HomeMy Public PortalAbout09-02-1976 // BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 2, 1976 1 The Board of Public Work and Safety of the City of Richmond, 2 Indiana, met in regular session September 2, 1976 at the hour 3 of 9:00 a.m. in the Municipal Building of said City. Mr. Reinke 4 presided with Mr. Meredith and Mr. Webb present. The following 5 business was had, to.-wit: 6 7 Mr. Meredith moved to approve the minutes of the previous meeting, 8 seconded by Mr. Webb and on unanimous voice vote the motion was 9 carried. 10 11 Mr. Meredith moved to deny the request of Mr. Mark Sargeant for a 12 school crossing sign at the Seventh Day Adventist Elementary School 13 at S. W. 10th and Main on the recommendation of Capt. Loper, seconded 14 by Mr. Webb and on unanimous voice vote the motion was carried. 15 There is no actual school crossing for this school. 16 17 Dr. James Beier presented a report from theFact Finding Committee, 18 which met August 24, 1976 on the wage dispute between. the Fire 19 Fighters Union and the City of Richmond. 20 21 Mr. Webb moved to approve the request presented by Dan Dooley of 22 the Planning Department for Mr.. Sharp for a handrail between the 23 sidewalk and curb at 1224 Bulter Street for handicapped, seconded 24 by Mr. Meredith and on unanimous voice vote the motion was carried. 25 26 Mr. Meredith moved to accept and file proof of publication for 27 1/2 ton pick-up for dog warden, seconded by Mr. Webb and on unanimous 28 voice vote the motion was carried. The following bids •were recorded: 29 Bowens, Inc. $5,179.25, less trade in of $2,174.06 for net cost of 30 $3,005.19; Raper Sales, Inc. (1976) $3,715.00 less trade in of 31 $1,400.00, for net cost of $2,315.00 or (1977) $3,932.00, less trade 32 in of $1,400.00 for net cost of $2,532.00; Fred First Inc. $3,262.76 33 - including trade allowance. 34 35 Mr. Webb moved to take these bids under advisement, seconded by Mr. 36 Meredith and on unanimous voice vote the motion was carried. 37 38 Mr. Meredith moved to accept and file proof of 'publication for 39 Community Development bid opening for curb installation and pavement 40 repair of South 22nd Street project, seconded by Mr. Webb and on 41 unanimous voice vote the motion was ,carried. The following bids 42 was recorded: Eastern Indiana Asphalt $32,744.21. 43 44 Mr. Meredith moved to take this bid under advisement, seconded by 45 Mr. Webb and on unanimous voice vote the motion was carried. 46 47 Mr. Meredith moved to accept the bid of Cain Lakes Gravel of 48 $58,320.10 for Community Development project on South 13th Street, 49 which was the low bid, seconded by Mr. Webb and on unanimous voice 50 vote the motion was carried. 51 52 Mr. Meredith moved to approve the request of Community Development 53 to advertise bids for street work for 9:00, September 16, seconded 54 by Mr. Webb and on unanimous voice vote the motion was carried. 55 56 Mr. Webb moved to award the painting of parking" spaces to Geres- 57 Pardo Striping Co. , who were the only bidders, for $985.00, 58 seconded by Mr. Meredith and on unanimous voice vote the motion 59 was carried. Board of Works Minutes September 2, 1976 Page 2. 1 Mr. Meredith moved to approve with State approval a request 2 from Capt. Scott Loper to xemove approximately 127 feet of 3 sidewalk located on the west side of the street in the first 4 block of North 16th Street, and that this portion be replaced 5 with asphalt and utilized as a parking zone with 42 feet of 6 said zone restricted to loading and unloading only and the 7 remainder to one hour parking from the hours of 8:30 a.m. to 8 5: 30 p.m. except Saturday, Sunday, and Holidays; further 9 recommend sidewalk be left at 6 foot,width, seconded by Mr. 10 Webb and on unanimous voice vote the motion was carried. 11 12 Capt. Charles Chris announced two Miami University students, 13 Pat Hodel and Otto Schell, studying law enforcement are ob- 14 serving the Richmond Police Department. 15 16 Board members wished Capt. Scott Loper good luck in his 17 forthcoming schooling. 18 19 Mr. Meredith announced the normal procedure for the City 20 accepting bids is that we run legal ads in the newspaper. The 21 City would like to compile a list of bidders interested in 22 specific items so that they may be notified when such items 23 are to be up for bid. This list will be compiled in the 24 Controller's office. 25 26 Mr. Meredith announced that the contract for maintenance on 27 heating and air conditioning for the City Building will soon 28 be coming up. Mr. Webb moved that this be done by bids to be 29 opened September 23rd at 9:15 a.m., seconded by Mr. Meredith 30 and on unanimous voice vote the motion was carried. 31 32 Mr. Jerry Haynes, Director of Transportation, told the Board 33 that Standard Oil of Indiana has presented the option to the 34 Street Department to purchase two (2) gasoline pumps which 35 they have been using at the cost of $200 for the two (2) pumps. 36 Mr. Haynes recommended this purchase which will be done from 37 his budget. 38 : 39 Mr. Meredith moved to approve this request, seconded by Mr. Webb 40 and on unanimous voice vote the motion was carried. 41 42 Mr. Webb moved to accept the report from the Bureau of Buildings 43 for August, 1976, seconded by Mr. Meredith and on unanimous voice 44 vote the motion was carried. 45 46 There being no further business on motion duly made, seconded and 47 passed the meeting was adjourned. 48 49 Robert L.
