CITY OF RICHMOND, INDIANA, FEBRUARY 17, 1977
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session February 17, 1977 at the hour
3 of 9:00 a.m. in the Municipal Building of said City. Mr.
4 Meredith presided with Mr. Anderson and Mr. Webb present.
5 The following business was had, to-wit:

7 Mr. Webb moved to approve the minutes of the previous meeting,
8 seconded by Mr. Anderson and on unanimous voice vote the motion
III 9 was carried.

11 Mr. Meredith announced bids will be accepted on March 10th at
12 9:15 a.m. in the Board of Works Room for a small bulldozer for
13 the Street and Park Departments.

15 Mr. Jerry Dellinger, North.Round Barn Road, presented a
16 complaint on Cable TV to the Board. W. Dellinger stated that
17 starting early last fall he had a lot of interference on his
18 TV set and he has made numerous calls to Cable TV. He made a
19 trip to talk with the Manager who suggested he didn't know how
20 to adjust his set. Finally, Cable sent a man to his house and
21 put a checker on his set which was left there for two (2) or
22 three (3) days. He was then told his set was working
23 correctly, which he felt it was not. His neighbors have the
24 same problem, so he suggested they call _ and complain. Two
25 (2) men were then sent to check the problems and part of the
26 problems we-re then corrected; however, the picture is still
27 not sharp and clear. Mr. Dellinger was told his was the only
28 area where there is any trouble; however, he hears the same
29 thing from other areas. Mr. Dellinger. feels Cable should be
30 responsible to someone. He bought a new TV.,:in December and
31 still has same problems. Mr. Dellinger told Cable's answering
32 service he was coming to the Board of Works and they corrected
33 part of the problem.

35 Mr. Donald Bridgeford, stated Mr. Edwin Hoos , 21 North 19th, who
36 is Mr. Bridgeford's father-in-law experiences the same problem
37 described by Mr. Dellinger.

39 Ms. Mary Ann Franze, South 15th Street, stated she, too, has the
40 problems described by W. Dellinger and she read a letter from
41 Mr. Bing Welsh, 2204 Parkdale Drive stating fuzzy reception and
42 one from W. Jim Meister, who is building a new home in Parkwood
43 subdivision and was told he cannot have cable.

45 Mr. Dave Wunenaeur, Manager of TV Cable, stated that his
46 company is regulated by FCC and they have been experiencing
47 problems with switching equipment which is computerized. This
48 same type equipment has caused problems all over the country. A
49 lot of systems are only compelled to protect one (1) station
50 while Richmond is compelled to protect three (3) stations. Cable
51 is investigating, getting new equipment.

53 Mr. Meredith stated that Mr. Anderson will review the contract
54 that the City has with Cable with particular regard to repairs
55 and quality of picture that they have agreed to deliver. The
56 last time the City met with Cable concerning their contract was
57 last spring, at which time Mr. Krumenaeur was new in the city.
58 The Manager and the Board will meet soon. Cable representatives
III 59 are interested in knowing where there is a problem so. they can be -
60 aware of it and do what they can to correct it. . Mr. Al Carey,.
61 Assistant Engineer for Cable, stated that Cable has rewired and
62 made additional improvements.

64 Bids were received on Pest Control for the City Building, Fire
65 Stations- and 10th Street Bridge. The following bids were
66 recorded: Rogers Termite & Pest Control - City Building @ $10.00
67 per month, Fire Houses @ $25.00 per month and bird control of
68 10th Street Bridge @ $250.00 per year for a total of $670.00;
69 Richmond Exterminating Company - City Building @ $12.00 per month,
70 Fire Houses @ $36.00 per month and bird control of 10th Street
71 Bridge @ $225.00 per year for a total of $801.00.

1 Mr. Webb moved taking the bids for Pest Control under
2 advisement, seconded by Mr. Anderson and on unanimous voice
3 vote the motion was carried.

5 Mr. Donald Bridgeford, representing REACT, requested
6. permission to have a bucket brigade in connection with the
7 Radioathon for the Heartathon at four C4) intersections
8 consisting of 7th, 8th and 9th at the Promenade and 22nd and
9 East Main on February 26th. 'from 1:00 to 5:00 p.m. They will
10 use adults only and will solicit only when cars are stopped
11 for the traffic light.

13 Mr. Anderson pointed out many problems including permission
14 by the State, liability of the City and supervision of the
15 project. He feels the Board should set a policy oh such
16 projects.

18 Mr. Anderson moved that if these problems can came up with
19 solutions by the next Boarda,meeting, the Board would consider
20 it at that time, seconded by Mr. Webb and on unanimous voice
21 vote the motion was carried.

23 Mr. Meredith announced that a bouquet sent to the Mayor,
24 Board of Works and Common Council was accompanied by a card
25 which read, "In loving rememberance. We remember the Vaughn
26 House. Vaughn House Committee. G. L. Ward, Secretary.

28 There being no further business on motion duly made, seconded
29 and passed the meeting was adjourned.
