Chair Easley read the following statement : The Nauset Regional School Committee has worked for over five years, in unison with our four member towns, to come up with a solution for the aging Nauset Regional High School building, which is in desperate need of repair after almost fifty years of use . A misstatement in the Press Release of December 11 , 2020 from the Nauset Regional School Committee addressing the project, needs to be clarified . Town administrators from our four member towns did not make a formal request for the " Code Only Upgrade Option" that was developed by Nauset Regional High School Building Committee . The subject of the code-only option had been discussed on many fronts, in many circles, but there was no formal request from Town Administrators for this option . I regret the misstatement in the Press Release, and accept total responsibility for the error . Agenda Changes - None Citizens Speak — Orleans resident Brian 'Kavanaugh read a statement to the Committee regarding the recent vote to change the voting process for the Nauset High School Building Project . Mr. Kavanaugh was invited to submit his full statement to the Committee which would be included as an attachment to the minutes . Discussion was held on the 2 minute rule for Citizen' s Speak. Chair Easley introduced new NRSC Member Steven Leibowitz and welcomed him to the Committee . PRIORITY BUSINESS Introduction & Review of the FY22 Nauset High School and Nauset Middle School Proposed Budgets : Superintendent Conrad expressed a quick overview of the FY22 Budget Process . Principal Julie Kobold reviewed the Proposed FY22 Middle School Budget, speaking specifically to items that have large increase/decreases . 8002 — Salaries Secretary ; increase due to consolidation in line items 8008 — Contracted Services Non-Inst . Technology : Middle School portion of a district wide initiative including Google Enterprise and Parent Square 8013 - Stipends for Mentors : Previously underfunded line item 8016 — Substitutes : Previously underfunded line item 8020 — Cont. Services Professional Development : Previously underfunded line item Nauset Regional School Committee, January 7 , 2021 1 P a g e 8022 — Textbooks/Software & Media : Increase due to 6th & 71" Grade Social Studies program, which includes digital textbooks and hard copies 8029 — Contracted Services Instructional Technology : Need for different licensing software 8032 — Classroom Instructional Hardware : iPad Refresh, ipad leases, staff technology 8061 — Contracted Services Buildings : Maintenance that in house custodians cannot address ie : Boilers etc . 8074/8075 — SE Tutor Salaries/Contracted Services Due to student need 8115 � Special Education Coordinator : New Position : Dr. Erin Sullivan shared with Nauset High School 8090 — Special Education Salaries Guidance : New School Psychologist lower salary 8095 — SE Contracted Services Psychological : Will be handled in house Discussion and questions for the next meeting : Social Emotional Learning and Professional Development ; Items that are wanted/needed that have been left off due to budget constraints ; Professional Development needs and funding numbers/sources ; budget item decreases in Special Education , Superintendent Conrad invited Assistant Superintendent Keith Gauley to give a presentation to the Committee on Professional Development at some point. Asst. Superintendent Gauley offered a PD presentation at the next Joint School Committee meeting. Principal Chris Ellsasser reviewed the Proposed FY22 High School Budget, speaking specifically to items that have large increase/decreases . 8308 : Contracted Services Non Instr . Technology — District Wide Initiative 8404 — Librarian : retirement position will not immediately be filled 8311 — Salaries/Teachers : 2 positions will not be replaced 8315 /8316- Substitutes : underfunded in the past 8317 — Salaries • Ed Assistants : EA supporting Mandarin program in MS/HS — now under Salaries/Teachers 8327 — Contracted Svcs Other Inst. Services : increase in the use of online courses , ASL interpreter 8329 — Contracted Svcs Instructional Tech : some additions to virtual platforms and new programs 8332 — Classroom Instructional Hardware : Reduction due to possibility of moving to different hardware , iPad lease is almost expired . 8334 — Salaries Guidance Counselors : one Adjustment Counselor is being added 8348 - 8352 — Athletics : Previously underfunded 8353/8383 — Student Activities : reduction to removing some services that are no longer needed 8373 — SE Salaries Summer School : previously underfunded 8379 — SE Substitutes : previously underfunded 8415 — SE Coordinator : Dr . Erin Sullivan split with Middle School 8384 — SE Supplies : Moving to office line 8385 — SE Contracted Services : BRYT Program Coord . With Middle School 8412 — Salary Technology Support : Other funding source (grant funded) , reduction in one salary Discussion and questions for the next meeting : Grant funded positions will be discussed at the next meeting, discussion on items that are wanted/needed that have been left off due to budget constraints , and expected timeline on final numbers for salaries after negotiations are complete . Superintendent Conrad stated that across the state the number of retirements over the past year have increased . Information on the number of retirees will be available to the Committee at the next meeting, as well as the effect those have had on the budget. A question for discussion at the next meeting is summer programming for students to remediate some of the educational gaps due to the pandemic . Review of indicators on cost of insurance will be reviewed at the next meeting, although those numbers are usually not available until February. Nauset Regional School Committee , January 7 , 2021 2 1 P a g e Vote to establish the date for voting on the High School Building Project : Chair Easley explained the Town Clerks requested a High School Building Project date of March 30 , 2021 . There will not be early voting, there will be absentee and mail in voting available . Superintendent Conrad expressed appreciation to all Town Clerks for their help in this process . After the vote on the date , postcards will be printed and mailed, mail ballots will be sent out, all polls will be open on March 30t`. After discussion Richard Stewart made a motion to establish March 30 2021 as the date the ballot will be open for voting in Brewster Orleans Eastham and Wellfleet for the Nauset High School project. Future Agenda Items : Student Health Surveys Adjournment On a motion by Ed Brookshire seconded by Judy Schumacher, it was voted unanimously 7- 0 via roll call vote to adjourn at 7 : 43 PM.
