HomeMy Public PortalAbout06-02-16 agendaJune 2, 2016 The Agenda Meeting of the Mayor and Council of the Borough of Carteret Agenda VEeting preceding the Regular Meeting of June 30, 2016 was held Thursday, June 2, 2016, 6:00 P.M., Memorial Municipal Building, 61 Cooke Avenue. Carteret, New Jersey. The following were noted present: Councilmember Vincent Bellino " Dennis DiMascio Ajmar Johal Randy Krum " Susan Naples Also noted present was Kathleen M. Barney, MMC and Borough Attorney Robert J. Bergen. Noted absent was Councilmember Jorge Diaz. Roll Call Also Noted Present Noted Agent The Clerk stated that the 2016 Annual Notice was mailed to The Home Staterrent of hIeeting Notice News Tribune. The Star Ledger and posted on the Bulletin Board on January 4, 2016. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. The meeting was opened with a minute of Silent Prayer and the Pledge Silent Prayer /Pledge of of Allegiance led by Mayor Daniel J. Reiman. Allegiance Upon MMS &C, by Councilmembers Bellino and Krum and unanimous Approval of Minutes affirmative vote of the five (5) Councilmembers present, the Minutes of May 5 & 12, 2016 were approved as transcribed and engrossed by the Clerk. Commendation: Mayor Reiman presented a $100.00 check to Jason Chambers for the First Home Run of the Season. The Mayor offered his congratulations to Jason. It was noted that the check came from the Mayors Children's Charity Trust Fund. ORDINANCE - First Reading 1. Ordinance #16 -12 An Ordinance to Authorize the Acquisition of Certain Real Property within the Borough of Carteret. ORDINANCE #16 -12 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held June 30, 2016. Upon MMS &C by Councilmembers Bellino and Krum and upon individual roll call vote Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilmember Diaz was noted absent. ORDINANCE #16 -12 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION.OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" ORDINANCE -Public Hearing 1. Ordinance #16 -11 Ordinance Providing for the Carteret Waterfront Development Project. The Mayor asked the Municipal Clerk if she advertised Ordinance #16 -11 for that night. The Municipal Clerk replied yes. The Clerk stated that Ordinance #16 -11 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on May 5, 2016. It was duly published in The Home News Tribune on May 12,2016, with notice that it will be considered for final passage after Public Hearing to be held June 2, 2016 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies E Jure 2, 2016 were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C by Councilmembers Krum and Naples and unanimous Open affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be opened. Mayor Reiman explained what this Ordinance entailed. He said this is appropriating a five million dollar (5,000,000) Grant from the New Jersey Economic Development Authority towards the Marina Project. Mayor Reiman stated that this had been approved by the DEP by the BDA (Brownfield Development Fund). it has been approved by the HDRF and the EDA which cuts the check. The EDA recently approved it at their most recent meeting but the Governor has 15 or 30 days after any agenda to veto certain items or their agenda. The Borough Attorney said that they could cancel that Ordinance at some point in the future. The Mayor said he just wants to make sure they have the ability to move for adoption since we haven't gone past that veto period yet. Discussion There being no comments or objections to the Ordinance the Mayor Closed declared the Public Hearing to be closed upon MMS &C by Councilmembers Bellino and Krum and unanimous affirmative vote of the five (5) Councilmembers present. Councilman Diaz was noted absent. Upon MMS &C, by Councilmembers Bellino and Krum ORDINANCE #16 -11 "ORDINANCE PROVIDING FOR THE CARTERET WATERFRONT DEVELOPMENT PROJECT IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY APPROPRIATING $5,000,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $5,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" Ordiname #16 -11 Providing for the Carteret taterfront Developient Project 3 June 2, 2016 eras finally adopted was finally adopted. Upon individual roll call vote, Councilmembers Bellino, DiMascio, Johal, Krum and Naples voted in the affirmative. Councilman Diaz was noted absent. Budget Insertion from the NJ Clean Communities Program Grant. m June 2, 2016 Authorizing Execution and Delivery of a Redevelopment Agreement with Rahway Arch Properties, LLC. Mayor Reiman said Rahway Arch owns this property behind the landfill. Co=ts This is the Soil Safe project where they have doing the remediation. Rahway Arch owns their property, so we're designating a developer so they can move ahead with looking at the future use of the site. Treasurer -Bond Report Camdttees Committees- PUBLIC WORKS - Committee Chairperson DiMascio reported garbage pickup started two (2) times a week. It's early this year. That bank, Bank of America, is not handicapped accessible. Don't have to do that? Mr. Neibert was going to talk to them and maybe they'll put it in. Also, it's hard to see at the intersection of RW1 and the Post Office, Mayor Reiman said it did start early. Usually it starts after Memorial Day Cam2nts and ends after Labor Day. You can't see the cars coming South towards Borough Hall from Cooke and Romanowski. The Mayor said he will have Engineering and Police look at it and maybe they can put a speed bump or a yield or something. 0 Jtue 2, 2016 Councilmember DiMascio said when the cars are parked there you can't see a thing. By the time you get up there they're on you. It's a very dangerous corner. FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum reported Progress. POLICE — Committee Chairperson Naples said that she will have a full report at the next meeting. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported Progress. BUILDINGS & GROUNDS — Committee Chairperson Johal reported that he will be going out with Tony Neibert next week to check on all the projects that are going on right now. Mayor Reiman said he was sure that Councilwoman Naples would like to make time to join you as well. The Councilwoman replied yes. FINANCE & ADMINISTRATION — Committee Chairperson Diaz was noted absent. 1 11 After no further discussion, upon MMS &C, upon MMS &C by Adjoutrrrent Councilmembers Bellino and Krum and unanimous affirmative vote of the five (S) Councilmembers present, the meeting was adjourned at approximately 6:07 P.
