HomeMy Public PortalAbout023-2022 - Grant - DVR - Phase I - Gorge activation project COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA ORDINANCE NO.23-2022 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL RESOURCES WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration,provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The Indiana Department of Natural Resources, through its Land and Water Conservation Fund,has grant funding available;and WHEREAS, The City of Richmond desires to submit a grant application for grant funding for Phase I of the Gorge Activation Project (hereinafter"Local Project" or"Project"); and WHEREAS, Funding for the Local Project is requested to build a strong foundation for destination activities by maintaining and repairing existing amenities and implementing new features; and WHEREAS, This Project is undertaken in response to the public health emergency and/or negative economic impacts resulting from the pandemic and the resources dedicated to this Project fight the pandemic, sustain and strengthen the economic recovery, maintain vital public services, and make investments that support long- term growth,opportunity,and equity;and WHEREAS, A local match is required and will be met through the American Rescue Plan Lost Revenue Allocation funds. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,as follows: 1. The City of Richmond, in accordance with IC 36-1-4-10,has submitted or will submit a grant application to the Indiana Department of Natural Resources through its Land and Water Page 1 of 3 Conservation Fund for grant funding for Phase I of the Gorge Activation Project (hereinafter "Local Project" or"Project"). 2. Funding for the Local Project is requested to build a strong foundation for destination activities by maintaining and repairing existing amenities and implementing new features. The City of Richmond is authorized to accept said grant funding in an amount up to Five Hundred Thousand Dollars and Zero Cents($500,000.00). 4. A local match of Five Hundred Thousand Dollars and Zero Cents($500,000.00)will be • applied from the American Rescue Plan Lost Revenue Allocation funds. 5. All grant funding, if awarded to the City of Richmond, shall be appropriated to assist the City with Phase I of the Gorge Activation Project.
