BOARD OF PBULIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, INDIANA, APRIL 7, 1977
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session April 7, 1977 at the hour of
3 9:00 a.m. in the Municipal Building in said City. Mr.
4 Meredith presided with Mr. Anderson and Mr. Webb present. The
5 following business was had, to-wit:

7 Mr. Anderson moved to approve the minutes of the previous
II/ 8 meeting as prepared, seconded by Mr. Webb and on unanimous
9 voice vote the motion was carried.

11 Appearing before the Board on a request by WECI-Earlham to
12 place a radio antenna on the police tower were Messrs. John Bean,
13 Ken Hellendall, Charles Brown, Rich Williams and James Jones.
14 They presented a letter from Mr. Ben, station manager,
15 .memorandum dated April 1, letters from Mr. James Jones and Vice .
16 President Bing, sample of WECI program guide and approximate
17 cost to WECI of proposed move. Discussion was held on whether
18 WECI would have their own protective shelter or use the same
19 building in which the police transmitter is located, hiring of a
20 professional steeplejack for installation leaving no liability
21 for the City and stating proper legal documents will be prepared
22 if this request is granted. City Attorney Ed Anderson pointed
23 to problems of technical information, liability to the City and
24 security to City's own radio transmitter. If permission is
25 granted for the antenna to be placed on the police tower, the
26 City would want a guarantee, without question, that there be
27 no interference with police broadcasting. Chief Chris suggested
28 WECI representatives make a physical check of the tower and
29 building. Communications Technician Gary Hardwick questioned the
30 condition 'of the present tower, which was errected in the late
31 30's and recoiuuended it be certified. He, also, felt there
III 32 should be guidelines set, so the City does not make a precedence
33 of allowing antennas to be placed on City-owned towers. Mr.
34 Hardwick has requested a noise site survey from Motorola.

36 Mr. Anderson moved to take this request under advisement, seconded
37 by Mr. Webb and, on unanimous voice vote the motion was carried.

39 As the Bureau of Buildings- has not yet received the return
40 receipt from the certified letter sent to the Romines to appear
41 before the Board today in regard to property located at
42 535-537 North 19th Street, Mr. Meredith directed another
43 registered letter be sent to them with an appearance date of
44 May 5th at 9:15 a.m.

46 Mr. Webb moved to approve the request of Chief Charles Chris that
47 the Special Police Powers of Howard Eaton be revoked as he has
48 been terminated as a Security Guard at Greenwood Apartments as of
49 March 25, 1977, seconded by Mr. Anderson and on unanimous voice
50 vote the motion was carried. .

52 Mr. Webb moved to accept Mr. Meredith's recom endation that the
53 Commissioner of the Bureau of Buildings be appointed as enforce-
54 ment officer for the weed ordinance (Ordinance No. 3188-4977)
55 passed by Common Council on April 4, 1977, seconded by Mr.
56 Anderson and on unanimous voice vote the motion was carried.

58 Mr. Anderson moved to accept and file the report from the
59 Bureau of Buildings for March, 1977, seconded by Mr. Webb and
60 on unanimous voice vote the motion was carried.

62 Department of Transportation Director Jerry Haynes reported
63 the east-west bike route is now being signed and curb cuts
64 should be started next week.

66 There being no further business on motion duly made, seconded
67 and passed the meeting was adjourned.
