HomeMy Public PortalAbout09-09-1976 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SFPTEMBEH 9, 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, 2 met in regular session September 9, 1976 at the hour of 9:00 a.m. in 3 the Municipal Building of said City. Mr. Reinke presided with Mr. 4Frc_:Nieredith".and Mr. Webb present. The following business was had, to-wit: 5 6 Mr. Webb moved to approve the minutes of the previous meeting, seconded 7 by Mr. Meredith and on unanimous voice vote the motion was carried. 8 9 Mr. Meredith moved to approve a request from two (2) Richmond High 10 School students to have a Homecoming Parade on Thursday evening, no 11 earlier than 5:30 p.m. , October 7 on a tentative route from North 16th 12 to North 5th and North "A" Streets, seconded by Mr. Webb and on unanimous 13 voice vote the motion was carried. This request has the approval of 14 Sgt. Ron Williams of the Traffic Division. 15 16 Mr. Meredith moved to approve the request of Matt Stegall representing 17 Old Richmond, Inc. to close South "D" Street from 4th Street back to 18 the alley between 4th and 5th for booth spaces on sidewalks for a Street 19 Fair on September 25th and 27th from 10:00 a.m. to 6:00 p.m., seconded 20 by Mr. Webb and on unanimous voice vote the motion was carried. They 21 will, also, have a Tally Ho wagon ride around the block encompassed 22 by So. 3th, So. "C", So. 4th and So. "D". 23 24 Principal Dr. John Bender and Martel Winburn, President of the PTA, of 25 C. R. Richardson Grade School requested a 4-way stop at South 13th and 26 "J" Streets, 60' yellow curb at entrance on "J" Street and no parking 27;_ signs at yellow curb. Sgt. Ron Williams reported a traffic count had 28 been conducted at this site and the situation merits speed control. 29 Mr. Winburn stated the curb has already been painted yellow and Sgt. 30 Williams stated the Police Department would do their best to enforce 31 no parking there. Mr. Meredith moved to send an ordinance to Council 32 requesting stop signs be installed on 13th Street, making this a 4-way 33 stop, seconded by Mr. Webb and on unanimous voice vote the motion was 34 carried. 35 36 Chief Charles Chris requested Charles Lincoln Guiles be appointed a 37 Special Officer (Security Guard) with powers limited to the Greenwood 38 Apartments and grounds, effective on September 9, 1976. Mr. Meredith 39 moved to approve this request, seconded by Mr. Webb and on unanimous 40 voice vote the motion was carried. 41 42 Mr. Webb moved to approve the awarding of a bid from Eastern Indiana 43 Paving for the Community Development South 22nd Street project for curb 44 installation and pavement repair for $32,744.21, subject to HUD concurrence, 45 seconded by Mr. Meredith and on unanimous voice vote the motion was 46 carried. 47 • 48 Mr. Meredith moved to accept and file proof of publication for a Street 49 Department bid opening for a self propelled vibratory articulated roller 50 and bituminous distributor with chassis, seconded by Mr. Webb and on 51 unanimous voice vote the motion was carried. The following bids were 52 recorded: Reid-Holcomb Co., Inc. for distributor $26,053.00; Flack 53 Equipment Company for a roller $8,976.00 (this bid-was not accompanied 54 by a bid bond or check and was, therefore, not acceptable); Indiana 55 Equipment Co., Inc. for a roller $11,400.00; Deeds Equipment Co„ Inc. 56 for a roller $9,680.00 and Deeds Equipment Co. , Inc. for a distributor 57 $28,092.67. Mr. Webb moved to take these bids under advisement, seconded 58 by Mr. Meredith and on unanimous voice vote the motion was carried. 59 60 Mr. Meredith moved to accept, on the recommendation of the Police Depart- 61 ment, the low bid of Raper Sales, Inc. for a 1/2 ton pick-up truck for 62 Dog Warden, seconded by Mr. Webb and on unanimous voice vote the motion 63 was carried. Board of Works Minutes September 9, 1976 Page 2 1 Mr. Reinke announced the City acquired a 20' lot at 513 North 18th 2 Street in 1972. The City will sell this property by quit claim deed 3 without an abstract. Anyone interested in purchasing this should submit 4 a sealed bid to the Clerk for opening-on September 16 at the Board of 5 Works. The bidder must include five percent (5%) of their bid price. 6 Mr. Webb moved to set the bid opening for September 16 for this property, 7 seconded by Mr. Meredith and on unanimous voice vote the motion was 8 carried. 9 10 Mr. Webb presented a design for altering the service drive between 11 North 5th and 6th as a result of a request from Mrs. Harriet Bard of 12 the Library. Mr. Webb moved to accept the design for west of the 13 service drive and have the Street Department implement it when time 14 and funds are available, seconded by Mr. Meredith and on unanimous 15 voice vote the motion was carried. 16 17 Fire Chief Paul Mullins requested permission for the Fire Department 18 to display a sign for Fire Prevention Week from fire headquarters across 19 South "A" Street. Mr. Webb moved to approve this request subject to 20 approval of those other regulatory bodies from whom approval is re- 21 quired, seconded by Mr. Meredith and on unanimous voice vote the motion 22 was carried. 23 24 There being no further business on motion duly made, seconded and passed, 25 the meeting was adjourned. 26 27 Robert L.
