RESOLUTION NO. 22-011
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER
TO ENTER INTO A SOLE SOURCE CONTRACT WITH HYDRA
SERVICE, INC., IN AN AMOUNT NOT TO EXCEED FIFTY-EIGHT
THOUSAND, FOUR HUNDRED EIGHTEEN DOLLARS AND
THIRTY CENTS ($58,418.30), FOR THE DIRECT PURCHASE OF A
PUMP AND APPURTENANCES FOR REPLACEMENT OF BURNT
PUMP AT STATION #11-C (MASTER PUMP STATION), PUMP
#2.; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, certain pumps in the City of Opa-Locka's ("City") wastewater
collection system are severely stressed due to improper use of the sanitary system. Pump
Station 11-C (master station) has experienced an increase in service demand, thereby
causing strain on the system. As a result, Pump #2 needs replacing to comply with DERM
requirements; and
WHEREAS, the compatible ABS pump and appurtenances are necessary due to
unique physical constraints with the wastewater pump station; and
WHEREAS, Hydra Service, Inc., located in DeBary, Florida is a sole source
distributor contracted for Selzer wastewater (formerly ABS) products, which territory
includes the entire State of Florida; and
WHEREAS, the Interim City Manager has proposed the replacement of Pump
Station #1 1C, Pump#2, with the following parameters: Sulzer ABS Model XFP301M-
CH2-PE1040/6 dry operation pump with 12" discharge, 140 HP, 460 volts and 16"
impeller diameter; and
WHEREAS, Pursuant to Section 2-318(1)(b) and 2-318(1)(c) of the City's
Purchasing Ordinance 20-07, "b. A contract may be awarded without competition when
the city manager makes a written determination, after conducting a good faith review of
available sources, that there is only one (1) source for the required supplies or contractual
service. The city manager shall conduct negotiations as appropriate to price, delivery and
terms. A record of sole source procurement shall be maintained as a public record and
shall list each contractors name, amount and type of each contract, and the identification
number of each contract file; c. All sole source procurements, where the cost of the
supplies or contractual services exceeds twenty- five thousand dollars ($25, 000. 00), shall
be authorized by the city commission"; and
WHEREAS, the City Commission finds that it is in the best interest of the City and

its residents to purchase the compatible ABS pump and appurtenances from sole source
supplier Hydra Service, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
Section 2. AUTHORIZATION
The City Commission of the City of Opa-Locka, hereby authorizes the Interim City
Manager to enter into a sole source contract Hydra Service, Inc., in an amount not to
exceed Fifty -Eight Thousand, Four Hundred Eighteen Dollars and Thirty Cents
($58,418.30), for the direct purchase of a pump and appurtenances for replacement of
burnt pump at station #11-c (master pump station) and Pump #2, within the City.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager following review by the City Attorney and without need of public hearing, by
filing a corrected copy of same with the City Clerk.
Section 4. EFFECTIVE DATE.
This Resolution shall be effective immediately upon adoption hereof and approval by the
Governor of the State of Florida or Governor's designee.

Staff Summary:
Pump Station 11-C is a Master Station which receives the wastewater output of six satellite
pump stations for the subsequent forwarding of wastewater to the County for processing. As
such, it is central to the smooth functioning of the City's sewer system. It is designed for four
pumps with three in operation and with the fourth in stand-by mode to take over when any of
the other pumps have to be taken off-line, consistent with DERM requirements. Recently, one
of the pumps was severely damaged due to inappropriate materials being introduced into the
sewer system. It has been determined that it will require approximately $48,000 to repair the
damaged pump, whereas a new pump with a five-year warranty can be obtained for
approximately $10,000 more. Staff recommends that a new pump be obtained.
Because of the nature of the controls in this pump station, it is necessary to replace the
damaged pump with identical equipment, a Sulzer ABS Model XFP301 M-CH2-PE1040/6 dry
operation pump with 12" discharge, 140 HP, 460 volt and 16" impeller diameter. The Sulzer
Company advises there is only one authorized dealer in Florida, Hydra Services, Inc.
Therefore, staff further recommends that procurement of this pump be approved on a sole
source basis.
Hydra Services, Inc. indicates that once a purchase order is approved, it will take

approximately five months for the city to receive the equipment. It should be noted that if one
of the remaining pumps fails, the pump station can still function under normal circumstances,
although the possibility of back-ups and spills will increase when the sewer system has to deal
with heavy loads, particularly when storm conditions cause introduction of excessive inflow and
infiltration into the system. Consequently, it is vital that Pump Station 11-C be returned to full
capacity as soon as possible.
