Reiman at 6:00 P.M., Thursday, July 21, 2016, Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, Newlersey. Upon individual roll call the following were noted present: Councilmember Vincent Bellino Dennis DIMascl0 " AjmarJohal Susan Naples Noted absent were Councilmembers Jorge Diaz and Randy Krum. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Borough Attorney. The meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. m 111 a• • air • 2 • The Clerk stated that the 2016 Annual Notice was mailed to The Home News STA1E4Nr OF ME= NXICE Tribune, The Star Ledger and posted on the bulletin board on January 4, 2016. Notice was published in The Home News Tribune on January 5, 2016 and The Star Ledger on January 6, 2016. PRESENTATION: Danielle Gruskowski Scholarship Awards L}yQTi•7I F CRUSIUNU &[ W Danielle's brother spoke about the scholarship and he also spoke about his sister. Mayor Reiman said it is now a law. We have a Scholarship on her behalf, in memory of Danielle. The Mayor presented the Scholarship to T. Kellyand Nico Dinicola who will both be attending Middlesex County College. 1. CRD _ ORDINANCES- First Reading LIRSP RFADIIM 1. 1116.15 Approving Certain Police Powers to be Exercised by Special Law Enforcement Police Officers, Class I. 2. #16.16 Approving Properties for Special Improvement District. 3. #16.17 RAB Ordinance. Mayor Reiman said Class 1 Police Officers generally do parking and traffic control and those type of things. For them, they will be authorized to make arrest for a disorderly person that has to be authorized by Ordinance. We want to make sure they have the appropriate authority. JULY 21, 2016 ORDINANCE #16 -16 "AN ORDINANCE APPROVING ADDITIONAL MEMBERS /PROPERTIES FOR THE SPECIAL IMPROVEMENT DISTRICT" Mayor Reiman said Ordinance #16 -17 is a RAB Ordinance. An Ordinance providing for the Construction of a parking facility and Cooke Avenue mixed use redevelopment area. Appropriating up to $700,000 therefor and authorizing the issuance of redevelopment area Bonds. This is the Washington Avenue mixed use development. This will be funded by the developer and the development entity in addition to their Pilot or their taxes, they would be paying a premium for the use of their garage. This will provide for parking in the downtown business district and for the future performing arts parking garage. 1 ORDINANCE #16 -17 was introduced and adopted on First Reading and the Clerk pI authorized and directed to advertise same for Public hearing to be held upon MMS &C by Councilmembers Bellino and DiMascio. ORDINANCE #16 -17 "BOND ORDINANCE PROVIDING FOR CONSTRUCTION OF A PARKING FACILITY AND CERTAIN OTHER IMPROVEMENTS IN THE COOKE AVENUE MIXED -USE REDEVELOPMENT AREA IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $7000,000 THEREFOR,AUTHORIZING THE ISSUANCE OF $7000,00 REDEVELOPMENT AREA BONDS OR NOTES OF THE BOROUGH FOR FINANCING THE COST THEREOF, DIRECTING THE SPECIAL ASSESSMENT OF ALL OR PART OF THE COST THEREOF,ANDAUTHORIZING THE EXECUTION OF A SPECIAL ASSESSMENT IN CONNECTION THEREWITH" Upon MMS &C by Councilmembers Naples and Bellino and unanimous affirmative vote of the four (4) members present, the Mayor declared the public portion on Resolutions /Agenda Items and New Business to be open. There were no comments from the public. MADI •M 3• JULY 21, 2016 QCSID Upon MMS &C by Councilmembers Bellino and DiMascio and unanimous affirmative vote of the four (4) members present, the Mayor declared the public portion on Resolutions/ Agenda Items and New Business was closed. Councilmember Bellino said he had a question on Resolution 16 -131. (XMv NIS & Mayor Reiman said under that statute this is for abandoned homes. Under that DLSCUSSION statute, we have to appoint one particular person who is the officer downstairs in the construction office. Tony Neibert was. This designates the hearing officer pursuant to that office so if we're going after an abandoned home and we want the bank to fix it up we have to notify the bank to come and talk this person. COMMITTEES - BUILDINGS & GROUNDS - Committee Chairperson Johal reported progress. FINANCE & ADMINISTRATION - In the absence of Committee Chairperson Diaz, the Mayor reported Progress in his department. 6. JULY 21, 2016 FIRE & DOMESTIC PREPAREDNESS- In the absence of Committee Chairperson Krum, the Mayor reported Progress in his department. Ca\,� (n41 PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported progress. POLICE — Committee Chairperson Naples reported that the department completed their firearms qualifications at the Middlesex County Police Range. The department will soon start active shooter response training at an undisclosed location. National Night Out is scheduled for August 2, 2016 between 6:30 P.M. and 9:30 P.M. We did speak about old vehicles already. Just to report, our K -9 (canine) Unit only has six (6) weeks left before they graduate and hope to see them on the street, to crack down on drug possession and distribution. Thank You. Councilmember DiMascio asked how many people we have going for the canine, just one? Mayor Reiman said canines are only assigned to one (1) person. PUBLIC WORKS — Committee Chairperson DiMascio reported progress in his department. BOARD OF EDUCATION — Committee Chairperson Naples reported progress in her department. Mayor Reiman said he had a Proclamation for "National Night Out „lAM171QV _ which is the evening of August 2, 2016. JULY 21, 2016 of other communities across the country in promoting cooperative, police- community crime prevention efforts; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Carteret Police Department through joint crime, drug and violence prevention efforts in the Borough of Carteret; and WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs and violence in the Borough of Carteret; and WHEREAS, police- community partnerships, neighborhood safety, awareness and co- operation are important themes of the "National Night Out" program; NOW, THEREFORE, WE, The Mayor and Council, do hereby call upon the citizens of the Borough of Carteret to join the Carteret Police Department's Crime Prevention Unit and the National Association of Town Watch in supporting the "33rd Annual National Night Out" on August 2 nd 2016 as "National Night Out" in the Borough of Carteret. FURTHER, LET IT BE RESOLVED THAT WE, The Mayor and Council, do hereby proclaim Tuesday, August 2n 2016 as "NATIONAL NIGHT OUT" IN THE Borough of Carteret.
