A RESOLUTION RECOMMENDING THAT THE UNITED STATES CONGRESS ENACT
HR 3921, THE SAFETY FOR AMERICANS FROM NUCLEAR WEAPONS TESTING ACT
WHEREAS, the federal government has a lengthy history of conducting both atmosphenc and
underground nuclear weapons tests from 1951 until 1992 at the Nevada Test Site, and
WHEREAS, even underground weapons tests have enutted large amounts of radiation, and
WHEREAS, Amencans, particularly those who lived downwind from the test site, were never
wanted about the dangers of excessive radiation exposure, and
WHEREAS, thousands of Amencans, commonly known as "downwmders", were exposed to
radioactive fallout and have battled with the adverse health effects of this exposure, and
WHEREAS, public pressure during the 1980s forced the federal government to address high
rates of cancer and other illnesses among "downwmders", which led to the passage of the
Radiation Exposure Compensation Act in 1990, and
WHEREAS, Amencans are still dealmg with the after effects of previous rounds of nuclear
weapons testmg, and
WHEREAS, the U S has imposed a moratonum of weapons testing since 1992, and
WHEREAS, recent decisions by Congress and by the federal government may lead to the
resumption of nuclear weapons testing m the future
NOW, THEREFORE, we, the Governing Body of the City of Moab do hereby recommend that
the Umted States Congress enact HR 3921, the Safety for Amencans from Nuclear Weapons
Testmg Act
This resolution shall take effect immediately upon passage
Passed and adopted by action of the Govemmg Body of the City of Moab in open session
