HomeMy Public PortalAbout04-28-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 28,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,April 28, 2022 in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Bill Henry, Code Enforcement;Derek Hill,Director of Code Enforcement;Kara Noe,Purchasing; Joyce Carr, Infrastructure and Development; Imani Murphy, Director of Human Resources ; and Media. APPROVAL OF MINUTES Ms.Palmer moved to approve the minutes of April 21,2022, supported by Mr.Evans.Upon a vote viva voce,the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for April 29, 2022 in the amount of Fifty Nine Thousand Seven Hundred Twelve Dollars and seventeen cents ($59,712.17), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION Mr.Evans moved to approve the Payroll Claims for Payment for Pension for April 30,2022 in the amount of Two Hundred Seventy Thousand Nine Hundred Forty Four Dollars and nineteen cents ($270,944.19), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. REQUESTS -None BID OPENINGS • MITIGATION PLANTING Board of Works Minutes April 28,2022 There was one bid submitted by Rinehart's Lawn Care. Their bid was as follows: Prep and seed mitigation area- $3,940.00 Plant trees in the mitigation area- $2,750.00 Hourly rate for first year- $53.00 per man hour Hourly rate for second year- $56.00 per man hour Hourly rate for third year- $56.00 per man hour This bid was taken under advisement. BID AWARDS • DEMOLITION OF THE STRUCTURE AT 445 SOUTH 12TH STREET Mikesell Excavating, Inc. Not to exceed$8,100.00 Ms.Emily moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • DEMOLITION OF THE STRUCTURE AT 504 SOUTH 12TH STREET Cox Excavating, LLC Not to exceed $7,250.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • AGGREGATE & BITUMINOUS MATERIALS -2022 Concrete with Fiber Reinforcement—Ernst Enterprises Flowable Fill—Ernst Enterprises Stone—Barrett Paving Gravel &Washed Gravel—U.S. Aggregates Sand—U.S. Aggregates Cold Mix, Base & Surface Asphalt—Milestone—Fixed Pricing No bids for Emulsified Ashpalt Ms.Palmer moved to approve,supported by Mr. Evans.Upon a vote viva voce,the motion carried. CONTRACTS • CONTRACT NO. 71-2022—YOU CALL WE HAUL Board of Works Minutes April28,2022 The City retains Contractor to provide services in connection with the emergency securing of windows and doors and emergency cleanup of the property located at 110-112 North 17th Street(duplex) for the Department of Code Enforcement. Not to exceed$1.775.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 72-2022—DAVE KNAPP FORD The City retains Contractor to furnish one (1) 2020 For F150 4x4 Regular Cab Truck for the Department of Infrastructure and Development. Not to exceed$36,264.00. The apparent lowest bidder was Wetzel Ford for a truck but it was a 2018 and had more miles (47,282 verse 9,315). Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 73-2022—D5 TECHNOLOGY SOLUTIONS The City retains Contractor to provide consulting and professional services that include, but are not limited to, information technology support of the City's network infrastructure, security of the City's network infrastructure, and day-to-day support of the information technology needs and goals. Their services will be needed until an IT Director is hired. Contractor will be paid at the rate of$100.00 per hour during regular business hours and $150.00 if after hours work is required. Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 75-2022—WETZEL FORD The City retains Contractor to furnish one (1) 2022 Ford Escape SE AWD for the Department of Infrastructure and Development. Not to exceed$31,880.00. Greg Hubler Ford was the apparent lowest bidder but was not chosen because it wouldn't be available for 26-28 weeks. Due to the departmental budget and safety concerns it was in their best interest to go with Wetzel Ford. Mrs.Palmer moved to approve,supported by Mr.Evans.Upon a vote viva voce,the motion carried.
