HomeMy Public PortalAbout07-15-1976 • BOARD OF PUBLIC WORKS AND SARETY OF THE CITY OF RI:CHMOND, INDIANA, JULY 15 , 1976 1 The Board of Public Works and Safety of the City of Richmond, Indiana, met 2 in regular session July 15, 1976 at the hour of 9: 00 a.m. in the Municipal 3 Building in said City. Mr.. Reinke presided with Mr. Meredith and Mr. Webb 4 present. TheUfolrl-owIngubuslness was had, to-wit: 5 III6 Mr. Webb moved to approve the minutes; of the previous meeting, seconded by 7 Mr. Meredith and on unanimous voice vote the motion was carried. 8 9 Supervisor of Maintenance for Richmond Community Schools Robert McKnight 10 requested to block the sidewalk on the west side-of South 23rd Street from 11 S': Main to So. "A Streets for three. (3) weeks from July 19 through August 12 E. RCS will fie: putting a face, cap on the. retaining wall behind Test Jr. 13 High School. I`t was.note.d there is no parking on this side of 23rd Street 14 and no problems are .foreseen by the Police. Department. RCS' will be respon 15 si'ble: for placing of barricades for the. project. •16 17 Mr. Meredith moved to approve this request, seconded by Mr. Webb and on 18 unanimous voice vote the motion etas carried. 19 20 Messrs. Harry Greenley, Carl Morrow amd Robert Wipple, representing a group 21 of downtown merchants, came to the Board requesting reinstatement of the 22 • two (2) hour free parking on the three (3) downtown City-owned parking 23 facilities including the lots on No. 7th, So. 7th, and the Parking Garage. 24 The City has an estimated cost of $30,000 per .year for these lots and thirty 25 (30) business people have sent pledges t f. $13,000 for the. remainder of the 26 year to pay for the free parking. This program would eliminate the use of 27 City parking stamps. There would be a charge of twenty-five cents (25¢) for 28 the first hour over the two (2) free hours and fifteen cents (15(f) for each 29 hour thereafter on Monday through Saturday. Night rates will still be in III3G effect. The requestins to see this program statt immediately. 31 32 Mr. Meredith moved to' approve this request, seconded by Mr. Webb and on 33 unanimous voice vote the motion was carried. 34 35 Mayor Clifford Dickman stated there are people who want to lease City-owned 36 property located on the. west side of South 6th Street north of the Wayne 37 Dairy for parking. He wants to work out a contract with someone on a bid basis 38 to lease this lot. The Board requested the Department of Transportation 3 '39 put a hard surface on this area on Monday, July 26. The Board will accept • . 40 unadvertised aled bi:ds.with an option to the bidders to increase their 41 bid after the Opening on 'July 29. Rental will be on a month-to-month basis 42 with a thirty (30) day cancellation option by both parties. 43 • 44 Mr. Webb moved accepting of these bids, seconded by Mr. Meredith and on • 45 unanimous voice vote the motion was carried. 46 47 ' Fire Chief Paul MI:llin recommended to accept the resignation of firefighter 48 Nora Ward, effective July 13, 1976. . 49 • • -50 Mr. Meredith moved to accept this resignation , seconded by Mr. Webb and on 51 unanimous voice vote the motion was carried. 52 53 Chief of Police Charles Chris requested Officer Louis Gibbs be appointed the 54 temporary rank. of Lieutenant effective July 15, 1976 with rank to be retained I' S . pending approval of departmental reorganization. 56- - 57 Mr. Weebb moved to approve this appointiment, seconded by Mr. Meredith and on 58- - unanimous voice vote the motion was carried. 59 60 Chief Charles Chris presented the following letter to the Board: 61. 62 I: request the establishment of one (1 ) additional rank of Deputy Chief 63 (Major) , one (1) additional rank of Captain , one (1) additional rank • - 64 of Detective and the elimi:nati:on of one (1)' rank of Lieutenant and • 64 two (2) rank of Patrolman within the Richmond Police Department. Board of Works Minutes Cont'd July 15, 1976 ' Page 2 • 1 The proposed reorganization of the Richmond Police Department requires that 2 these positions be changed in order to meet the new operations plan. 3 ' 4 Requested addition of the second Deputy Chief will be, used in the area of the 5. uniformed patrol division. The. establishment of the additional Captain is to 6 align all Department Heads to be of equal rank. The establishment of the 7 additional Detective position is pursuant to the responsibilities andIII 8 duties that are now being performed by a Patrol rank Officer. 9 10 Elimination of the Lieutenant position is necessary due to the creation of - 11 the Captain rank to align Department Heads of equal rank. 12 13 . Lieutenant 44 Sergeant ,-.Dete'ctive 45 Patrolman Patrolman;, 46 47 Request to be .effective July 22, 1976 48 49 Mr. Webb moved approval of this request, seconded by Mr. Meredith and on unanimous voice 50 ' vote the motion was carried. 51 52 Captain Scott Loper requested advertising bids for two (2) fully equipped solo police 53 motorcycles to be received August 5th at 9:30 a.m. in the Board of Works room as per 54 amended specs. 55 56 Mr. Webb moved to accept this: request, seconded by Mr. Meredith and on unanimous voice 57 vote the. motion was.carried. 58 59 Mr. Meredith read a letter from the Tndiana State Highway answering his request for increase 60 rates for the Street sweeping agreement with the Tndiana State Highway Commission. 61 The Commission stated they- are not changing rates for the coming year and all Cities 62 are. at the same rate as the City of Richmond. 63 64 Mr. Me.rddi'th moved entering into contract on the. same basis as last year, seconded by 65' Mr. Webb and on unanimous voice vote the. motion was carried.
