Greencastle City Hall I. Call to Order; Roll Call A. Mayor Murray called meeting to order at 7:00 PM; Upon roll call by Clerk Treasurer Teresa Glenn present: Councilors Adam Cohen, Jinsie Bingham, Mark Hammer, Terry J. Smith and Phyllis Rokicki were all present. II. Public Hearing - Resolution 2010 -5 A Resolution Authorizing Additional Appropriations to the Annual Budget. A. Mayor Murray opened public hearing at 7:01 PM and read this resolution in its entirety. No comments heard, hearing closed at 7:05 PM. III. Public Petitions and Comments A. Mayor Murray introduced Dr. Bruce Steinbrickner current Greencastle school board appointment for his comments regarding his tenure on the board. Dr. Stienbrickner shared some of the events of the Greencastle School Board. B. Mayor Murray reminded the Council and those listening that applications are still being taken for school board appointments. IV. Special Requests A. Putnam County Fair Parade Friday, July 23, 2010 — Cheryl Spencer 1. Request to close portions of Washington, Wood, Arlington, Durham, Bloomington, Locust, Spring, Vine, College, Indiana and Franklin Streets as well as Indianapolis Road beginning 5:30 PM. a. Cheryl Spencer present representing this request. She thanked the Council for their support and expressed how well the parade went last year; hoping for another successful year. i. Motion by Jinsie Bingham to approve this request with a special request to have Chief Sutherlin add additional support at Courthouse station, second by Phyllis Rokicki, unanimous approval. B. Chief's Restaurant — Indy New 1. Requesting street closure for Saturday June 19, 2010 from Franklin and Indiana to Vine Street /Alley behind Goodwill with a beer garden 12' x 25' in the middle of street serving wine and beer. Waiting on excise permit from State. Chief Sutherlin reported that he has spoken with excise and Chief's representative and is ok with this event. Asking for approval of Beer Garden from 2:00 PM to 7:00 PM; Motion by Adam Cohen second by Mark Hammer to approve the beer garden request, unanimous approval. V. Department Reports A. Cemetery — Ernie Phillips B. Engineer — C. Fire Department — Bill Newgent D. Park and Recreation — Rod Weinschenk 1. Rod Weinschenk reported on Albin Pond Safe Route to School Pathway Project. Other updates: 6000 Park and Recreation Pamphlets have been distributed. Saturday June 5 th Annual Jaycee Park Fishing contest and other recreation programs as listed in brochure. Saturday May 29 set as first day for Aquatic Center to be open. Working on some major projects to fix drainage problem in Robe Ann. E. Planner — Shannon Norman 1. Shannon Norman reviewed procedures on trash and weed complaints and enforcement. F. Police Department — Tom Sutherlin G. Department of Public Works — Brad Phillips H. Water &Wastewater Department — Richard Hedge 1. Discussion regarding water loss issue and Richard Hedge reported fixing leaks on Jackson and Berry Streets. I. City Attorney - Laurie Robertson Hardwick 1. Laurie Hardwick reminded everyone that the Sidewalk Program is still taking applications. VI. Approval of Minutes A. Regular Meeting April 13, 2010 1. Change of time to 8:32 for adjournment and change of spelling to College not Colleges, Terry J. Smith motion to approve, Phyllis Rokicki second, Mark Hammer and Adam Cohen abstain. Motion carried. VII. Old Business A. Tabled 1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the Greencastle City Code Creating A Grease Interceptor/Trap Policy, Second Reading VIII. New Business A. Resolution 2010 -5, A Resolution Authorizing Additional Appropriations to the Annual Budget. 1. Motion by Adam Cohen to approve as presented, second by Mark Hammer, unanimous approval. B. Request from Chianxiang City to sign a Resolution from Chianxiang City. Mayor Murray read this request in its entirety. Motion by Mark Hammer to approve this request, second by Terry J. Smith, unanimous approval. IX. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Jinsie Bingham, unanimous approval. X. Reports A. Mayor's Report 1. Mayor Murray reminded everyone about Fair on The Square beginning this Friday, running through Sunday. 2. Also will begin ward meetings soon. 3. Refuse Handling will be disbursing totes this week on the regular routes. Mayor Murray noted that phone number in paper should have been the local number. Disabled individuals should contact RHS as well as those who are concerned about the size of the totes. Recycling will be every other week. B. Clerk- Treasurer's Report 1. Presented Council with updated April, 2010 Treasurer's Report and reported that State Board of Accounts Auditor is here for annual audit. C. Councilors 1. Councilor Rokicki reminded council of the City Council Rokicki Scholarship that will be presented to a Greencastle graduating senior on May 23 this year. This is a $500 scholarship funded by each Councilor contributing $100 each year. 2. Councilor Cohen reported that DePauw will be hosting the Women's National Softball Tournament this weekend. Thursday May 13 there will be presentation on bio -fuels at the Union building beginning at 6:30 PM. Reminder that school board appointment application are still being taken with the interview process to be held during next regular council meeting unless Council prefers a special meeting for interview process. Council's desire is to have the special meeting with the appointment announcement at the regular meeting. Asked Council if they would like to have committee appointment members to attend Council meetings in the future for questions and reporting purposes. Council would like to have Councilor Cohen schedule these appointees to come and report one per month. June 1 sc scheduled for special meeting to interview potential school board appointees beginning at 7:00 PM. 3. Councilor Bingham thanked Supt. Phillips and his department for the extra work on Veteran's Highway. She also thanked Captain Inman for his work with the local schools. Councilor Bingham thanked Eileen Johnson with her work with the Mental Health Association and a special congratulations to Patti Harmless on her recent award. June 22 many older homes in the third ward will be showcased during a special event being held at the Putnam County Museum demonstrating how to work on older homes with an afternoon self directed walking tour of these homes. Thanks to everyone who participated in the Relay for Life. XI. Adjournment A. Motion by Jinsie Bingham to adjourn at 8:24 PM, second by Adam Cohen, unanimous approval. Susan V.
