PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, APRIL 18,2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting April 18,2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ENGLE President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Doug Goss. Also present were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Kim Vessels, Assistant Corporate Council;Fire Chief Jerry Purcell;Terri Quinter,Roseview Transit;Ian Vanness, Infrastructure and Development; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held April 4, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Review of Community Events • Review of Administrative matters REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the March 24 & 31, 2022 meetings were accepted as presented. 1 Common Council Minutes April 98,2022 Page 2 of 3 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos.21 &22-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 21-2022 — A SPECIAL ORDINANCE AMENDING THE ZONINGMAP FOR A CERTAIL PARCEL FROM OUTDOOR COMERCIAL DISTRICT TO HIGH INTENSITY INDUSTRIAL DISTRICT (0 Salisbury Road) The Clerk read Ordinance No.21-2022 on first reading by title only. The proposed roll forming facility is 42,500 square feet. Ordinance No. 21-2022 was referred to the Advisory Plan Commission for public hearing on April 27, 2022. AMENDED ORDINANCE NO. 22-2022 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION (ROSEVIEW) The Clerk read Ordinance No.22-2022 on first reading by title only. • Councilor Oler moved to amend as follows: Seventh WHEREAS , , , provide up to Three Hundred Ninety Thousand One Hundred Fifty Dollars and Zero Cents ($390,150.00) . . Paragraph 2 . . .total amount up to One Million Six Hundred Five Thousand Seven. Hundred One Dollars and Zero Cents($1,605,701.00) Paragraph 4 . . . Total $1,605,701.00 . Common Council Minutes April 18,2022 Page 3 of 3 Paragraph 6 . . .provide,up to Three Hundred Ninety Thousand One Hundred Fifty Dollars and Zero Cents ($390,150.00) This motion was supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Cappa moved to advance Amended Ordinance No. 22-2022 to second reading and public hearing, supported by Councilor Bumbalough. Councilor Older moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Amended Ordinance No. 22-2022 was approved with an 8-0 roll call vote.
