HomeMy Public PortalAbout09-23-1976 c---3 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 23, 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session September 23, 1976 at the hour of 9: 00 a.m. in 3 the Municipal Building of said City. Mr. Reinke presided with Mr. Webb 4 present. Mr. Meredith was attending a meeting in Indianapolis. The 5 following business was had, to-wit: 6 7 Mr. Webb moved to approve the minutes of the previous meeting, seconded 8 by Mr. Reinke and on unanimous voice vote the motion was carried. 111 9 10 Mr. Webb moved to approve the request of Mrs. Joan Vigran to block South 11 17th Street at "B" Street going south and the north entrance of Reeveston 12 Road north of 16th Street, leaving access from and to Reeveston by the South 13 drive, from 3: 00 to 6: 00 p.m. on Sunday, September 26 for a block party, 14 seconded by Mr. Reinke and on unanimous voice vote the motion was carried. 15 16 Mr. Roland Walls, Town Board member of Spring Grove Heights requested 17 use of City equipment and manpower to stripe a double yellow line on 18 Waterfall Road. Mr. Jerry Haynes is to determine an estimate of costs 19 and report to Mr. Walls. 20 21 Mr. Webb moved to approve the request of Chief Charles Chris to accept 22 the resignation of Phillip Ritter from the Richmond Police Department 23 effective September 28, 1976, seconded by Mr. Reinke and on unanimous 24 voice vote the motion was carried. 25 26 Mr. Webb moved to approve the request of Chief Chris to accept the retire- 27 ment of Charles R. Hart from the Richmond Police Department effective Sept- 28 ember 19, 1976, seconded by Mr. Reinke and on unanimous voice vote the • 29 motion was carried. Chief Chris presented Capt. Hart with a plaque of 30 appreciation and stated Capt. Hart has been a credit to the City and his 31 junior officers serving under him. 32 33 Mr. Webb moved to approve the recommendation of Chief Chris to declare III 34 Sunday, October 31 from 6:00 to 9: 00 p.m. official "Trick or Treat" 35 night, seconded by Mr. Reinke and on unanimous voice vote the motion was 36 carried. 37 38 Mr. Webb moved to approve the request of Chief Mullin to send Deputy Fire 39 Marshals William Griffin and Ronald Bass to the Greater Cincinnati Regional 40 Arson Fire Investigator's Seminar on October 21 and 22, seconded by Mr. 41 Reinke and on unanimous voice vote the motion was carried. 42 43 Transportati3on Director Jerry Haynes presented a tabulation of bids for 44 a bituminous distributor. There were two (2) bidders, Deeds Equipment 45 Co. and Reid-Holcomb. Reid-Holcomb was the low bidder but did not meet 46 specs in all areas; therefore, Mr. Haynes recommended acceptance of the 47 bid from Deeds Equipment. Mr. Joe Taylor, a representative of Reid- 48 Holcomb, was present and stated his distributor has air controls instead 49 of hydraulic controls, hydraulic being in the specs. He further stated 50 air is known to be better than hydraulics and is much simpler. Mr. Taylor 51 stated that the truck bid by Deeds will not meet GVW that it takes to carry 52 stated load. It will not pass a GVW rating and cannot be certified. He 53 stated Deeds does not make equipment which will meet specifications and this 54 has to have a 31 ,000 GVW rating. Mr. Webb moved to take these bids under 55 advisement until this matter could be settled, seconded by Mr. Reinke and 56 on unanimous voice vote the motion was carried. 57 58 Mr. Webb moved to reject bids previously submitted on a Street Department 59 self-propelled vibratory articulated roller and have a re-bidding to be 60 set for October 14, 1976 at 9: 00 a.m. , seconded by Mr. Reinke and on III 61 unanimous voice vote the motion was carried. 62 63 Mr. Webb moved to set October 14, 1976 at 9: 00 a.m. as bid opening time 64 for a 3/4 ton 4-_ h'e6ldrive pick-up truck for the Street Department, seconded 65 by Mr. Reinke and on unanimous voice vote the motion was carried. Board of Works Minutes September 23, 1976 Page 2 1 Mr. Webb moved to approve a curb cut request of Donald Ross, 3811 Delwood 2 Lane for a cut on South 17th Street in the 400 block of Reeveston 3 addition, seconded by Mr. Reinke and on unanimous voice vote the motion 4 was carried. 5 6 Mr. Webb moved the City accept 200 feet of Commerce Road running north 7 from U.S. 40 East, seconded by Mr. Reinke and on unanimous voice vote 8 the motion was carried. 9 10 Mr. Webb announced that starting Monday morning, September 27, Dana Park- 11 way will be closed at the intersection of Dana Parkway and Williamsburg 12 Pike for a period of one week. 13 14 There being no further business on motion duly made, seconded and passed 15 the meeting was adjourned. 16 17 Robert L.
