HomeMy Public PortalAbout22-020 - Ratifying a Grant Application for restoration of the City's Historic Fire StationSponsored by: City Manager RESOLUTION NO. 22-020 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, RATIFYING A GRANT APPLICATION FOR RESTORATION OF THE CITY'S HISTORIC FIRE STATION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-locka's Historic Fire station is a building of historic significance for which the City is interested in restoring and preserving; and WHEREAS, the Interim City Manager has submitted a grant application to the Florida Department of State, Division of Historical Resources to cover one-half of the cost of restoration of the City's Historic Fire Station, up to a construction cost of $300,000.00; and WHEREAS, based upon updated available design information, the project is estimated to cost no more than $250,000, including a 10% contingency budget; and WHEREAS, as a condition of the grant application, the City Commission is required to adopt a resolution indicating support for the project to include affirming a commitment for the City's required match of one-half of the project costs for the project. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The City Commission of the City of Opa-Locka, Florida, hereby ratifies the submission of the grant application to the Florida Department of State, Division of Historical Resources and further affirms its commitment for a required grant match for one-half of the project construction costs. SECTION 3. This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. The City is interested in restoring the Historic Fire Station with the intent of subsequently making it available for rent to increase commercial activity in the area as well as provide another source of revenue for the City. The City's Grant writing service advises that as long as the exterior of the building remains true to its historic design, the renting of the interior space for commercial purposes can be an acceptable use. The grant requires a one-to-one match. As part of the application, it is required that the Commission adopt a resolution indicating support of the project and further affirming that the necessary match funds are available for the project. At the time the grant was submitted, it was very conservatively estimated that it could be a $500,000 project. Now that the nature is better understood, it is estimated that the project will cost in the range of $225,000. For purposes of conservatively budgeting for this project to allow for a continuation of the current inflationary pressures, it is recommended that a $250,000 budget be established, requiring a City match of $125,000. If the grant is received, a budget will be established in the Safe Neighborhood Fund, 44-541841- Fire House / HR Building, for $250,000 with one-half of the funding to come from the State grant and the remainder to come from General Fund Available Fund Balance. Proposed Action: Staff recommends the City Commission ratify the submission of a grant application for the restoration of the Historic Fire Station and directs staff to reflect this project as an amendment to the FY 23 Budget, conditional on the receipt of a State grant for one-half of the construction cost, up to $125,000.
