the City's website. Kingsley stated that this would build up an archive of information on the website. Kingsley encouraged the Park Commissioners to continue to look at the content of the Parks Page on the website and keep it updated throughout the year. Thies suggested inviting the various Watershed District representatives to talk to the Park Commission. Benson suggested adding Randy Lehr's Elm Creek TMDL Presentation to an upcoming agenda. Smith suggested scheduling a joint meeting with the Planning Commission to listen to these types of presentations. There was a general consensus to complete the uniform park sign project for all the parks. This would be done in conjunction with the creation of the new city logo. Thies stated that she would like to see the Tomann property transferred over to the City this year. She said that Dave Thill with Hennepin County Environmental Services is working on completing a management plan for this land. She would like to give him a March or April deadline to complete the plan and present it to the Park Commission. Linck would like to host nature walks on a Saturday in May. Scherer stated that the Park Commission will need to schedule an Open House at Holy Name Park this summer to complete the education component of the grant. Kingsley mentioned that the only project that was not completed at last year's goal setting session was the installation of horse shoe pits at Lakeshore Park. Scherer said he had a few boy scouts that were looking for projects and this could be one of them. Scherer stated that the City put $15,000 in the CIP for storm water control at Walnut Park, which he would like to start working on first thing this spring. Linck and Benson stated that they are still planning on installing the bird houses first thing this spring. There was a general consensus that the Park Commission should create a master landscape plan in Hamel Legion Park. It was noted that the entrance to the park on Mill Drive is hard to find. Screening of the well house and transformer should be addressed this summer. It was suggested to either paint the ball field back board or grow ivy up it. Scherer mentioned that he could move a few more trees from Holy Name Park up to Hamel Legion Park this summer There was a general consensus to discuss Hamel Legion Park's master plan at the next Park Commission meeting. 8) Three Rivers Park District Ordinance Review The Park Commission reviewed the proposed changes to the Three Rivers Park District Ordinance and was generally pleased with the changes because dog walking could be permitted on most paved trails. A motion was made by Ben Benson, seconded by Brian Kingsley, to write an email from the Park Commission in support of the proposed revisions and to request an authorized dog walking zone as written below. Motion passed unanimously. Dear Board of Commissioners: The Medina Park Commission supports the proposed revisions to the Three Rivers Park District Ordinance. The Medina Park Commission requests the Board of Commissioners consider allowing an authorized area for dog walking between the residential area north of Baker Park generally through the parking lot to the tunnel for the Baker Park east trail system. Thank you for your consideration. 9) Review of Park & Recreational Facilities Ordinance, Section 515 The Park Commission conducted a final review of the Park and Recreational Facilities Ordinance. A few more changes were recommended. Section 515.01...material natural resources. Section 515.09 Subd. 8 (d)...persons with disabilities. Otherwise unless such pet be caged or kept on a leach not more than 6 feet in length. The pet must be kept under voice control at all times; Section 515.09 Subd. 24 (a) Park or leave a vehicle standing except in... Section 515.09 Subd. 24 (b) Leave a vehicle standing after the park... A motion was made by Ben Benson, seconded by Madeleine Linck, to recommend approval of the Park & Recreational Facilities Ordinance to the City Council with the noted changes. Motion passed unanimously. 10) Staff Report Medina Park Commission Meeting Minutes January 21, 2009 Medina City Ha11 Page 4 of 4 a) Field House Task Force: Gallup gave a brief update that the City Council had appointed the Field House Task Force at the January 20, 2009 Council meeting. The task force members include: residents Dave Nelson and Tom Dykhoff, Park Commissioners Beth Nielsen and Ben Benson, and Council Liaison Carolyn Smith. b) Annual Clean-up Day: There was a general consensus that the Park Commission would like to be involved again in the City's annual Clean-up Day. Possible ideas for educational materials will be discussed at next month's Park Commission meeting. c) 2009 Park Commission Representation at Council Meetings: Gallup mentioned that an updated 2009 Park Commission Representation at Council Meetings Roster was included in everyone's packets. d) Recognition and Thank You Letters for Past Park Commissioners: Thies questioned if the Park Commission should be sending thank you letters to the past Park Commissioners. Gallup stated that it is standard practice that the city writes a thank you letter to all past commissioners with the Mayor and City Administrator's signatures. 11) Adjourn A motion was made by Paul Jaeb, seconded by Janet White and passed unanimously, to adjourn the meeting.
