THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND,INDIANA,
MAY 5,2022
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., May
5, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Police Chief Mike Britt; Greg Stiens,Director of Public Works and Engineering; Tim Brown,Fire
Battalion Chief; Stephanie Sherwood,Benefits Administrator; Sherrie Richey, Code Enforcement;
Lynnette Davis, Chamber of Commerce; and Media.
APPROVAL OF MINUTES
Ms.Palmer moved to approve the minutes of April 28,2022, supported by Mr.Evans.Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for May 6, 2022 in the amount of Two
Hundred Ninety Six Thousand Seven Hundred Twenty Three Dollars and sixty cents
($296,723.60), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for May 6, 2022 in the amount of Seven
Hundred Seventy Eight Thousand Seven Hundred Sixty Nine Dollars and seventeen cents ($778,769.17),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the
motion carried.
• STREET CLOSURE
Richmond Farmer's Market
They are requesting to close North Service Street between North 6th Street and North 7th
Street on Saturdays from 6:00 a.m. to 1:00 p.m. in the months of May, June, July,
August, September, and October for the Farmers Market. Requesting the closure the
same streets on Tuesday evenings from 6:00 .p.m. to 8:00 p.m. in the months of July,
August, and September for the Farmers Market vendors to set up.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
Richmond Evening Optimist
Youth Appreciation Day
May 14, 2022 they are requesting road closures starting at 8:30 a.m. from Mary Scott
Park NW 8th Street and NW"A" Street to Peacock Road where teams will gather. They
will march down Peacock Road to NW 13th Street to the entrance to the REO diamonds.
This should be done by 10:00 a.m. They are requesting two officers for the parade detail
one in front and one in back.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the
motion carried.
Chamber of Commerce
Flavor of Wayne Co.
On Friday May 20, 2022 they are requesting to close the alley on the Southside of the
parking garage to limit traffic throughout the night and provide a safe walking space for
guest to enter the garage. They are requesting the parking lot south of the old Elder
Beerman parking lot reserved for guest parking. Inside the garage will be limited to

vendors, volunteers, and handicap parking. They would like to post temporary no parking
signs posted by the elevator on the Westside of the parking garage so it can be a handicap
drop off area.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried.
Family & Friends Day in honor of Antwone Tremell Carpenter
On May 28, 2022 they are requesting a street closure at the corner on North 15th Street&
"H" Street to North 16th Street from 2:00 p.m. until 9:00 p.m. Family lives at 1505 North
"H" Street where they will fellowship.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the

The Hideaway
Annual Customer Appreciation Day
On August 13, 2022 from 10:00 a.m. to 11:30 p.m. they are requesting to close down Elm
Place from the alley to the overpass for their annual customer appreciation event. They
are requesting the same closures on September 17, 2022.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the
motion carried.

• PLANTING OF MITIGATION
Rinehart's Lawn Care with their bid being as follows:
Prep and seed mitigation area- $3,940.00
Plant trees in the mitigation area- $2,750.00
Hourly rate for first year- $53.00 per man hour
Hourly rate for second year- $56.00 per man hour
Hourly rate for third year- $56.00 per man hour
Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
CONTRACTS
• CONTRACT NO. 74-2022—RYAN'S FLOORING

City retains Contractor to provide services to furnish and install commercial-grade flooring
for Fire Station No. 4 located at 801 South L Street for the Fire Department.
Not to exceed $7,789.00
Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 78-2022—HENRY COUNTY COMMUNITY HEALTH
City retains Contractor to provide testing services in connection with the City's 2022
Health Fair to be held May 11, 2022, May 12, 2022, and May 13, 2022, including,but not
limited to the blood-draw testing services and biometrics necessary for the wellness
screening operations conducted at said Fair. The cost breakdown is $60.00 per female
participants and $70.00 per male participants. The $10.00 difference is due to the cost of
the PSA for male participants.
Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 79-2022—ENVIRONMENTAL ASSURANCE COMPANY, INC.
City Contractor to perform services to conduct an environmental inspection and
remediation of potential asbestos-containing materials which may be located in the floor
tile and mastics of the concrete flooring located at Fire Station No. 4, 801 South L Street,
for the City Fire Department.
Not to exceed$3,400.00
Ms.Palmer moved to approve,supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 80-2022 —YOU CALL WE HAUL
The City retains Contractor to provide services in connection with the emergency securing
of windows and doors of the house and garage structures located at 712 South 13th Street
for the Department of Code Enforcement.
Not to exceed $1,500.00
Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 83-2022—RINEHART'S LAWN CARE AND LANDSCAPING
City retains Contractor to provide services in connection with planting and landscaping
mitigation efforts at the Springwood Park for the City. Their compensation will be as
follows:
