HomeMy Public PortalAbout05-02-2022 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, MAY 2,2022 The Common Council of the City of Richmond, Indiana met in a Regular Meeting May 2, 2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Monica Bums, Deputy City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Denise Retz, Park Superintendent; Kim Vessels, Assistant City Attorney; Tony Foster, RP&L General Manager; Kathy Clark, Taylor Siefker William Design Group; and,Media. APPROVAL OF MINUTES Councilor Parker moved to approve the minutes of the regular meeting held 2022, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR Mayor Snow introduced Rob Napier of VFW Post 1108 to make a presentation. Mr. Napier presented a plaque to be placed on the podium showing that it was donated by VFW Post 1108. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the April 14,2022 and April 21, 2021 meetings were accepted as presented. a Common Council Minutes May 2,2022 Page 2 of 2 REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS-None ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance No. 23-2022 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce, the motion carried. ORDINANCE NO. 23-2022-AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL RESOURCES (Park) The Deputy City Clerk read Ordinance No. 23-2022 on first reading by title only. The Park Department is seeking a grant for phase one implementation of the Gorge Activation Project, This Ordinance was referred to the Finance Committee. ORDINANCES ON SECOND READING-None MISCELLANEOUS BUSINESS-None CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
