HomeMy Public PortalAbout03-17-1977 BOARD OF PUBLIC:WORKS AND SAFETY OF THE CITY OF RI CHMOND., INDIANA, MARCH 17, 1977 1 The Board of Public Works and Safety of the City of Richmond, 2 Indiana, met in regular session March 17, 1977 at the hour of 3 9:00 a.m. in the Municipal Building in said City. Mr. 4 Meredith presided with Mr. Anderson and Mr. Webb present. The 5 following business was had, to-wit: 6 7 Mr. Webb stated he was absent from the previous meeting 8 attending Road School per Indiana State law. II/ 9 10 Mr. Anderson moved to approve the minutes of the previous. 11 meeting, seconded by W. Webb and on unanimous voice vote the 12 motion was carried. 13 14 Mr. Darrell Twine had requested permission to move a garage 15 to 1028 North "G" Street. Mr. Charles Roberts, Bureau of 16 Buildings, stated that there were no utilities involved and 17 they will be moving it down an alley. 18 19 Mr. Anderson moved to issue a permit under the following 20 provisions: 21 22 A. Approval by the Board of Works is required 23 before moving date and prior to permits being 24 issued by the Bureau of Buildings. 25 B. Permit from the Bureau of Buildings for moving 26 of structure. 27 c. Zoning clearance for new lot from City or 28 County Planning depending on location. 29 D. Permit from Bureau of Buildings for 30 construction of new foundation for structure. 31 E. Clearance from State Highway Department if 32 • needed. Requi 'ed if moving on or over a 33 state highway. 34 F. Arrangements,one Week,in advance'with utility 35 companies involved. (Electric, Telephone, 36 Gas, Water &,. Cable TV.) 37 G. Arrangements one week in advance with local 38 Police Department's Traffic Division. 39 40 seconded by Mr. Webb and on unanimous voice vote the motion 41 was carried. 42 _ 43 Mr. Webb moved to accept and file proof of publication for one 44 (1) FM two-way radio service monitor, seconded by Mr. 45 Anderson and on unanimous voice vote the motion was carried. 46 . - 47 The following bid was received and recorded: 48 49 Motorola Model R1200A $6,325.00 50 51 Mr. Webb moved to take this bid under advisement for study and 52 recommendation, seconded by W. Anderson and on unanimous voice 53 vote the motion was carried. 54 55 Mr. Webb moved, at the request of, Sgt. Ron Williams , that the 56 City remove three (3) parking stalls between the service drive 57 and the city parking lot in the first block of South 6th 58 Street, seconded by Mr. Anderson and on unanimous voice vote 59 the motion was carried; 60 61 - Mr. Webb moved to award• the• bid for the crawler-angle dozer-'= 62 to State Equipment Co. , Inc. for a 350 Deere at the cost of ': 63 $13,836. 78 as it .meets all specifications, as advertised, 64 seconded by Mr. Anderson and on unanimous voice vote the 65 ' motion was carried. Stan Davis of 2 Bench Ads of Indiana, Inc. , and it has been agreed, subject 3 to approval of the Board, to renew this contract. Several 4 of the benches need to be,relocated and this will be done 5 upon submission of a.list.to W. Davis. This new contract 6 will be for one (1) year. 7 8 Mr. Anderson moved extension of this contract for one (1) 1M year, seconded by Mr. Webb and on unanimous voice vote the 11 motion was carried. . 12 13 Mr. Anderson moved tgapprove the request of Chief Charles 14 Chris to send Capt. Thurlow Harter and Officer Barney Bailey 15 to escort Richmond High School's basketball team to .the 16 semifinals on March 19, 1977, seconded by W. Webb and on 17 unanimous voice vote the motion was carried. 18 . 19 . Mr. Anderson moved the Board enter into an agreement with 20 the Board of Commissioners of Wayne County which would 21 - permit persons appearing for jury duty in any of the three 22 (3) courtsiin the Court House to park in. the North 7th 23 Street Parking Lot atno cost to the juror, however, the 24 City will bereimburssed by the County the sum of one dollar 25 ($1.00) for'dial e r parked thereby a'juror, seconded by 26 Mr. Webb and on unanimous voice vote the motion was carried. 27 28 . Building Commissioner Charles Roberts presented a signed 29 form from W. Sherman Fleming showing he had received a 30 letter from the Board of Works requesting him to appear before 31 the Board on Thursday, March 17, 1977 at 9:30 a.m. •to show 32 cause why orders of condemnation have not been complied with. 33 Mr. Fleming was not in attendance at the required hour. 34 35 The Clerk read the following: , 36 37 July 30, 1976 38 39 ORDER OF CONDEMNATION 40 41 As a result of investigation and the written report 42 of the findings of the Comndssioner of Buildings, 43 it is found that the improvement located on the 44 real estate described below is in an impaired struc- 45 tural condition or state and is unsafe and dangerous 46 to persons and property. A copy of said report is 47 on file in the Office of the Commissioner of 48 Buildings for the City of Richmond, Indiana. It 49 is hereby ordered that the building and structure 50 located at or on: 51 52 - - - r.- r. =Lot No. '176• i... .. r. _.� 53 Charles W. Starr Addition 54 55 also known as 56 57 127. North 10th Street - 58 Richmond, Indiana 59 60 be and the same is hereby condemned, and all 61 occupants of said building and all persons are 62 to vacate and remain out of same. 63 64 In order to promote the public welfare and because 65 any remedy is not, in my opinion, feasible, said 66 building and structure should be wrecked and re- 67 moved. I hereby direct that such wrecking and re- 68 .moval be effected and completed by August 30, 1976. 69 If not, the building and structure will be wrecked 70 and removed by the City of Richmond, Indiana, at 71 the expense of the owner. Roberts 2 Building Commissioner 3 Bureau of Buildings 4 Depaitment of Community Development 5 6 Mr. Anderson moved affirmation of the Order of Condemnation by 111 7 the Building Commissioner; seconded by Mr. Webb and on unanimous 8 voice vote the motion was carried. 9 10 Community Development Director Tim Ryder reported Arby E 11 Mona Miller had complied with their order from the Building 12 Commissioner, so it was not necessary for them to appear. 13 14 Mr. Sherman Fleming appeared at the Board meeting at 9 :40 15 a.m. and was given an opportunity to address the Board. He 16 was informed of the action taken by this Board at the specified 17 time of 9:30 a.m. 18 19 Mrs. Berlene Potter brought a pamphlet to the Board entitled 20 "Barrier for Site Designs for Curbs" and asked that this design 21 be considered in the installation of curbs. 22 23 There being no further business on motion duly made, seconded 24 and passed, the meeting was adjourned. 25 26 Donald E.
