The Agenda Meeting of the Mayor and Council of the Borough of Carteret
preceding the Regular Meeting of July 21, 2016 was held on July 7, 2016, 6:00
P.M., in the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
The following were noted present:
Councilmember Jorge Diaz
" Dennis DiMascio

Randy Krum
Susan Naples
Noted absent was Council President Vincent Bellino.
Also noted present was Municipal Clerk Kathleen M. Barney, MMC and Borough
Attorney Robert J. Bergen, Esq.
The Clerk stated that 2016 Annual Notice was mailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board on January 4, 2016. Notice was
published in The Home News Tribune on January 5, 2016 and The Star Ledger on
January 6, 2016.
The Meeting was opened with a minute of Silent Prayer and the Pledge of
Allegiance led by Mayor Daniel J. Reiman.
Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative
vote of the five (5) Councilmembers present, the minutes of June 2 & 30, 2016
were approved.

1. 916 -13 Approving and Authorizing Execution and Delivery of a Lease
Agreement with the Middlesex County Improvement Authority.
2. #16 -14 Approving and Authorizing Execution and Delivery of a Loan
Agreement with Middlesex County Improvement Authority.

ORDINANCE #16 -13 ORDINANCE #16 -13 was introduced and adopted on First Reading and the Clerk
First Reading authorized and directed to advertise same for Public Hearing to be held August
18, 2016 upon MMS &C by Councilmembers DiMascio and Krum. Upon individual
roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in
the affirmative. Council President Bellino was noted absent.

Mayor Reiman said for the record, the lease purchase items will be paid over a
five (5) year period. Its three (3) DPR Trucks and three (3) Police SUV's with
equipment.

There were no comments from the public.

to be closed upon MMS &C by Councilmembers Diaz and Johal and unanimous
affirmative vote of the five (5) Councilmembers present. Council President Bellino
was noted absent.

The Mayor read the resolution into the record.
1. Directing the Issuance of Various Raffle Licenses.
The Mayor asked for a motion on the Consent Agenda.
Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative
vote of the five (5) members present, Councilmembers Diaz, DiMascio, Johal,
Krum and Naples voted in the affirmative.
** *Clerk's Note — Resolution #1 "Directing the Issuance of Various Raffle
Licenses" will go on the Council Meeting of July 21, 2016.

PAYMENT OF BILLS
Upon MMS &C by Councilmembers Diaz and Krum all bills appearing on the
prepared list, properly audited and signed were ordered to be paid. Upon
individual roll call vote, Councilmember Diaz, DiMascio, Johal, Krum and Naples Reports
voted in the affirmative. Council President Bellino was noted absent.
REPORTS -
1. Clerk's Office —June 2016
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative
vote of the five (5) members present, all reports were ordered to be received and
placed on file.
COMMITTEES
PUBLIC WORKS — Committee Chairman DiMascio said that he had nothing to
discuss at this time.
FIRE AND DOMESTIC PREPAREDNESS — Committee Chairman Krum said he was
very glad to see the Waterfront coming along. Progress.
POLICE — Committee Chairperson Naples said that she had nothing to discuss. She
wanted to reiterate what Councilman Krum said about the Waterfront, good job.

BUILDING & GROUNDS - Committee Chairman Johal reported progress in his
department.
PARKS, RECREATION AND PUBLIC PROPERTY— Committee Chairman Bellino was
noted absent.
Mayor Reiman said they started dredging for the Marina yesterday. Now that it
is under construction, the official ground breaking will be July 21, 2016 at 11:30
Pdiazimd A.M. at the Waterfront.
After no further discussion upon MMS &C by Councilmembers DiMascio and
Krum and unanimous affirmative vote of the five (5) Councilmembers present,
the meeting was adjourned at approximately 6:03 P.M.
