CITY` OF RECHMOND, INDIANA, AUGUST 12, 1976 1 The Board of Public Works and Safety of the City of Richmond, 2 Indiana, met in regular session August 12 , 1976 at the hour of 3 9: 00 a.m. in the Municipal Building of said City. Mr. Meredith 4 presided with Mr. Webb present. Mr. Reinke was out of town. The 5 following business was had, to-wit: 6 7 Mr. Webb moved to approve the minutes of the previous meeting, 8 Seconded by Mr. Meredith. 9 10 Mrs,. Faye Jose, Chairman of the Mayor's Advisory Committee on 11 Bicycles, presented the committee's proposed east-west and north- . 12 south bj'cycle routes. • The committee held a public hearing last 13 Wednesday evening. Discussion was held on the problem of park- 14 i.ng on both sides of South "B" Street and recommendation from 15 'the committee is to have parking on one (1) side of the street 16 only from South 9th to South 16th Streets. Bob Goodwin reported Q7. he had checked the area and on three (3) separate occasions and 18 had found no parking problem. He presented a petition to the Board 19 from some residents in the blocks from 12th to 14th against re- 20 strtcting parking on one side. 21 22 Sgt. Ron Williams of the Traffic Division presented lists showing 23 location needs for sign posting along both the north-south and 24 the east-west routes. His estimated minimum cost for these signs 25 is $3,300.00. Transportation Director Jerry Haynes estimated the 26 cost for painting the routes at $2 ,000.00. 27 28 Mrs. Jose stated that the committee is recommending voluntary use 29 of these routes as opposed to compulsory routes , in answer to 30 Chief Chris' inquiry. 31 32 speaki.ng for the petition against limited parking on South "B" was 33 Mrs. Vivian Batti:sta, 1317 South "B". 34 _ • 35 Mr. Meredith moved taking- this proposal under advisement for study 36 and to implement the bicycle routes as soon as- the study is complete, 37 seconded by Mr. Webb. 38 • 39 Mr. Loren Vance, Chairman of the 1977 Rose Festival' Committee, re- 40 quested an encroachment waiver which would allow them to place two 41 ' rows o:f-seats on the North-side of North "A" Street, from 10th - 42 Street to 16th Street; also, if needed, to put seats on the- South 43 side of North "A" Street from 10th Street to 16th Street, provided 44 permission is obtained from the Richmond Police Department. In 45 . placing the rows of seats, all intersections will remain open. This 46 request has the approval of the Richmond Police Department: 47 48 Mr. Meredith moved this request be granted subject to State approval ,: 49 seconded by Mr. Webb. 50 51 Mr. Webb moved, seconded by Mr. Meredith and on unanimous voice vote . 52 the motion was carried. to accept the recommendation of Fire Chief 53 Paul Mullin for the promotion of Engineer Larry Bosell to the rank 54 . of Lieutenant and the promotion of Firefighter Don Kemper to the - 55 rank of Engineer, both effective August 12 , 1976. 56 . 57 . Chief Chris recommended acceptance of the bid of Carter Cycle 58 Center for two (2') 1976 police equipped solo motorcycles - one of 59 which is for the alternate bid for a demonstrator. The Chief 60 pointed out that these bids include all equipment except the radio. 61 The total bid for the two (2) motorcycles is $6,838. 15. Mr. Meredith 62 moved to accept this bid, seconded by Mr. Webb. 63 64 Mr. Webb moved, seconded by Mr. Meredith to approve the request from 65 Chief Chris for Patrolman Terry Bledsoe to be sent to the Indiana 66 Law Enforcement Academy at Plainfield, Indiana on August 16, 1976 to 67 attend the Defensive Tactics Instructors Course. Board of Works Minutes Cont' d August 12, 1976 Page 2. 1 Mr. Meredith moved, seconded by Mr. Webb to accept bids for the 2 Community Development South 13th Street Project on Thursday, 3 August 26th at 9:15 a.m. This includes sidewalks on 13th from 4 So. "L" to Wernle on the east side and curbs and widening of the 5 street from So. "0" to a little beyond Wernle. 6 7 Mr. Meredith moved, seconded by Mr. Webb to accept bids for a Dog 8 Barden Truck. on September 2 at 9: 15 a.m.' 9 10 Mr. Meredith moved, seconded by Mr. Webb to present a resolution 11 . to Council for the sale of City-owned property located at So. 9th 12 and "E known as old firehouse No. 4. 13 14 Upon recommendation from the Engineer's office, Mr. Meredith moved, 15 seconded by Mr. Webb to accept from the State frontage road along 16 r-70 known as West Cart Road for . 174 miles east of U. S. 27. 17 18 Mr. Meredith moved, seconded by Mr. Webb to approve a request from 19 the Shri:ner's to place a reviewing stand between 8th and 9th Streets 20 on the south side of the street by the Hall of Fame Building and 21 bleachers between 7th and 8th Streets by the YMCA and possible 22 bleachers by the reviewing stand for their parade August 21 . 23 24 Mr. Meredith moved, seconded by Mr. Webb to grant the Shriners re- 25 quest to route their mobil units north on Ft. Wayne Avenue to North 26 'E streets to return to their place of beginning. This request has 27 the approval of Chief Chris. 28 29 Mr. Meredith moved, seconded by Mr. Webb to accept the report of the 111 30 Bureau of Buildings presented to the Board at their last meeting by 31 Charles Roberts. 32 33 Mr. Charles Roberts reported he, has received on August 12th the 34 return request from the certified -letter sent to Mr. Sherman Fleming 35 mailed July 30, 1976 concerning the condemnation of Mr. Fleming's 36 property located on No. 10th Street. Mr. Meredith 'requestedJir. Roberts 37 meet with Mr. Reinke and report to the Board next week, if Mr. Fleming 38 has not made contact with Mr. Roberts. 39 4.61 There being no further business , on motion duly made, seconded and 41 passed the meeting was adjourned. 42 43 Donald E.
