HomeMy Public PortalAbout04-07-2022 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, APRIL 7,2022 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., April 7, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Emily Palmer. Absent was Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk; Lieutenant Donnie Benedict; Sherrie Richey, Code Enforcement; Denise Retz, Park Superintendent; Fire Chief Jerry Purcell; Bill Henry, Code Enforcement; Ian Vanness, Director of Infrastructure and Development; Lucinda Wright, Council Person; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of March 31, 2022, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Ms. Palmer moved to approve the Claims for Payment for April 8, 2022 in the amount of One Hundred Ninety Nine Thousand Eight Hundred Forty Two Dollars and forty seven cents ($199,842.47), supported by Ms. Robinson. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION -None REQUESTS • • NEW HANDICAP SIGN 31 NW 17th Street Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • STREET CLOSURES Fox Tree Service Peacock Rd contract They are requesting to close Peacock Road from NW 5th Street to NW 8th Street Mon-Sat 8:00 a.m.to 5:00 p.m. starting April 18, 2022 until April 23, 2022 to remove several trees. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. Girls Inc. 5K Run/Walk May 14, 2022 they are requesting traffic control by RPD during the beginning of the race. The event starts at 8:00 a.m. with participants arriving at 6:45a.m. Sylvan Nook will briefly be shut down for 20 minutes at the beginning of the race. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. Townsend Center Block Party On Saturday May 21, 2022 from 10:00 a.m. until 4:00 p.m. they are requesting to shut down the 300 block of North 10th Street between North"C" and North"D" Streets for a block party to introduce themselves to the neighborhood. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Board of Works Minutes April 7,2022 VFW Post 1108 Memorial Day Event On May 28, 2022 they are requesting to close off the alley from South`B"to South"C" Streets starting at 8:00 a.m. for most of the day for the event. They will be having a band with other festivities going on. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. VFW Post 1108 4th of July Car Show On July 2, 2022 they are requesting to close off the alley from South`B"to South"C" Streets starting at 8:00 a.m. until 2:00 p.m. for their annual car show. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. Model T Museum International Tour July 19, 2022 starting at 800 a.m. they are requesting the following road closures: -North 8th Street from North"C"to North"E" Streets -Elm Place from North 8th Street to under the bridge-not extending to North 10th Street -North"C" Street from North 8th Street to North 7th Street -North"D" Street would remain barrier-free for east-west access. The event will be ending Friday July 19, 2022 at 3:00 p.m. They request barriers be delivered by 8:00 p.m. July 18, 2022. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. Model T Museum Homecoming June 3, 2022 starting at 11:00 p.m. they are requesting the following road closures: -North 8th Street from North"C"to North"E" Streets -Elm Place from North 8th Street to under the bridge-not extending to North 10th Street -North"C" Street from North 8th Street to North 7th Street -Streets will be used for Swap Meet vendor spaces and parking Model T's and other pre- 1945 Fords. -North"D" Street would remain barrier-free for east-west access. Board of Works Minutes April 7,2022 The event will be ending Saturday June 4, 2022 at 8:00 p.m. They request barriers be delivered by 8:00 p.m. June 3, 2022. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. Rose City Devils Biker Club Open House On April 16, 2022 they are requesting to close the 1300 block of Sheridan Street from NW"L" Street to Bridge Avenue from 10:00 a.m. until 8:00 p.m. They will be having a live band. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. Ms. Palmer moved to approve a Noise Variance for the event, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. BID OPENINGS -None BID AWARDS • THE CLEAN UP OF 813 LIBERTY AVENUE You Call We Haul Not to exceed$3,400.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • BOBCAT PURCHASE FOR PARKS DEPT. Bobcat of Anderson Not to exceed $126,520.35 The funds will come from American Rescue Dollars Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 60-2022 —B & B CONSTRUCTION OF RICHMOND,INC. For demolition of the following properties: Board of Works Minutes April 7,2022 114 South 13th Street 214 South 16th Street 437 South 12th Street 708 Indiana Avenue Not to exceed $46,000.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 61-2022—BOBCAT OF ANDERSON For the purchase of a Bobcat T870($86,117.05)and a Bobcat Forestry Cutter($40,403.30) for Dept. of Parks and Recreation. Funds to be used will come from American Rescue Dollars Not to exceed$126,520.35 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 62-2022 —PENN CARE INC. For the purchase of a 2023 Braun Chief XL Type III Ambulance on a 2023 Ford E-450 chassis for the Richmond Fire Department Not to exceed $217,555.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 8-2022 — MIKESELL EXCAVATING, INC. An increase of the contract amount to $71,900.00 with the addition of the property located at 44 South 18th Street. This property had originally been excluded from demolition list. Addendum amount not to exceed$11,200.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 187-2021 — GREEN CITY DEMOLITION • Board of Works Minutes April 7,2022 An increase to the contract amount in the amount of$19,928.62 for the additional post demolition work needed. Not to exceed $219, 928.62 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the motion carried. RESOLUTIONS -None PETITIONS • CURB CUT 1185 Clear Creek Lane Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
