CITY OF RICHMOND, INDIANA, APRIL 28, 1977
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session April 28, 1977 at the hour of
3 9:00 a.m. in the Municipal Building in said City. Mr. Meredith
4 presided with Mr. Anderson and Mr. Webb present. The following
5 bus:iness was had, to-wit:

7 Mr. Anderson moved to approve the minutes of the previous
8 meeting as prepared, seconded by Mr. Webb and on unanimous
9 voice vote the motion was carried.

11 Mr. Meredith presented a revision in the request of last week
12 by Ms. Linda Deloney to have a street dance on North llth be-
13 tween "G" and "H" on April 30. This will not be to raise money ,
14 for a family reunion or for any other project, but will be
15 strictly street dance for the teenagers of Richmond. The request
16 has also been changed from closing the entire block to just
17 closing llth between "G" and the alley and the time is now set
18 for 7:00 p.m. to 12:30 a.m. Ms. Deloney has presented a
19 petition with 150 to 200 names of teenagers who showed interest
20 in participating in this type activity. Sgt. Williams checked
21 with fellow officers and reported this was done three (3) years
22 ago and there was no problem, so he gives approval. The Street
23 Department will furnish barricades.

25 Mr. Webb moved to approve this request noting that this is not
26 to become a regular activity (once a year would be plenty) and
27 that they be instructed that the street is to be cleaned up
28 immediately after the party so that it is not littered when
29 people attend church the next morning, seconded by Mr. Anderson
30 and on unanimous voice vote the motion was carried.

32 Mr. Webb stated that due to some reconstruction of N. W. 5th
33 some time ago, K B Laminates , Inc. has a storm sewer problem.
34 The Engineer's office has redesigned the Strom drainage, obtained
35 the necessary easements for reconstructing and Mr. Webb recoiiuuends
36 giving the Street Department approval to reconstruct this storm
37 drainage system to alleviate the problem. This will include one
38 hundred fifteen (115) feet of twelve inch (12") sewer and
39 reconstruction of two (2) inlets at an approximate cost of one
40 thousand dollars ($1,000.00) for materials.

42 Mr. Anderson moved to approve this recommendation, seconded by
43 Mr. Webb and on unanimous voice vote the motion was carried.

45 Mayor Clifford Dickman announced clean-up week for the City will
46 start Monday, May 2 and run through Saturday,,;May 7. The Mayor
47 commended the people who live on North 13th and 14th for the
48 work they did in cleaning up the alley behind their homes. The
49 Transportation and Sanitation Departments will be working to
50 pick up anything people have put out. Anyone having large tree
51 limbs should contact the Transportation Department. There will
52 be no pick-up Saturday, May 7 but the land fill will be open
53 from 8:00 a.m; to 4:00 p.m. for people to use. This will not
54 be for commercial haulers.

56 Mr. Webb stated preliminary design is drawn up to add thirty-
"' eight (38) parking spaces to the City parking lot west of the
58 City Building by widening the drive running north and south on
59 the west side of the present parking lot to approximately
60 sixty feet (60') with angle parking on both sides at an
61 approximate cost of five thousand dollars ($5,000.00) for
62 materials and so moved, seconded by Mr. Anderson and on unanimous
63 voice vote the motion was carried.

1 Mr. Anderson moved the Board execute the agreement between
2 the City and the Jaycees fir their using the Transportation
3 garage to conduct shooting safety classes, seconded by Mr.
4 Webb and on unanimous voice vote the motion was carried.

6 Ms. Barbara Gibson, 212 North 16th brought a petition signed
7 by forty-five C45) to have the property at 206 North 16th
8 Street torn down and exterminated. This property burned
9 June 5, 1976. Community Develpment Director Tim Ryder told
10 the Board C. D. advertised for bids for demolition of this
11 property, after getting proper forms signed by the owner,
12 and these bids were opended April 12. The bidder is now in
13 the process of getting insurance filed withi:the City. The
14 bidder has forty-five C45) days in which to demolish the
15 structure. Mr. Ryder stated the structure will be baited
16 for rats by Thursday, May 5, 1977. On the recommendation
17 of Martel Winburn, Health Department, the Board will instruct
18 Mr. Ryder to have both the structure and the property in.
19 which Ms.-.Gibson baited for rats.

21 There being no further business on motion duly made, seconded
22 and passed the meeting was) adjourned.
