HomeMy Public PortalAbout10-28-1976 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 28, 1976 1 The Board of Public Works and Safety of the City of Richmond, 2 Indiana, met in regular session October 28, 1976 at the hour of 3 9:00 ar:m. in the Municipal Building in said City. Mr. Reinke 4 presided with Mr. Meredith and Mr. Webb present. The following 5 business was had, to-wit: 111 6 7 Mr. Meredith moved to approve the minutes of the previous meet- 8 ing, seconded by Mr. Webb and on unanimous voice vote the motion 9 was carried.. 10 11 Plan Director Bob Goodwin brought back before the Board a 12 previous request to change the name of Williamsburg Pike within 13 the city limits of Richmond. Mr. Goodwin recommended the name 14 be Enterprise Drive or some other name denoting industry. Mr. 15 Reinke asked that Mr. Goodwin check with other businesses in- 16 volved to get their feelings on this change and report back to 17 the Board . 18 19 Mr. Matt Nepote reported an application being submitted to the 20 Federal government to extend the Mall westward from 6th Street 21 to 5th Street. He stated that in 1968 the Redevelopment Commis- 22 sion adopted an urban renewal plan specifying the Mall be from 23 10th Street to 5th Street; however, this project was only com- 24 pleted to 6th Street for lack of funds . The original project w. 25 was financed by553% Federal funds and 47% local funds . The 26 application now being prepared will be for a grant for the en- 27 tire cost which is estimiated at $300,000. Mr. Meredith 28 moved for approval of Board of Works Resolution No. 11-1976 29 which will be Board approval and a part of this application, . 30 seconded. by Mr. Webb and on unanimous voice vote the motion was 31 . carried. 32 33 Mr. Webb moved to approve the request of Bob Evans Farm Sausage 34 Restaurant for two (2) curb cuts off Commerce Road subject to 35 their posting a $500 .00 bond. and other conditions set forth on 36 their plot plan, seconded by Mr. Meredith and on unanimous voice 37 . vote the motion was carried. This request has approval of the 38 Plan, Engineering and Traffic Departments . 39 40 Sgt. Ron Williams investigated a request by Hugh Barbour for 41 sidewalks to be installed at Southwest 18th and "D" Streets . 42 Sgt. Williams- reported the volume of traffic at this location is 43 low and priority-wise he feels at this time it is not necessary 44 to install sidewalks here. Mr. Meredith moved for denial of 45 this request, seconded by Mr. Webb and on unanimous voice vote 46 the motion was carried. Sgt. Williams will report to Mr. Barbour 47 of this decision. 48 49 Mr. Robert L. Rees, Commercial Manager of RP&L notified the Board 50 that the Street Light Committee has approved the following and i.s 51 passing them on for approval by the Board for installation: 52 53 1 - 250 watt mercury vapor street light on Elm Place 54 - between North llth and 12th. 55 1 - 250 watt mercury vapor street light on North "B" 56 Street between 7th and 8th. 57 1 - 250 watt mercury vapor street light on North "C" 58 Street between 7th and 8th. 59 6 - 175 watt post top fixtures and remove 4 - 250 watt 60 on North 14th, "H" to "J" Street. 61 62 Mr. Meredith moved to approve this request, seconded by Mr. Webb 63 and on unanimous voice vote the motion was carried. Board of Works Minutes Cont' d October 28, 1976' Page 2. 1 Mr. Tommy Evans reported to the Board that he and others had 2 volunteered to paint and repair property belonging to Mable 3 and Lowell Allen at 213 Randolph Street. He reported to the 4 Board that this property is a fire hazard and that the 5 owners cannot be convinced to clean up their property. Mr. 6 Reinke thanked Mr. Evans for this report to the Board 7 8 Mr. Webb moved to approve the request of Chief Chris to 9 revoke the police powers of Charles Lincoln Guiles as Security 10 Guard, Greenwood Apartments as of October 20, 1976, seconded 11 by Mr. Meredith and on unanimous voice vote the motion was 12 carried. 13 14 Chief Chris reported Susan Ford will be in Richmond tomorrow 15 and the Richmond Police Department will handle traffic and any 16 other security problems . 17 18 There being no furtherebusiness on motion duly made, seconded 19 and passed themmeeying was adjourned. 20 21 Robert L.
