HomeMy Public PortalAbout10-07-1976 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, OCTOBER 7+, 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session October 7, 1976 at the hour of 9: 00 a.m. in the Municipal 3 Building of said City. Mr. Reinke presided with Mr. Meredith and Mr. Webb 4 present. The following business was had, to-wit: 5 6 Mr. Meredith moved to approve the minufesao:fethe previous meeting, seconded 7 by Mr. Webb and on unanimous voice vote the motion was carried. 8 9 Mr. Webb moved to approve the request of Chief Charles Chris to send Deputy 10 Chief Ronald Chesnut and Deputy Chief Gene Goodwin to "Police Civil 1-1 Liability and Citizen Misconduct Complaints" Seminar, October 18-20, 1976 12 at Cincinnati, Ohio, seconded by Mr. Meredith and on unanimous voice vote 13 the motion wascarried. 14 15 Mr. Meredith moved to approve the request of Chief Chris to permit Lieutenant 16 Dan Wogoman, -Mrs. Lynette Geddes, and Mrs. Mary Margaret Campbell to attend 17 Uniform Crime Reporting Seminar, October 18-19, 1976 at Bloomington, Indiana, 18 seconded by Mr. Webb and on unanimous voice vote the -motion was carried. 91 20 Mr. Webb moved to approve the request of Chief Chris for the following 21 recommendations for promotions: Lieutenant Howard Bailey to the rank of 22 Captain, Detective John Ross to the rank of Lieutenant, and Patrolman Edward 23 Bratton to the rank of Sergeant effective .October 7, 1976, seconded by 242 Mr. Meredith and on unanimous voice vote the motion was carried. 25 26 Mr. Tim Ryder, Department of Community Development, presented an agreement 27 for a curb cut by Mr. & Mrs. WilliamsMcCreary, owners of Bills Carry Out, 28 937 North 12th for a :cut off North 12th with the following conditions: 29 1 . The entrance shall- be for ingress only and shall be marked accordingly 30 in a highly visible manner for traffic moving both directions on 12th 31 Street. 32 2. The parking lot shall be improved, paved and striped to ensure safe 33 traffic flow and parking conditions . The design of the lot must111 . 34 meet approval of the -City and its Department of City Planning. 35 36 Mr. Meredith moved to approve this curb cut agreement, seconded by- Mr. Webb 37 and on unanimous voice vote the motion was carried. 38 - 39 Mr. Webb presented a request from R. L. Rees- of Richmond. Power & Light to 40 remove,; street lights which are either- on private property or on vacated 41 streets as follows: 2 - 250 Watt street lights on South 12th between "J" 42 and "L" now on Hibberd School ground, 1 - 250 Watt on North 14th between 43 F & G, 2 - 250 Watt on North 14th between G & H and 1 - 250 Watt on North 44 H between 13th and 14th. 45 46 Mr. Meredith moved to approve this request, seconded by Mr. Webb and on 47 unanimous voice vote the motion was carried. 48 49 Mr. Meredith moved -to accept and file the report of the Bureau of Buildings 50 for the month of October, presented by Mr. Charles Roberts, seconded by 51 Mr. Webb and on unanimous voice vote the motion was carried. 52 53 Mr. Larry Minnear, representing the CB Club, requested permission of the Board 54 to post signs at five (5) entrances to Richmond (East and West on 40, North 55 and South on 27 and North on 35) informing passing motorists that Richmond 56 monitors channels 23 and 8. 57 58 Mr. Meredith moved they be permitted to put signs up which will have to be 59 a regular standard sign and have approval of the State Highway, seconded by 60 Mr. Webb and on unanimous voice vote the motion was carried. 61 - 62 Mr.- Brad Jones, Shambaugh & Son, requested permission to close North 10th 63 Street from North "A" Street south to the 1st east-west alley but keeping 64 open access to the public parking lot from 7: 00 a.m. to 3: 30 p.m. Monday, 65 October 11 through Wednesday, October 13 and additional time as may be 66 required by the weather to make a street cut for a -sewer tap for General 67 Telephone. ' 16 Since Monday nights Council Meeting (October 4,. :1976) , a question . .17 has developed :in our minds with regardssto the procedure used in the 18 above ordinance. Following a conversation with an auditor from the 19 State Tax Commission, -we feel the above ordinance should have been 20 an appropriation instead of a transfer. 21 . . . 22 'We request that no funds be expended from:this .transfer until you 23 can obtain a ruling from the -State Tax Commission and the State Board 24 of Accounts. . . . . 25 26 Sincerely yours, 27 :. . . . A letter was read from the C. R. Richardson Home School Association thanking 35 the Board for the cooperation extended to the school regarding the No 36 .
