The Common Council of the City of Richmond, Indiana met in a Regular Meeting, May
16, 2022 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR LOCKE
President Turner called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey
Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Bill Henry & Derek Hill, Code
Enforcement; Pat Smoker, Director of the Sanitary District; Kim Vessels, Assistant
Corporate Council; Gordon Moore; Denise Retz, Parks and Recreation; Traci McGinnis,
Deputy Controller; Ian Vanness, Infrastructure and Development; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held May 2, 2022,
supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 3, 24, 25, 26 & 27-
2022 on first reading by title only, supported by Councilor Goss .Upon a vote viva voce,
the motion carried.
ORDINANCE NO. 3-2022 – A SPECIAL ORDINANCE AUTHORIZING THE CITY
OF RICHMOND TO RECEIVE DONATIONS FOR RICHMOND FIRE DEPARTMENT
PROGRAMS
The Clerk read Ordinance No. 3-2022 on first reading by title only.
The Finance Committee recommended approval.
Councilor Cappa moved to advance Ordinance No. 3-2022 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.

Councilor Goss moved for engrossment, supported by Councilor Oler. Upon a vote viva
voce, the motion carried.
Councilor Oler called for the question, supported by Councilor Bumbalough.
Ordinance No. 3-2022 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 24-2022 – AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMEN OF HOMELAND SECURITY (Fire)
The Clerk read Ordinance No. 24-2022 on first reading by title only.
The Finance Committee recommended approval.
Councilor Cappa moved to advance Ordinance No. 24-2022 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.

Ordinance No. 24-2022 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 25-2022 – AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OR HOMELAND SECURITY (Fire)
The Clerk read Ordinance No. 25-2022 on first reading by title only.
The Finance Committee recommended approval.
Councilor Cappa moved to advance Ordinance No. 25-2022 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.

ORDINANCE NO. 26-2022 – ORDINANCE ADOPTING A NEW SCHEDULE OF
RATES AND CHARGES FOR SERVICES RENDERED BY RICHMOND POWER
AND LIGHT TO REFLECT THE REPEAL OF THE UTILITY RECEIPTS TAX,
EFFECTIVE JULY 1, 2022

Councilor Oler moved to advance Ordinance No. 26-2022 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.

ORDINANCE NO. 27-2022 – A GENERAL ORDINANCE AMENDING SECTION
30.01 OF CHAPTER 30 OF THE CITY OF RICHMOND CODE REGARDING
BOUNDARIES FOR COUNCIL DISTRICTS

Councilor Cappa moved to advance Ordinance No. 27-2022 to second reading and public
hearing, supported by Councilor Locke. Upon a vote viva voce, the motion carried.

ORDINANCE NO. 21-2022 – A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM OUTDOOR COMMERCIAL DISTRICT TO
HIGH INTENSITY INDUSTRIAL DISTRICT (0 Salisbury Road)
The Clerk read Ordinance No. 21-2022 on second reading by title only.
The Plan Commission recommended approval.
Councilor Goss moved for engrossment, supported by Councilor Engle. Upon a vote viva
voce, the motion carried.
Councilor Goss called for the question, supported by Councilor Engle.
Ordinance No. 21-2022 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 23-2022 – AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF NATURAL RESOURCES (Park)
