HomeMy Public PortalAbout07-07-16 agendaJuly 7, 2 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting of July 21, 2016 was held on July 7, 2016, 6:00 P.M., in the Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. The following were noted present: Councilmember Jorge Diaz " Dennis DiMascio " AjmarJohal Randy Krum Susan Naples Noted absent was Council President Vincent Bellino. Also noted present was Municipal Clerk Kathleen M. Barney, MMC and Borough Attorney Robert J. Bergen, Esq. The Clerk stated that 2016 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on January 4, 2016. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. The Meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of June 2 & 30, 2016 were approved. ORDINANCES — Public Hearing 1. 916 -13 Approving and Authorizing Execution and Delivery of a Lease Agreement with the Middlesex County Improvement Authority. 2. #16 -14 Approving and Authorizing Execution and Delivery of a Loan Agreement with Middlesex County Improvement Authority. Roll Call Noted Also Noted Present Statsmnt of msetirg Notice Silent Prayer & Pledge of Allegiance Approval of Minutes III July 7, 2016 ORDINANCE #16 -13 ORDINANCE #16 -13 was introduced and adopted on First Reading and the Clerk First Reading authorized and directed to advertise same for Public Hearing to be held August 18, 2016 upon MMS &C by Councilmembers DiMascio and Krum. Upon individual roll call vote Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Council President Bellino was noted absent. ORD IIVAU #16-14 ORDINANCE #16 -14 " Agroaicg & Alitlnrizitg "APPROVING AND AUTHORIZING EXECUTION AND DELIVERY OF A LOAN Loan Pgreanent AGREEMENT WITH MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" with MCIA Mayor Reiman said for the record, the lease purchase items will be paid over a five (5) year period. Iters & Nav )isiness Upon MMS &C by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Open Hearing to be open. There were no comments from the public. Clad There being no comments or objections the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Johal and unanimous affirmative vote of the five (5) Councilmembers present. Council President Bellino was noted absent. -21/ 7, 2016 The Mayor read the resolution into the record. 1. Directing the Issuance of Various Raffle Licenses. The Mayor asked for a motion on the Consent Agenda. Upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the five (5) members present, Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. ** *Clerk's Note — Resolution #1 "Directing the Issuance of Various Raffle Licenses" will go on the Council Meeting of July 21, 2016. Upon individual roll call vote, Councilmember Diaz, DiMascio, Johal, Krum and Naples Reports voted in the affirmative. Council President Bellino was noted absent. REPORTS - 1. Clerk's Office —June 2016 Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the five (5) members present, all reports were ordered to be received and placed on file. COMMITTEES PUBLIC WORKS — Committee Chairman DiMascio said that he had nothing to discuss at this time. FIRE AND DOMESTIC PREPAREDNESS — Committee Chairman Krum said he was very glad to see the Waterfront coming along. Progress. POLICE — Committee Chairperson Naples said that she had nothing to discuss. She wanted to reiterate what Councilman Krum said about the Waterfront, good job. PARKS, RECREATION AND PUBLIC PROPERTY— Committee Chairman Bellino was noted absent. Mayor Reiman said they started dredging for the Marina yesterday. Now that it is under construction, the official ground breaking will be July 21, 2016 at 11:30 Pdiazimd A.M. at the Waterfront. After no further discussion upon MMS &C by Councilmembers DiMascio and Krum and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was adjourned at approximately 6:03 P.M.
