CITY OF RICHMOND, INDIANA, MARCH 31, 1977
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session March 31, 1977 at the hour of
3 9:00 a.m. in the Municipal Building in said City. Mr.
4 Meredith presided with Mr. Anderson and Mr. Webb present. The
5 following business was had, to-wit:

7 Mr. Anderson moved to approve the minutes of the previous
8 meeting as prepared, seconded by Mr. Webb and on unanimous voice
9 vote the motion was carried.

11 The first item on the agenda which was Brandenburg Furniture
12 overhang over sidewalk was deleted from the agenda as no one
13 was present on -this request. _ _ .

15 The second item on the agenda was a request for an antenna to
. 16 - be placed on the Police tower by WECI-Earlham. Mr. Anderson
17 moved to strike this item from the agenda as no one was present
18 on this request and nothing had been received in writing,
19 seconded by Mr. Webb. Motion passed with Mr. Meredith voting
20 no.

22 The Clerk read the following letter on the establishment of
23 May 2 through May 7 being clean-up week for the City:

30 Re: Request for annual clean up.

32 The Sanitary District and the Street Department re-
III33 quest the Board of Works to declare the week of May
34 2nd. to May 7th. to be Spring Clean up week.

36 The Sanitary District and the Street Department
37 will pick up leaves , limbs, brush, junk cars,
38 stoves , refrigerators, junk and etc. We will
39 not haul construction material such as old
40 buildings, large pieces of concrete or large
41 timbers.

43 - The Sanitary Landfill on the New Paris Pike will -
44 be kept open on Saturday, May 7, 1977 from 9:00
45 A.M. until 4:00 P.M. to accommodate anyone who -
46 wishes to haul their own.

59 It was noted that any removal of junk cars must be accompanied
60 by the title of such cars.

62 Mr. Anderson moved to establish May .2 through May 7, 1977
63 as clean-up week for the City of Richmond, seconded by Mr.

1 Mr. Anderson moved to approve the request of Fire Chief Paul
2 Mullin'that the rank of Mechanic Technician be abolished-and
3 reinstated as Battalion Chief in charge. of all maintenance,
4 seconded by Mr. Webb and on unanimous voice vote the motion
5 was carried.

7 Mr. Anderson moved to approve the request of Fire Chief
8 Paul Mullin for Firefighters Duane Green and Fred Goss to
19 attend a Symposium on •Occupational Health and Hazards of
11 the Fire Service, Shoreham-Americana Hotel, Washington,
12 D.C. on April 17-19, 1977, seconded by Mr. Webb and on
13 unanimous voice vote the motion was carried.

15 Mr. Dale Jacobs requested approval' of surety- for improve-
16 ments to be constructed in Wbodgate Section 2. Contracts
17 have been submitted to Mr. Webb and Mr. Robert Goodwin,
18 which have been changes as to the thickness of pavement.

20 Mr. Webb moved that'Woodgate Section 2 `be approved subject to
21 a construction contract that agrees' with the plans , seconded
22 by Mr. Anderson and on unanimous voice vote the motion was
23 carried.

25 Mr. Anderson moved to approve the •recoirunendation of the
26 Plan Commission on a request from the County Commissioners to
27 widen South 4th Street between Main and South "A" and put in
28 some islands, maintain the street for two-way traffic and •
29 angle parking, seconded by Mr. Webb and on unanimous voice
30 vote-the motion was carried.

32 Mr. Anderson moved to approve the recommendation of the Plan
33 Commission, subject to all easements to public utilities, on
34 a request from Richmond Community Schools to vacate North
35 13th Street from "G" to "H" and the alley from "G" to "H",
36 seconded by Mr. Webb and on unanimous voice vote the motion
37 was carried.

39 Director of Community Development Tim Ryder noted this
40 request must have approval of the Redevelopment Commission,
41 which is standard procedure.

43 On a request from Building Commissioner Charles Roberts, Mr.
44 Anderson moved to send written notice to Ronald and Sandy
45 Romine for them to appear before the Board on Thursday, April
46 7, 1977 to show cause why their order of condemnation has
47 not been conylied with, seconded by Mr. Webb and on unanimous
48 voice vote the motion was carried.

50 Mr. Anderson moved'-to approve the request of'Chief Charles •
51 Chris to appoint Ray Jewel Dearing as a Special Officer of
52 the Richmond Police Department with powers limited to the
53 boundaries of the Greenwood Apartment complex with assigned
54 hours as designated by the Greenwood Apartment management,
55 seconded by Mr. Webb and on unanimous voice vote the motion
56 was carried. •

58 Mr. Anderson moved to approve the reconuuendation of Chief
59 Charles Chris that Officer Mark Smith be advanced from the
60 rank of Probationary Patrolman to that of Patrolman First
61 Class on the Richmond Police Department, seconded by Mr.
62 Webb and on unanimous voice vote the motion was carried.

64 Mr. Anderson moved to approve the request of Chief Charles
65 Chris that Lieutenant John Ross and Sergeants Ron Pennington
66 and Edward Bratton be sent to the Indiana Law Enforcement
67 Academy, Plainfield, Indiana to attend the Management
68 Workshop Course,"Reporting Instructions", April 19-21, 1977,
69 seconded by W. Webb and on unanimous voice vote the motion
70 was carried.

1 Mr. Webb moved to approve the request of Chief Charles Chris
2 that Officers John Lantz and Gary Osborn be sent to the
3 Indiana Law Enforcement Academy, Plainfield, Indiana to attend
4 the Juvenile Offenders Course on April 11-15, 1977, seconded
5 by Mr. Anderson and on unanimous voice vote the motion was
6 carried.

8 Mr. Anderson moved to approve the request of Sgt. Ron
111 9 Williams, Traffic Division, to remove the-stoplight at N.W.
10 5th and Peacock, seconded by Mr. Webb and on unanimous voice
-
vote vote the motion was carried.

13 Mr. Anderson moved to accept the recommendation of Sgt. Ron
14 Williams to remove the no turn on red sign at South 5th and
15 "E" Streets to be effective when the cross bars are repainted,
16 seconded by Mr. Webb and on unanimous voice vote the motion was
17 carried.

19 Mr. Anderson moved to accept the recommendation to award the bid
20 for a 1977 4 door sedan-'to Bowen's Oldsmobile for a 1977
21 Olds 98 in the amount of $5,000.00 with trade-in, in the best
22 interest of the City, seconded by Mr. Webb and on unanimous voice
23 vote the motion was carried.

25 There being no further business on motion duly made, seconded
26 and passed the meeting was adjourned.
