HomeMy Public PortalAbout03-24-2022 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 24, 1977 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session March 24, 1977 at the hour of 9:00 a.m. in the Municipal 3 Building in said City. Mr. Meredith presided with Mr. Anderson and Mr. Webb 4 present. The following business was had, to-wit: 5. 6 Mr. Anderson moved to approve the minutes of the previous meeting, seconded 7 by Mr. Webb and on unanimous voice vote the motion was carried. 8 9 The first item on the agenda, which was Brandenburg Furniture overhang over 10 sidewalk, was deferred until next week. III 11 12 Community Development Director Tim Ryder presented for approval the following 13 two (2) separate contracts with Jacobs-Maze & Associates for engineering service: 14 15 1. Butler Street Sanitary Sewer consisting of approximately 1,200 16 lineal feet of sanitary sewer and the required manholes and 17 other appurtenances. 18 2. North Richmond Street Improvements , Phase F, specifically: 19 a. North G, H & I Streets from 10th Street (or U.S. 27) to North 20 12th Street and; 21 b. North 11th Street from "G" to "J" Street; and 22 c. North "G" Street from 12th to 13th Street; and 23 d. North 13th Street from "F" to "G" Streets ; and 24 e. A storm sewer in North 10th Street from North "F" Street 25 to North "H" Street and thence eastward to existing storm 26 sewer in North 11th Street. 27 28 Mr. Anderson moved to approve these two (2) contracts, seconded by Mr. Webb 29 and on unanimous voice vote the motion was carried. 30 31 Mr. Webb moved acceptance of the bid of Motorola in the amount of $6,325.00 32 for Communication Testing Equipment as this bid met or exceeded all specifi- 33 cations and was the only bid received, seconded by Mr. Anderson and on unani- 34 .mous voice vote the motion was carried. 35 . 36 Mr. Meredith set April 14, 1977 at 9:15 a.m. as the time and date for the 37 acceptance of two (2) separate bids for tree removal , one (1) for Community 38 Development and one (1) for the City. These will be bid per tree. 39 40 Mr. Anderson examined the legal advertisement for. a 1977 4-do.or sedan and 41 found it to be in order. Mr. Webb moved to accept and file this proof of 42 of publication, seconded by Mr. Anderson and on uanimous voice vote the motion 43 was carried. 44 45 Bids for a 1977 4-door sedan were accepted and the following was recorded: 46 47 Bowen's Olds: 1977 Olds 98 w/out trade-in $6,509.15, with trade-in $5,000.00. 48 1977 Delta 88 w/out trade-in $5,652.95, with trade-in $4,050.00. 49 1977 Cutlass w/out trade-in $5,255.34, with trade-in $3,750.00. 50 51 Kurdys-Brookbank 52 Chevrolet: 1977 Chev. Impala w/out trade-in $5,188.24, with trade-in 53 $3,588.24. 54 55 Fred First Ford: 1977 LTDII w/out trade-in $5,021.00, with trade-in $3,371.00. 56 57 Mr. Anderson moved to take these bids under advisement, seconded by Mr. Webb 58 and on unanimous voice vote the motion was carried. 111 59 60 Mr. Anderson moved to accept the recommendation of the Department of Traffic 61 Safety to remove the stop light located at the intersection of NW 5th and 62 Peacock Road. The Department of Traffic Safety has taken a traffic and pedes- 63 trian traffic count of this intersection and feels the light should be removed. 64 This motion died for lack of a second. 65 66 Mr. Webb then moved this recommendation be taken under advisement until the 67 next week, seconded by Mr. Meredith. The motion carried with Mr. Anderson 68 voting no. Board of Works Minutes (cont'd) March 24, 1977 Page 2 1 Department of Traffic Safety Sgt. Ron Williams requested permission from 2 the Board to remove the procedure of restricting traffic movement within 3 the 2200 block of South "A" Street with the use of a chain across the road 4 at each intersection of 22nd and 23rd and South "A" by recommending a wide 5 crosswalk be added across South "A" in the 2200 block and so signed. 6 7 Mr. Anderson moved to accept this recommendation with stipulation chains be 8 left and locked to the posts so as not to be misused and the Police Depart- 9 ment enforce crosswalk procedure for a period of at least a week and then 10 sporadic enforcement, seconded by Mr. Webb and on unanimous voice vote the 11 motion was carried. 12 13 Sgt. Williams reported there has been controversy as to whether o'r not 14 to remove the existing "no turn on red" sign on the'southeast' corner of 15 South 5th and "E" . 16 17 Mr. Anderson moved to take this under advisement and have the Department of 18 Traffic Safety make. a study of this corner concerning visibility. Mr. 19 Meredith further requested Traffic Safety check past records when a right 20 turn on red was permissible and get accident count. Mr. Webbseconded and on 21 unanimous voice vote the motion was carried. 22 23 The Board of Works earlier in the year carried a number of items over from 24 last year into the current year. Ordinance No. 3168-1976 was an additional 25 appropriation of $9,348.11 for the Richmond Police Department L-31 (other 26 , equipment) . The Board carried over only $9,000.00 and now needs to 27 carry over the remainder of $348. 11. R & S 11 has a balance of $4,309.78 28 from the Williamsburg Pike Project which has been closed. This was not 29 carried forward, however, 10% of these funds are funds for Cumulative Capital 30 Improvement Fund (Cigarette Tax) . This item also needs to be carried forward. 31 32 Mr. Anderson moved they be carried forward, seconded by Mr. Webb and on 33 unanimous voice vote the motion was carried. 34 35 Mr. Meredith announced that, in order to properly get power hooked up 36 for the computer, the electricity in the City Building will have to be 37 turned off for one (1) hour, which will be from 12:00 noon until 1:00 p.m. 38 today. Service during this one (1) hour period will be limited. 39 40 There being no further business, on motion duly made, seconded and passed, 41 the meeting was adjourned. 42 43 Donald E.
