HomeMy Public PortalAbout06-02-1977 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDI'ANA, JUNE 2, 1977 1 The Board of Public Works and Safety of the City of Richmond, 2 Indiana, -met in regular session June 2, 1977 at the hour of 3 9:00 a.m. in the Municipal Building in said 'City. Mr. Meredith 4 presided with Mr. Webb present. Mr. Anderson was out of town. 5 The following business was had; to-wit: 6 7 Mr. Webb moved to approve the minutes of the previous meeting_ 8 as prepared, seconded by Mr. Meredith. _Motion carried. 9 10 W. Meredith announced he and Mr. Anderson will be absent from 11 the June 16th meeting. Mr. Webb will accept bids, as advertised. 12 Should there be any urgent business, there will be a special 13 meeting on Friday, June 17th and the news media will be notified 14 at least an hour in advance. • 15 16 W. Webb moved to set the bid date for the Community Development 17 -- North 20th Street Project for June 16, 1977 at 9:30 a.m. and also 18 - to accept Dale Jacobs' plans and specifications as certified, 19 seconded by Mr. Meredith. Motion carried. 20 21 Bureau of Buildings Commissioner Charles Roberts reported that 22 as of May 31, 1977, Richard Smith, owner of property located at 23 411 South 9th Street, and Hoosier Bldgs. & Supply Corp. 24 represented by Catlin Whitehead, owner of property at 323 North 25 16th Street, had not complied with condemnation notices. Mr. 26 Roberts recommended these owners be brought before the Board of 27 Works to show cause. ' 28 29 Mr. Meredith moved both individuals be' ordered to appear June 30 23, 1977 at 9:15 a.m. , seconded .byMr. Webb. Motion carried. 31 . 32 Mr. Roberts reported his report on the Lawrence Miller property 33 located at 1344 South 5th Street is identical to the report 34 . made in 1975. No improvements have been made. Mr. Meredith 35 announced the Wayne County Health Department was notified and 36 this department has presented a written report to the Board. 37 The report states in part that twenty-two C22) violations of the 38 Health & Safety Code are in this structure. The Health Department 39 has notified the owner in writing and the owner is to comply by 40 July 1, 1977. Reinspection will be,'made and failure to comply 41 will result in legal action being taken. Mr. Meredith announced 42 this item is continued under advisement until further report, 43 which will be after July 1. 44 45 Mr. Meredith moved the Bureau of Buildings report for May, 1977 46 be accepted and approved, seconded by Mr. Webb. Motion carried. 47 48 Mr. Meredith moved to approve the request of Donald Bridgeford to 49 store in Wayne County REACT Emergency Conumunication Trailer at 50 the City Garage, with approval of Mr. Jerry Haynes, to take effect , 51 at the time the proper agreement is drawn and signed by both 52 parties indemnifying the City, seconded by Mr. Webb. Motion 53 carried. 54 55 Mr. Meredith moved permission be: granted for the Farmer's Market, 56 commencing July 2, through October, to have use of the parking 57 lot between North 6th and 7th along the north edge, seconded by 58 Mr. Webb. Motion carried. 59 60 Mr. Joe Gibbs , 213 N. W. 5th and W. Lou Seger, 428 Pearl Street, 61 requested permission to close the alley between Pearl and Lincoln 62 Streets from N. W. 5th to 428 Pearl on June 3, 1977 from noon 63 until dark for use by Earlham faculty and students for a party. 64 Mr. Gibbs stated all affected persons have been contacted and 65 all have agreed. Mr. Webb moved approval be granted and that Mr. 66 Gibbs contact the Street Department to make sure barricades are 67 up, seconded by W. Meredith. Chris be sent 3 to a three-day Police Labor Relations Seminar, June 14-16, 4 1977 at Plainfield, Indiana, seconded by Mr. Meredith. 5 Motion carried. 6 7 Ms. Linda Rogers, who had appeared at the previous meeting 8 with a complaint against Officer Collins Dickerson, reappeared 9 to ask the Board for a definite date when the investigation 10 by the Chief of Police would be completed. 111- 11 12 Mr. Stanley Williams , 628 So. llth Street, appeared before 13 the Board to complain about the treatment he received from 14 Officer Dickerson on April 17, 1977 at 9:30 p.m. when the 15 Officer arrested Mr. Williams at 317 South 10th Street, which 16 was Mr. Williams residence at the time. 17 18 Mr. Meredith announced both charges will continue under 19 advisement. 20 21 Chief Chris stated his investigation is complete and presented 22 the Board statements of Mr. Williams and Ms. Rogers with Mr. 23 Anderson's evaluation. 24 25 There being no further business on motion made, seconded and 26 passed the meeting was adjourned. 27 28 Donald E.
