- CITY OF RIC[ ND, INDIANA, MAY 26, 1977
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met at regular session May 26 , 1977 at the hour of 9:00
3 a.m. in the Municipal Building in said City. Mr. Meredith
4 presided with Mr. Anderson and Mr. Webb present. The following
5 business was had, to-wit:

7 Mr. Anderson moved to approve the minutes of the previous meeting
8 as prepared, seconded by Mr. Webb and on unanimous voice vote
9 the motion was carried.

11 Mr. William Gross, 1340 South 5th Street, appeared before the
12 Board to request action be taken to clean up the property owned
13 by Mr. Lawrence Miller at 1344 South 5th Street. Mr. Charles
14 Roberts, Building Inspector, stated Mr. Miller had received
15 communications from the County Board of Health and the Bureau of

16 Buildings in August of 1975 concerning the condition..of his
17 property. Mr. Anderson suggested Mr. Roberts issue a2 new letter
18 for him to comply with the orders of the Board of Health and
19 the Bureau of Buildings. Mr. Meredith requested Mr. Roberts •
20 make inspection of the property to determine if he is in violation
21 of the weed and debris ordinance. The Clerk will write a letter
22 to the Board of Health for them to make an inspection and take
23 necessary steps under their guidelines.

25 Mr. Anderson moved to accept the recommendation of Chief of Police
26 Charles Chris that Officer William Shake be advanced to the rank
•
27 of Patrolman First Class effective May 27, 1977, seconded by Mr.
28 Webb and on unanimous voice vote the motion was carried.

30 Mr. Webb moved to accept the request of Chief of Police Charles
31 Chris that Sergeant Ron Williams be sent to the Selective
32 Enforcement Workshop June 1, 2, and 3 at Elkhart, Indiana,
33 seconded by Mr. Anderson and on .unanimous voice vote the motion
34 was carried.

36 Mr. Webb moved to accept the petition of Patrolman Keith Retz for
37 his candidacy for the Nomination and Election Committee of the
38 Police Merit System;: seconded by Mr. Anderson and on unanimous
39 voice vote the motion was carried.

41 Mr. Webb moved the request of Sgt. Ron Williams to permit parking
42 on the East side of South 13th Street between the blocks of
43 So. "0" and Wernle be granted, seconded by Mr. Anderson and on
44 unanimous voice vote the-motion was carried. -

46 Mr. Webb moved to approve the petition of Mr. Connie Marker for
47 a curb cut on North 15th Street for a parking lot he is in the
48 process of building, seconded by Mr. Anderson and on unanimous
49 voice vote the motion was carried.

51 Mr. Webb moved to approve 'a residential curb cut request from
52 Ms. Reneda Miller, 1429 So. 13th Street, seconded by Mr. Anderson
53 and on unanimous voice vote the motion was carried.

55 Both of these curb cut requests have the approval of the Engineering
56 Department, Plan Department and Traffic Department.

58 Walter i Pansy Lewis petitioned to vacate North 13th Street from
59 North "J" to the river. Mr. Webb stated this request came in
60 yesterday afternoon and there has not been an opportunity to
61 check out details. The owners of Bill's Carry-Out on North 12th
62 & "J" stated their family owns all of the land from No. 12th to
63 13th and from "J" to the river. Mr. Ryder stated Redevelopment
64 owns, the ground to the east of 13th. Mr. Ryder will get
65 commission approval for this vacation before next meeting. Mr.
66 Webb recommended the petition be taken under advisement to check
67 all implications involved and work out details, seconded by Mr.
68 Anderson and on unanimous voice vote the motion was carried.

1 Ms. Linda Rogers, 920 So. "M' an employee of Kemper Division,
2 voiced a complain. against Police_ Officer Collins Dickerson. She
3 stated that on May 19th at approximately 12:15 a.m. the officer
4 followed Aherrto her home., harrassed her, humiliated her and
5 • frightened her. She stated she feels his conduct should be
6 reviewed. .She stated he asked her harrassing questions and she
7 feels she had not committed any violation. She further stated .
8 she was alone and parked in front of her home; however her
9 husband overheard the conversation. . She has discussed this
10 situation with the Chief and the Mayor. She stated the officer
11 should be suspended until he is evaluated by a psychiatrist.

13 Ms. Sally Williams, 628 So. llth Street also complained against
14 Officer Dickerson stating he injured her husband, destroyed
15 windows , disturbed her children and used profanity on April 30,
16 1977. She indicated there is a suit filed by her attorney,
17 James Backmeyer, for this action.

19 Chief Chris stated he is aware of these complaints and has taken
20 no action on the Williams case pending court action. The Rogers
21 coinplainst is still under investigation.

23 .Mr. Meredith stated .these are serious charges and until there
24 is a report from Chief Chris there will be no action taken. He
• 25 further stated there would be no action taken without the officer
26 having the right to be heard and to be present.

28 Mr.. Anderson moved to take this under advisement, seconded by
29 Mr. Webb and on unanimous voice vote the motion was carried.

31 Mr. Meredith set June 16th at 9:15 a.m. as the date for
32 receiving bids for materials and gasoline for the City. .

34 Mr. Meredith remineded everyone of the auction tomorrow at
35 10:00 a.m. for thirteen (13) discarded City owned cars.

37 There -being no further business on motion duly made, seconded
38 and passed the meeting was adjourned.
