CITY OF RICHMOND, INDIANA, AUGUST 26, 1976
1 The Board of Public Works and Safety of the City of Richmond,
2 Indiana, met in regular session August 26 , 1976, at the hour of
3 9:00 A.M. in the Municipal Building in said City. Mr. Reinke
4 presided with Mr. Meredith and Mr. Webb present. The following
5 business was had, to-wit:

7 Mr. Webb moved to approve the minutes of the previous meeting,
8 seconded by Mr. Meredith and on unanimous voice vote the moft7.on
9 was carried.

11 Mr. Webb moved to approve, seconded by Mr. Meredith the request
12 of Mrs . Sharon Rider 'to close two (2) blocks from approximately
13 1570-1650 on Idlewild Drive for a block party on September 5, 1976
14 from 10:00 A.M. to 10:00 P.M. and on unanimous voice vote the
15 motion was carried.

17 Mr. Meredith moved to allow the Wayne County Health Fair Committee
18 to do the following on September 17 from 9: 00 a.m. to 9:00 p.m.
19 and September 18 from 9:00 a.m. to 6:00 p.m. , seconded by Mr. Webb
20 and on unanimous voice vote the motion was carried:

22 (1) "No Parking" signs placed on the east side of
23 8th Street and the west side of 9th Street north
24 and south of the Promenade to the alleys. This
25 restricted parking will begin Thursday, September
26 16 in the a.m.
27 (2) Allow parking of cars in this restricted area if
28 car is designated "Health Fair Committee" by
29 placement of a sign in the front window.
30 (3) Allow placement of mobile units in the first
31 parking stalls on either side of the insets at
32 the Promenade on 8th and 9th.

34 Proof of publication was in order and the following bids were re-
35 ceived on the Community Development project for the construction
36 of sidewalks and curbs from South L to Wernle Road on South 13th
37 and installation of storm drainge pipe on South P to the Railroad
38 overpass south of Wernle Road: Eastern Indiana Ashpalt, $58,379..82;
39 Delucio & Son , $68,794.00; Julius Gerken , $64,198.60; Ernui:ejCain ;>.
40 $58,320. 10; A & D Excavating, $87,003.00. All bids seeming to be
41 in order, Mr. Meredith moved to take these bids under advisement
42 until next Board meeting, seconded by Mr. Webb and on unanimous
43 voice vote the motion was carried.

45 Mayor Clifford Dickman congratulated the Richmond High School Band
46 on placing 6th in the State Fair Contest and commended the Police
47 Department for their handling of the traffic who came to meet the
48 students on their return and to WKBV for coordinating the reception
49 on the air.

51 Mr. Webb moved to approve Capt. Scott Loper's request for bids for
52 painting approximately 960 parking stalls in the central business
53 district, seconded by Mr.- Meredith and on unanimous voice vote the
54 motion was carried.

56 The specifications and -1ocati ons wi 11 be fi led with the City Clerk's
57 Office where sealed bids will be placed for opening Thursday,
58 September 2 at 9: 15 A.M.

60 Mr. Meredith moved to accept Capt. Loper's request to change the
61 _ speed limit on Williamsburg Pike from its present 30 mph to that
62 of 40 mph, beginning at a point approximately 3435 feet south of the
63 city limits and continuing north to the city limits , thus making it
64 compatible with the present 40 mph speed limit from the city limits
65 north to the interstate, seconded by Mr. Webb and on unanimous voice
66 vote the motion was carried. This approval will be sent to Council
67 for their consideration.

1 Mr. Meredith moved to take the request of Mr. Ralph, Burrell , 828
2 South 12th, for improvement of sidewalks in this block, under advise-
3 ment until the next Board meeting since this is a Community Develop-
4 ment area, seconded by Mr. Webb and on unanimous voice vote the
5 motion was carried.

7 There being no further business an motion duly made , seconded and
8 passed the meeting was adjourned.
