HomeMy Public PortalAbout06-30-16cJUNE 30, 2016 A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday, June 30, 2016, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " AjmarJohal Randy Krum Susan Naples Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on January 4, 2016 the 2016 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. June 30, 2016 Silent Prayer, Pledge of Allegiance as aal 1 1 JLDE 30, 2016 SSEWWR IN SLED 1 & 11 SWEAING -IN: SLEO 1& 11. Mayor Reiman said at the meeting this evening there will be thirteen (13) SLED Offices sworn in and the appointment of three (3) Municipal full time officers. He said many of our SLEO Officers have recently graduated and explained they help protect the town and patrol the park and park buildings as park security and they do traffic control. This program gives the SLEO 1 the opportunity to go to SLEO 11 and then hopefully to go to full time certified police officers. This program also expands the ranks of the Police Department. The Mayor asked Councilmember Naples to come forward as the Police Commissioner and Deputy Chief McFadden and Lieutenants Dammann and Wargocki were present. It was duly published in The Home News Tribune on June 8, 2016 with notice that it will be considered for final passage after Public Hearing to be held on June 30, 2016 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law she read the Ordinance by title. Upon MMS &C by Councilmembers Diaz and Bellino and Public Hs -irg unanimous affirmative vote of the full Council present, the Mayor declared the Public Hearing to be opened. There were no questions or comments from the public. There being no further comments or objections to the fmrirg Closed Ordinance, the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Bellino and Diaz and unanimous affirmative vote of the full Council present. Upon MMS &C by Councilmembers Diaz and Bellino ORDINANCE #16 -12 "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF CERTAIN REAL PROPERTY WITHIN THE BOROUGH OF CARTERET" was finally Adopted. Rob--rt hb wy Robert Mezey from Perth Amboy then spoke. He said the Prosecutor and Judge in Perth Amboy charged him with trying to kill someone. Mayor Reiman asked Mr. Mezey if he did try to kill someone. Mr. Mezey said no, but he would have boxed him. Mr. Mezey then thanked the Mayor for the concert schedule that was sent to him. Mayor Reiman asked Mr. Mezey if they have concerts in Perth Amboy. Mr. Mezey said yes on Sundays. Inspection of Buildings — May 2016. Upon MMS &C by Councilmembers Bellino and Krum and unanimous affirmative vote of the full Council present, all Reports were ordered to be received and placed on file. COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Johal reported he had gone through every building and right now everything looks good and he does not see anything that needs to be done right now. Progress. Mayor Reiman said they should meet soon next week with the committee for the repair of the Police Department roof. FINANCE & ADMINISTRATION : Committee Chairperson Diaz reported the auditors had come to the Finance Department today to begin the 2015 audit. He spoke about Grant Awards of various agencies that are going to reimburse the Borough. Progress. FIRE & DOMESTIC PREPEARENESS — Committee Chairperson Krum reported all apparatus has been serviced and all pump testing has been completed and more lighting has been turned to energy efficient LED's and the fire protection and detection devices have received annual certification. Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported normal progress in the department with day to day operations and the beautification of the parks and public property. POLICE: Committee Chairperson Naples reported the department is in the process of their bi- annual qualification for firing that will 9 JU E 30, 2016 conclude on the 8` of July. The training takes place in the 0J4tI'J= Cont: Middlesex County Police Range and all full time officers and SLEO 11's are required to qualify twice a year. She said we are in the process of equipping a total of thirteen (13) new police vehicles. Nine (9) for patrol, three (3) for the SLEO's and one (1) vehicle for the Canine Unit. She said Officer Antonio Dominguez is continuing his fifteen (15) week training along with the Department of Canine which will be a wonderful addition to the department. A new interview recording system at a cost of over $10,000.00, was purchased through drug forfeiture funds as well as the camera system for the canine vehicle. She said she was also able to attend the Neighborhood Watch that Lieutenant Wargocki runs which was well attended and the neighborhood seemed to enjoy it. PUBLIC WORKS: Committee Chairperson DiMascio reported the pot holes are being filled and the work is being done to set up for tomorrow night. Progress. BOARD OF EDUCATION: Progress.
