Safety of the City of Richmond, 2 Indiana, met in regular session February 24, 1977 at the hour 3 of 9:00 a.m. in the Municipal Building of said City. Mr. 4 Meredith presided with Mr. Anderson and Mr. Webb present. 5 The following business was had, to-wit: 6 • 7 Mr. Webb moved to approve the minutes of the previous meet- 8 ing, seconded by Mr. Anderson and on unanimous voice vote the 9 motion was carried. 10 11 A Memorandum Agreement between the Board of Public Works { 12 Safety and Wayne County REACT, Inc. concerning their request 13 to secure permission to operate a bucket brigades at the 14 intersections of 7th, 8th and 9th streets at the Promenade • 15 and 22nd Street at East Main Street on February 26, 1977 16 between 1:00 and 5:00 P.M. The following restrictions are 17 stipulated in this agreement: 18 19 '1. . Only adults to serve as solicitors. -• 20 a. Two adults only at each intersection. 21 2. Adult solicitors may stand in intersection 22 during solicitation, and only when light is 23 red,' and will remove themselves to the curb 24 when light is green. 25 3: REACT organization will indemnify the City 26 of Richmond, Indiana, for any liability. 27 4. Solicitors will wear safety jackets for 28 safety reasons. 29 5. REACT organization will use only those signs 30 as approved by the. State of Indiana. 31 32 Mr. Donald Bridgeford, President of REACT, requested in 33 restriction 2 the "move to curb" be stricken so the solicitor 34 could remain on the center stripe. 35 36 After discussion it was decided to add "unless standing on the 37 double yellow line in the center of the street" at the end of • 38 restriction 2. 39 40 The Indemnify Agreement presented states REACT agrees to defend • 41 and indemnify the City of Richmond, Indiana, and the Board of 42 Public Works and Safety and their Officers , agents and employees 43 against any claims , charges , damages , costs , expenses 44 (including counsel fees) , fines , judgments, penalties , liability 45 or losses of any kind or nature whatsoever, resulting from 46 injury to any person or damage to any property caused 47 negligently or otherwise, by REACT in its performance under this 48 ' agreement. 49 - 50 Transportation Director Jerry Haynes volunteered traffic cones 51 of the City for REACT to -:use in this project. 52 53 Mr. Webb moved acceptance of the 'Agreement as amended, seconded 54 by Mr. Anderson and on unanimous voice vote the motion was 55 carried. 56 • 57 Mr. Meredith announced the bids for pest control received • 58 February 17, 1977 have been studied and the recommendation on 59 these would be to award the .pest control of the City Building 60 and the six (6) Fire Houses to Rogers Termite, j Pest Control 61 as the low bidder and award the bird control on the 10th 62 Street Bridge to Richmond Exterminating Company as the low 63 bidder. 64 65 Mr. Anderson moved acceptance of this reconmiendation, seconded 66 by Mr. Webb and on unanimous voice vote the motion was carried. Board of Works Minutes Cont'd February 24, 1977 Page 2. 1 As reported about a month ago the City made an informal 2 agreement with SIECO Engineering of Columbus, IN, for 3 pavement markings in Richmond. This -project. is funded 4 by State and Federal funds. 5 6 Mr. Webb moved the Board of Works enter into a formal 7 agreement with SIECO for this project, seconded by Mr. 8 Anderson and. on unanimous voice vote the motion was 19 carried. 11 12 Mr. Meredith announced bids would be received March 17, 13 1977 at 9:15 a.m. for.FM two-way "radio service monitor to 14 be used in repair of electronic equipment in all City 15 Departments. 16 17 Mr. Bill King of King's Abstract brought to the attention 18 of the Board that the alley behind the Burger Chef at 19 National Road, West and S. W. 2nd was opened in 1907 north 20 of the proposed area instead of south. He is asking the 21 City to give_up the proposed alley as it runs through a lot 22 which is to be .a Dentist's office and in turn the City 23 will be given the existing alley land. 24 . 25 Mr. Anderson moved the Board of Works accept corrected 26 description and accept the warranty deed as described to 27 be the property of the City of Richmond and authorize the 28 quit claim deed to the questionable alley, seconded by 29 Mr. Webb and on unanimous voice vote the motion was carried. 30 31 There being no further business on motion duly made, 32 seconded and passed the meeting was adjourned. 33 34 Donald E.
