HomeMy Public PortalAbout01-27-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, JANUARY 27,2022 The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,January 27, 2022, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Emily Palmer. Absent was Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Kara Noe, Purchasing; Bill Henry, Code Enforcement; Fire Chief Jerry Purcell; Sherrie Richey, Code Enforcement; Beth Fields, Director of Strategic Initiatives; Greg Stiens, Director of Public Works and Engineering; Police Chief Mike Britt; Cedric James, Code Enforcement; Derek Hill, Director of Code Enforcement; and Media. APPROVAL OF MINUTES Ms.Palmer moved to approve the minutes of January 20,2022, supported by Ms. Robinson.Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Ms. Palmer moved to approve the Claims for Payment for January 28, 2022 in the amount of One Hundred Five Thousand Seven Hundred Ninety Six Dollars and fifty nine cents ($105,796.59), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Ms.Palmer moved to approve the Payroll Claims for Payment for January 28,2022 in the amount of Eight Hundred Fifty Six Thousand Sixteen Dollars and sixty three cents ($856,016.63), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Ms.Palmer moved to approve a Payroll Claims for Payment adjustment for January 28,2022 in the amount of Four Thousand Eight Hundred Seventy Five Dollars and twenty eight cents ($4,875.28), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Board of Works Minutes January 27, 2022 Ms. Palmer moved to approve the Transit Stipends for January 28, 2022 in the amount of Ten Thousand Three Hundred Fifty Dollars and no cents ($10,350.00), supported by Ms. Robinson. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION Ms. Palmer moved to approve the Payroll Claims for Payment for Pension for January 31, 2022 in the amount of Two Hundred Seventy One Thousand Four Hundred Ninety Three Dollars and thirty four cents ($271,493.34), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. REQUESTS -None BID OPENINGS • COMMUNITY CROSSINGS There was one bid received from Milestone Contractors in the amount of$1,526,506.25. This bid will be taken under advisement. • FLOOR REPLACEMENT FOR THE SENIOR CENTER Those bids are as follows: Richmond Carpet Outlet- $12,920.26 Ryan's Flooring Flooring - $8,866.62 Cove Base - $895.54 Preparatory- $1,922.84 These bids will be taken under advisement. BID AWARDS • MIKESELL EXCAVATING This is for the removal of properties located at: 201 South 7th Street 212 South 10th Street 433 South 9th Street 441 South 11th Street 920 South 23rd Street 620 South 13th Street 44 South 18th Street 334 Lincoln Street Board of Works Minutes January 27,2022 Not to exceed$80,400.00 Ms. Palmer moved to award the bid, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 7-2022—ABINGTON VOLUNTEER FIRE DEPARTMENT The Fire Department received a request from the Abington Volunteer Fire Department for the donation of a 200 Braun Chief III Ford Chassis Ambulance that has been taken out of service. According to Indiana Code they are able to purchase this ambulance for$1.00. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 9-2022—MIKESELL EXCAVATING, INC. The City retains Contractor to perform services in connection with the demolition of certain structures previously deemed unsafe by the Unsafe Building Commission. Services shall include demolition, removal of debris, and restoration of the site as more specifically set forth in the Notice to Bidders. The House, Garage and Barn located at 908 North 8th Street are the structures to be demolished. Not to exceed $6,950.00 Ms. Palmer moved to approve, supported, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 10-2022—TMAP, LLC The City Contractor to provide consulting and professional services in connection with the development and execution of a remote worker recruiting strategy and in connection with the implementation of a program to generate a pool of qualified applicants from the recruiting initiative to live within the Wayne County limits and/or the Richmond City limits. Not to exceed $140,000.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 11-2022—PROFESSIONAL CONSULTING ASSOCIATES The City retains Contractor to provide professional consultation and development services in connection with establishing a framework for the Human Rights Commission by utilizing a decision flow chart based on best practices which establishes the Commission as a pivotal community advocacy group for the Mayor's Office. Upon a vote viva voce, the motion carried. • CONTRACT NO. 15-2022 —FLATLAND RESOURCES The City retains Contractor to perform services in connection with the removal of Weir Dam located on the Whitewater River adjacent to Sim Hodgin Parkway. Services shall include, but shall not be limited to, Weir Dam removal, monthly reporting, and bank stabilization, warranty of work, as-built reporting, Phase I archaeological, and mussel relocation. Not to exceed $106,960.00 to be paid from two different grants. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 17-2022—HENERY COUNTY HUMANE SOCIETY,INC. The Society will be the City's Shelter for all stray dogs and cats that are brought to them. They will retain all contractual payments, donations and other monies it receives from any source and the City shall not be entitled to credit for any such receipts. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
