The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., May
19, 2022, in the Council Chambers in the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Fire Chief Jerry Purcell; Police Chief Mike Britt;Nathan Newton and Logan Moistner,Richmond
Police Department; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of May 12, 2022, supported by Mr. Evans. Upon a vote
viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for May 20, 2022 in the amount of Four
Hundred Twenty Nine Thousand One Hundred Twenty Two Dollars and forty eight cents
($429,122.48), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for May 20, 2022 in the amount of Eight
Hundred Eighty Nine Thousand Four Hundred Eighty Dollars and ninety eight cents ($889,480.98),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 82-2022—MEDICOUNT MANAGEMENT
They will provide professional billing services in connection with Richmond Fire
Department Emergency Medical Services for the City. Contractor will be paid out of
collections from the billing services for a flat rate of 6.5% for EMS revenues collected.
Ms. Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion
carried.

Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
MISCELLANEOUS
• CERTIFICATE OF APPOINTMENT OF PROBATIONARY OFFICER
Nathan Newton has been appointed a Probationary Officer with the Police Department of
the City of Richmond. Probation will be served for the period of one (1) year.
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
• THE PROMOTION OF PROBATIONARY PATROLMAN
The promotion of Logan Moistner to 1st Class Patrolman. He has passed his probationary
year.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
